About this file

This synopsis notice provides information about an upcoming Request for Proposal for Service Management, Integration and Transport services. The Space and Naval Warfare Systems Command intends to release the RFP on or around July 31, 2018, with a closing date of October 1, 2018. The services will be acquired through a single-award Indefinite Delivery/Indefinite Quantity contract with firm-fixed price, fixed-price level-of-effort, fixed-price incentive firm target, and cost-plus-fixed-fee contract line items. The period of performance consists of a five-year base period and three one-year option periods. The services will support the Department of the Navy for the Navy Marine Corps Intranet, Outside Continental United States Enterprise Network, and Marine Corps Enterprise Network. The work will be divided into four segments: operating model, service operations, service integration, and transport and productivity.

1 J‐24 USMC

Operations Support Services

Column E MCCOG, MCCOG SUP and MFCC Tabs

MCCOG, MCCOG SUP and MFCC Tabs ‐ Does Alternative Cert in Column E truly mean “alternative” or is this the only acceptable cert?

Example: Programmer Senior requires IATIII, but IATIII is “alternative cert." Please clarify what Alternative Cert means on the MCCOG tab within Attachment J‐24.

An amendment will update Attachment J‐24 to accurately reflect MCCOG required alternative certification to the requirements in J‐13 instead of restating the J‐13 certification requirement.

2 J‐24 USMC

Operations Support Services

Column D 35, 60 MCCOG Tab MCCOG Tab, lines 35 and 60 ‐ In Attachment 24, MCCOG Tab, Clearance column, "Secret" is listed as well as "Secret No Interim". Please confirm that an Interim clearance is acceptable for all that do not state "Secret No Interim".

No change. Interim Secret Clearance is technically acceptable unless otherwise stated

3 J‐1 PWS 31 3 3.3.2.1 Section 3.3.2.1 states "For the Navy, the Naval Network Warfare Command (NAVNETWARCOM) is designated as the Government owner of the Service Desk function. The Marine Corps Cyber Operations Group (MCCOG) as part of Marine Forces Cyberspace Command (MFCC) is the USMC owner of the Service Desk function." ‐ Is this service provided to the USMC under CLIN 7? If yes, do the SLRs apply to the USMC?

RFP Section B‐4, SUPPLY AND SERVICE PRICING, will be revised in a future amendment to add the following statement, "All supplies and services within Section B and C support the NMCI, unless expressly stated as only available for USMC or ONE‐ Net.". USMC may request pricing and order the services identified in PWS Section 3.3 post‐award.

Only CLIN 0001AE, 0004, and 0040 are priced for USMC at this time.

4 SMIT RFP Section B 366 Section C ‐ Description and Specifications

The RFP documents require CLINs 64, 65, 66, and 67 to be priced for the projects required by PWS sections 4.2, 4.4, 4.7.1, and 4.8 respectively. Is it correct that the pricing/costs for these projects are to be excluded from the ROM for CLIN 0012 NT/MP and not count as part of that spend?

Pricing for CLINs 0064 (Productivity Services Enterprise Cloud Migration Project), 0065 (Deployable Computing Services Process Modernization Project ), 0066 (JRSS OCONUS uB1 Peering Project), and 0067 (IPSec VPN Removal Project) should not be included in the subfactor 1.2 ROM. These requirements are discreetly priced and are not identified as requirements in the Network Transformation/Modernization Sample Exercise.

5 J‐1 PWS 186 4 The Section 4.3, 4.5, 4.6, 4.7.2 to 4.7.7, 4.9, and

4.10 of the PWS are not mapped to any CLINS, request the Government validate where/if these projects should be costed as part of our submission.

Projects within Section 4.0 of the PWS not mapped to a discrete CLIN will be negotiated after award and are not to be priced within Section B of the

RFP.

13 J‐1 PWS 2 9 1.1 Section 1.1 references the Navy Enterprise Operations Support System (NOSS). Please confirm that the NOSS does not encompass the Marine Corps Enterprise Network.

NOSS does not include MCEN.

14 J‐1 PWS 2 27 1 Section 1 states "the term NMCI within section 3.1‐3.3 refers to the converged NMCI/ONE‐Net environment when in the DON management domains."

This statement indicates that offerors should solution to and anticipate the costs of operating the converged NMCI/ONE‐Net environment in the CLINs that will be ordered in advance of the ONE‐Net Convergence (for example, CLINs 0006 and 0007). Request the Government clarify this statement as it relates to solution development and pricing.

