About this file
This document contains questions and answers regarding Solicitation Number N00039-18-R-0005 for the NGEN-R Service Management, Integration and Transport (SMIT) contract opportunity.
The Space and Naval Warfare Systems Command (SPAWAR) intends to release a Request for Proposal on or around July 31, 2018 to acquire SMIT services in support of the Naval Enterprise Networks Program Management Office. The services include operating model, service operations, service integration, and transport and productivity. Service management will facilitate planning, provisioning, delivery, operation, and sustainment of interdependent services used on the Navy Marine Corps Intranet, Outside Continental United States Enterprise Network, and Marine Corps Enterprise Network. Integration involves seamless management with other contractors under NGEN-R. Transport includes full life cycle management and support for infrastructure providing network configurations, connectivity, and delivery of internet protocol services. The closing date for proposals will be around October 1, 2018. Pricing will include firm-fixed-price, fixed-price level-of-effort, fixed-price incentive firm target, and cost-plus-fixed-fee line items. The period of performance is a five-year base period and three one-year options.
The questions and answers provide clarification on the small business participation goal evaluation, classification levels of environments, proposal submission requirements, and how hardware and software maintenance costs should be priced under the contract line item numbers.
