Instructions for completing this workbook:

This workbook contains 7 sheets excluding this tab: "CONUS Labor Rates", "Labor Uplifts", "Labor Category Descriptions" "Discount Rates", "Discount Category Descriptions","ODC (Specialty Equipment)", "ODC (Specialty Consulting Labor)."

Offerors must complete all cells colored in "blue" by entering the unit price, proposed Labor Rates, and Discount/Material Charge percentages. Based on the annual quantity to the left of the cell, a total amount per year will be calculated. The Offerors must take the total evaluated price from this attachment and input the number to the respective cell within Attachment L-3 Cost/Price Template. Do not make alterations to any cell and do not enter values into cells that are not colored "blue".

"Labor Uplifts": This worksheet contains uplifts for OCONUS Locality and other labor uplifts. Offerors shall complete all cells highlighted in "blue". Labor Uplifts for OCONUS Locality should include any additional burdens associated with providing labor in the specific OCONUS location.

All Labor Rates shall be fully burdened, to include all direct and indirect expenses, such as (but not limited to): salary, overhead, general and administrative (G&A), fringe, fees, CONUS locality pay, profit, etc.

Other Information/Assumptions:

DISCOUNTS. The Offeror shall offer discount rates based on the categories and descriptions as identified in discount category description tab. Offerors shall insert discount percentages within the "Discount Rates" tab, in the "Discount %" column. The Government will evaluate the discount rate by applying the Offerors discount rate to the estimated material provided in the discount rates tab. DISCOUNTS WILL NOT BE OFFERED OR APPLIED TOWARDS THE "ODC IT SW/HW SPECIALTY LABOR CONSULTING SERVICES," AND "ODC SPECIALTY EQUIPMENT" CATEGORIES.

MATERIAL/ODC CHARGE. Material/ODC prices are limited to the adjustments identified in Attachment J-13. There will be no separate reimbursement of profit/fee, overhead, G & A, Program Management Load, material handling, etc. related to material/ODC prices. If the Offeror requires any additional compensation for material/ODC priced in Attachment J-13, the Offeror may offer additional “Material/ODC Charge" rates that are based on the categories and descriptions identified in the "Discount Category Descriptions", "ODC (Specialty Consulting Labor)", and "ODC (Specialty Equipment)" tabs. The "Material/ODC Charge" rates shall include any additional material/indirect cost charge. The "Material/ODC Charge" rates used for the purposes of this contract will be the Material/ODC Charge rates proposed in Attachment J-13 (Rate Card). The Government will evaluate the "Material/ODC Charge" rates by applying these rates to the Estimated Material/ODC amounts, after discounts. Offerors shall insert "Material/ODC Charge" percentages in the respective Material/ODC Charge % column within the following Attachment J-13 tab (as appropriate): "Discount Rates". MATERIAL/ODC CHARGES WILL BE APPLIED TOWARDS THE "ODC IT SW/HW SPECIALTY LABOR CONSULTING SERVICES," AND "ODC SPECIALTY EQUIPMENT" CATEGORIES.

Offerors must complete all cells colored in light blue by entering the unit price, proposed Labor Rates, and Discount/Material Charge percentages. Based on the annual quantity to the left of the cell, a total amount per year will be calculated. The Offerors must take the total evaluated price from this attachment and input the number to the respective cell within Attachment L-3 Cost/Price Template.

Do not make alterations to any cell and do not enter values into cells that are not colored light blue.