No, offerors should not price the operation and maintenance (O&M) of a converged network into the existing CLIN structure. The Government's intent is to converge the networks post award and negotiate the cost of O&M at that time. RFP Section B‐4, SUPPLY AND SERVICE PRICING, will be revised in a future amendment to add the following statement, "All supplies and services within Section B and C support the NMCI, unless expressly stated as only available for USMC or ONE‐ Net.".

15 J‐1 PWS 2 5 1 Section 1 states "All services and supplies described in this PWS are available to both management domains." Given the USMC GO/GO, contractor supported environment, the USMC pricing tables include only staffing levels and rates. For Services defined in section 3.3 that are rolled into a single price for Infrastructure & Operations (CLIN 0006) and Network Operations & Security Management (CLIN 0007), please confirm that should the USMC choose to purchase a NGEN service ‐ such as Service Desk Services (3.3.2.1) ‐ they will issue a separate task order.

16 J‐1 PWS 168 12 3.3.7.4.10 Section states: "Contractor shall develop, submit, execute an SCRM plan in accordance with The NEN Program Protection Plan (PPP) . . ."

While the NEN PPP was provided as Attachment 10 in the July 20, 2018 document release, it has been removed from the Final RFP Release.

Please confirm that (1) the NEN PPP is no longer an attachment to the PWS; and (2) the document, v1.7, dated April 10, 2018 is the most current document.

The Program Protection Plan is a reference as identified in Attachment J‐1, the PWS and the current version is 1.7 dated April 10, 2018.

Columns S and Y

ONE‐Net LOE Tab Total Amount Columns S and Y use the wrong rate to calculate these totals. It uses the Base Rate (cols O and U) instead of the Adjusted Rate (cols R and X). Please update price template to correct calculation.

Attachment L‐4 will be updated in a future amendment to correct the formulas.

21 J‐7 SLR Column A 5, 6 SMIT SLRs & PLRs Tab

Reference USMC‐1 and USMC‐2: Being that the contractor is being held to the terms of the Level of Effort Clause (B‐TXT‐04) and fee is adjusted based on levels of effort outside of the target 105% to 95%, shouldn't that be sufficient to measure performance?

No change; B‐TXT‐04 and SLRs will apply.

22 J‐1 PWS 22 4 3.3 Throughout the PWS USMC requirements are listed in each 3.3 service. However CLIN's 0004 series and 0040AA in section B and C of the RFP, are the only CLINs specific to the USMC and only reference section 3.7 for 0004 series and 3.1 for 0040AA of the PWS. Please clarify how requirements for UMSC services in section 3.3 should be captured and in which CLINs.

23 SMIT RFP Section L 484 7 4.2 Request Government clarify that full transition schedule is not included in the 50 pages specified in section 4.2, NMCI Transition Plan page limitation. Based on the CDRL requirement, the full NMCI transition schedule will in itself likely exceed the 50 pages and recommend this be provided as an additional attachment.

Please refer to CDRL A001 for instructions on developing the schedule. The Government believes that 50 pages is sufficient for addressing this subfactor.

25 J‐1 PWS 85 4 3.3.5.1.2 Sections 3.3.5 list the following USMC requirements. Request the government validate if these requirements are to be costed as part of the CLIN 0007xx or will they be part of the USMC rate card.

• 3.3.5.1.2.e states the contractor shall "Monitor and manage the NMCI and MCEN Network Timing System (NTS)"

• 3.3.5.4.1.3.a.i states the contractor shall "Implement, monitor, and manage DoD standard vulnerability management tools in compliance with the USN Assured Compliance Assessment Solution (ACAS) RTM or USMC equivalent."

• 3.3.5.4.2.1.a states the contractor shall "Manage the Host Based Security Solution (HBSS)/Endpoint Security Solution (ESS) in accordance with the USN Host Based Security Solution (HBSS) – Endpoint Security Solution (ESS) RTM or USMC equivalent."

• 3.3.5.4.3.2.a states the contractor shall "Manage the Anti‐virus solutions (signature, reputation, and policy‐based) in accordance with the DISA STIGs and CTOs, USN Anti‐Virus RTM, USN Reputation‐based Anti‐Virus RTM, and USN Mail Security RTM, or USMC equivalent."

