Description" area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation." Since the Past Performance Information form is highly space-limited, it is unsuitable for providing the level of description needed to meet Section M definitions. May Offerors use MS Word to provide more complete descriptions, as necessary?
Per solicitation Section L, Part A, Para. 3.0 Table, the past performance page limit is five (5) pages for each contract. In addition, Section L, 2.0 Volume 2, Past Performance it states, “The Offeror shall complete the Past Performance Information Form, Attachment P3, for each past performance reference performed within five years of the solicitation release date (Extra tabs can be added in this Excel document without counting against the page count for Past Performance listed in Section L, 3.0).” The Offeror may use the extra tabs in Excel and not MS Word.

However, page 101 shows the SB Utilization Strategy to be part of the Management Plan. Would the Government confirm that the SB Utilization Strategy is to be submitted in Annex 2 rather than in Volume 1, since it contains SB goals in dollars, and cost information is not permitted in Volume 1? |
| Annex 2 will only be for the Small Business Subcontracting Plan. Section L Part B, 1.1.4 will be updated via Amendment to read, “All goals shall be presented in percentages in relation to total contract value. |

Would the Government clarify what counts against the 25-page limit for Volume 2? Does all Past Performance information go in Attachment P-3, or can offerors provide a Past Performance narrative in MS Word? |
| The page limit for Volume 2 is five (5) pages for each contract and is in MS Word. Attachment P-3 Excel spreadsheet is separate from Volume 2 and is an Excel document and cannot be in MS word and the offeror can use extra tabs in Excel without it counting towards that page count. |