RFP Section B‐4, SUPPLY AND SERVICE PRICING, will be revised in a future amendment to add the following statement, "All supplies and services within Section B and C support the NMCI, unless expressly stated as only available for USMC or ONE‐ Net.". 26 J‐1 PWS 12 29 3.1.8 Per the PWS, the Contractor shall implement Earned Value Management (EVM) as "required as part of a Task Order." However, based on the overall EVM requirement (PWS, RFP, etc.), it is unclear, specifically, where the EVM requirement is applicable. In accordance with DFAR Subpart 234.201, referenced in PWS Section 3.1.8, "the application of earned value management is discouraged" for "firm‐fixed‐price contracts and subcontracts of any dollar value." Per the PGI

234.201 (1)(iv) procedures referenced in the DFAR, a waiver must be obtained "before applying earned value management" on a firm‐ fixed‐price contract or subcontract. Is EVM only required for the cost incentive CLINs, defined in RFP Section B (pages 2‐263_CLIN 4, CLIN 30, CLIN

35) or will the government apply for a waiver to encompass any FFP CLINs? If FFP CLINs are included in EVMS reporting, can the government identify which FFP CLINs are subject to this requirement? Provide more clear guidance on where EVM is required (i.e. CLINs).

The Government will amend Section I of the RFP and clarify where EVMS is required, specifically the following language will be added "In accordance with NMCARS 5234.2, Earned Value Management, DASN(AP) Class Deviation 15‐C‐913 dated October 7, 2015 EVM implementation on LOE CLINs is not required. In addition, EVM implementation also does not apply to FFP CLINs, however, EVM/IPMRs are applicable to Incentive Fee CLINs (e.g. CLINs x030, x300, and x400) which are equal to or above $20M."

27 J‐1 PWS 48 15 3.3.2.5 Section outlines requirements for USMC. Section cost are mapped CLIN 0006 in the RRP. Confirm USMC Customer Advocacy Managers (CAMs) be priced to CLIN 006 along with the Navy CAMs or should they be priced in the USMC only CLINS 0040 or 0004?

RFP Section B‐4, SUPPLY AND SERVICE PRICING, will be revised in a future amendment to add the following statement, "All supplies and services within Section B and C support the NMCI, unless expressly stated as only available for USMC or ONE‐ Net.". USMC may request pricing and order the services identified in PWS Section 3.3 post‐award.

30 SMIT RFP Section L 480 L‐4(a)(2)(i) (i) The Offeror shall attest that it will meet the minimum mandatory Total Small Business Participation goal of 35% of Total Contract Value as well as the various percentages for each subcategory. The 35% goal relative to Total Contract Value is inconsistent with standard Small Business goals associated wth large Programs.

No change is required. The awardee's performance under its individual subcontracting plan, including any credit for lower tier small business subcontractors, will be calculated in accordance with the applicable SBA regulations (see 13 CFR section 125.3).

32 J‐1 PWS 185 22 3.7 PWS 3.7 states that the Government will provide end‐user devices for use on the classified network, and the contractor shall provide its personnel with an approved end user device for use on the unclassified network. Which of the positions indicated in attachment J‐24 will the government provide end‐user devices?

An amendment will update PWS section 3.7.b. to state, "b. Provide all personnel with an approved end‐user device for use on the unclassified network."

Row 31 Instructions Tab, CONUS Labor Rate Tab

The instructions do not define the geographic locations for the labor rates proposed in the "CONUS Labor Rates" worksheet. Based on the worksheet name, it is assumed they will cover work performed in CONUS. However, the instructions state that "All Labor Rates shall be fully burdened, to include all direct and indirect expenses, such as (but not limited to): salary, overhead, general and administrative (G&A), fringe, fees, locality pay, overseas living allowances, profit, etc."

1) Please confirm that the rates proposed in the "CONUS Labor Rates" worksheet are for work performed in the CONUS area only, as defined in RFP Section F‐4 Place of Performance.

2) Please clarify how "overseas living allowances" are applicable to these CONUS Labor Rates.

Attachment J‐13 will be revised in a future amendment to clarify the instructions.

The formula in Cell D8 calculating Labor Total for All Years does not include the 6 Month Option total in cell AJ11. If this is not intentional, please provide a revised J.13 template with the corrected formula in cell D8.

Attachment J‐13 will be revised in a future amendment to correct the formula.

45 J‐17 Travel Rate Card Travel Pricing Tab The Gov't indicates it intends to price travel on a FFP basis for the entire period of performance (base period plus option periods) using the SMIT Attach J‐17 Travel Rate Card. Under the Travel Pricing tab it states “proposed rates shall be applicable for all trips within the Continental United States (CONUS).” How does the pricing model under the Travel Pricing tab accommodate for travel to different CONUS locations, the cost of which varies greatly. For example,. Airfare from Washington DC to San Diego, CA is a different cost than Washington, DC to Norfolk, VA)? Are bidders expected to include all possible trips/trip combinations to all CONUS locations for all services whose CLIN prices do not include travel?

Attachment J‐17 will be revised in a future amendment to make it clear the Government is only asking for rates to be used in contract year 1 (one).

46 J‐2 DD‐254 4 Block 14 DD254 references 5 attachments in Block 14 but they were not provided in the FRFP. Would the Government please provide these attachments or reference where these attachments are located?

641 Section B Summary worksheet

CLIN 0095AA Detailed Phase‐out Plan on Row 641 requires Unit Prices for Contract Year 7, Contract Year 8, and 6 Month Option. The Total Amount per year is not calculated for Contract Year 7;

however, it is calculated for both Contract Year 8 and 6 Month Option. Is it the Government's intention to include Total Amount per Year for both Contract Year 8 and 6 Month Option? In addition, the formula for Contract Year 8 and 6 Month Option Total Amount per year is (Estimated Quantity*Unit Price)*3. The Unit of Issue for this CLIN is "Each" therefore the formula should not be multiplied by 3.

Attachment L‐3 will be revised in a future amendment to correct the formulas and clarify the total evaluated price calculation for CLIN 0095.

51 L‐3 Cost Price Evaluation Template

Row 276, Column E

Section B Summary Tab

In reference to SMIT ATTCH L‐3, CLIN 0018AB has a Unit of Issue of "Each". Other VOIP services (e.g. CLIN 0018AC to 0018AE) are "Monthly".

Should CLIN 0018AB Unit of Issue be "Monthly"?

RFP Section B and Attachment L‐3 will be revised in a future amendment to change the unit of issue of CLIN x018AB to "Monthly" from "Each".

52 L‐3 Cost Price Evaluation Template

73 SMIT RFP Section L 480 L‐4 Section L, Subfactor 1.1 specifies that the Offerors deliver proposal content addressing SEP Section 4.5.10 NEN Technology Refresh Planning Guidance. This NEN SEP section addresses the need to employ a Technology Refresh Process (TRP), part of the Technology Transformation Process, that will be used for planning and executing the Technology Refresh Life‐Cycle plan.

Although, the title of the section specifically identifies guidance for TRP the section contains a significant amount of information in addition to TRP, for example, the NEN SEP also identifies, and depicts in Figure 4‐9, a Technology Life‐Cycle Management process. Would the Government please answer the following questions:

1) The NEN SEP identifies a Technology Refresh Life‐Cycle Plan that is the output of the Technology Refresh Process; however, the PWS does not require the generation of this plan, nor is a DID for it provided as part of the RFP. Should the PWS require the creation of a Technology Refresh Life‐Cycle Plan? If so, will the Government please update the PWS and provide a DID.

2) How does the Technology Life‐Cycle Management process relate to the NT/MP and/or

TRP?

Offerors shall address Tech Refresh in its proposed SEMP and Network Transformation/Modernization Process and describe how its proposed process(es) provides value to the Government.

1) The NEN Technology Refresh Life‐Cycle Plan is part of the SEP/SEMP.

2) The NEN Technology Life‐Cycle Management process informs the NEN NT/M Process and the Tech Refresh Process.

77 SMIT RFP Section L 487 L‐4.f.4.iii RFP L‐4.f.4 requires the prices in Cost/Price Evaluation Template (Attachment L‐3) to be consistent with cost/price in Section B, Attachment L‐1, and Attachment L‐4. We believe this RFP paragraph should also have included Attachment J‐13, requiring that the totals in J‐13 be accurately reflected in L‐3.

Section L‐4(f)(iii) will be revised in a future amendment to clarify this requirement.

78 SMIT RFP Section L L‐2.1(b‐c) The RFP states that a page is defined as a sheet of paper that includes information. When information is contained on both sides of a single sheet of paper it will be counted as two (2) pages and shall be numbered accordingly. The RFP also states that Foldout pages will count as one (1) page for each side. If an 11X17 only has information on one side, does it only count as one page? Is information allowed to be printed on both sides of an 11X17?

Yes, if an offeror submits information on one side of an 11x17 sheet of paper it is considered one (1) page. If printed on both sides, it is considered two

(2) pages and is allowable.

79 SMIT RFP Section C 269‐270 of 499

CLIN 0010AA The Government's list of tasks in the description of CLIN 0010AA does not include Asset Management. We believe the Government desires Asset Management to be part of this

CLIN.

Asset Management, PWS Section 3.3.7.4.3, is currently mapped to CLIN 0010. The Government will amend the item description in Section C to include "asset management" to remove any ambiguity.

Labor Uplifts Tab The J‐13 Attachment requires the Offeror to provide Locality Uplifts for a set of geographical areas. The instructions state “Labor Uplifts: This worksheet contains uplifts for OCONUS Locality and other labor uplifts. Offerors shall complete all cells highlighted in "blue". Please define what costs are to be included or covered in the Locality Rates (%) to be proposed on the Labor Uplifts worksheet? Are these costs to be limited to the allowances defined by the US Department of State (https://aoprals.state.gov/Web920/allowance.as p?menu_id=95) by location?

Offerors should include all additional burdens in the OCONUS locality uplift associated with providing labor in the specific OCONUS location.

Offerors are not restricted to the allowances as identified by the State Department. Rates are FFP and thus should be fully burdened. A clarifying amendment will be issued to revise the instructions within Attachment J‐13.

Labor Uplifts Tab Several of the allowance types defined by the US Department of State could be considered Other Direct Costs (ODCs) and not an uplift adder to a Labor Rate, based on a company’s disclosure statement.

In this case, what CLIN/mechanism is in place to propose and invoice these ODCs?

Offerors should include all additional burdens in the OCONUS locality uplift associated with providing labor in the specific OCONUS location.

Rates are FFP and thus should be fully burdened.

The instructions contained within Attachment J‐13 will be revised in a future amendment to clarify this.

84 SMIT RFP Section L 478 of

Section L‐3 Submission of Proposals Structure, Table L‐ 3‐1 Proposal Page Limitations and File Naming Conventions

This section defines Volume 5: Cost/Price Proposal, Section 1 ‐ Cost/Price Proposal Methodology and BOE as having one word document for the Methodology and 10 excel worksheets for the 5 priced and 5 unpriced BOEs covering Labor, BOM, Travel, ODC, and Direct Labor.

Volume 5 Section 1 of the Cost/Price Proposal is further defined in RFP Seciton L‐4 (f) (3) (i) which states “The Offeror shall provide priced and unpriced Basis of Estimates (BOEs), including a narrative and supporting workbooks, used to establish its proposed cost/prices.” It is clear from this statement that the narrative is part of the BOE which is to be proposed in an Excel file.

Given that a BOE narrative might include significant text, tables and graphics to demonstrate its efforts to respond to the solicitation, would the Government allow the BOE narrative(s) be included in a word document instead of the BOE excel document(s)?

RFP Section L table 3.1 will be revised in a future amendment to add an unpriced narrative file.

85 SMIT RFP Section L 485 of

Section L‐4 (f) (3)

(ii) a

This section provides the requirements for the Labor Excel workbook for FFP CLINs. This labor data is to be provided in both Price and Unpriced files. The requirements only list PWS, CLIN, Labor Categories, and staff‐hours by applicable base year and/or option years. No labor pricing appears to be required and therefore the priced and unpriced versions of this data would be identical. Is it the Government’s intention for the offeror to include fully burdened Labor Rates x staff‐hours = Labor Price by PWS/CLIN/Labor Category?

It is the Government's intent that all supporting BOE workbooks be priced to enable the Government to trace all proposed cost/prices and to evaluate the proposed cost/prices in accordance with Section M of this solicitation. RFP Section L‐ 4(f)(3) will be revised in a future amendment to clarify that priced BOEs should contain actual cost and pricing information.

No. There is no Out of Band Management (OOBM) domain in place today on the NMCI network. The OOBM domain will be priced post contract award.

103 J‐1 PWS 85 20‐23 3.3.5.1.2 The proposal requests staff augmentation to support the MCEN environments. Can the Navy confirm if the requirement is for the contractor to install, operate and maintain NOC/SOC tooling to support the MCEN environment or just provide staff to utilize MCEN provided tooling to meet the requirements?

The RFP does not request pricing for the contractor to "install, operate and maintain NOC/SOC tooling to support the MCEN environment ". Only CLINs X004 and X040 (with associated subCLINs) are priced for USMC at this time, which is tied to the level of effort support stated in Attachment J‐24.

105 J‐1 PWS 85 16 3.3.5.1.2 This section's scope description includes support for both CONUS and OCONUS environments.

Would like the Navy to clarify that the requirement regarding SEV‐01 GDA's will not apply to ONE‐Net until post convergence?

The requirement regarding GDAs applies to NMCI only for the time preceding ONE‐Net convergence.

During this time the SMIT Contractor will provide ONE‐Net labor in support the Government's formal network operating center functions, which may include executing activities similar to the GDA process. After ONE‐Net convergence it is the expectation that the GDA process will apply to both the NMCI and ONE‐Net segments.

106 J‐1 PWS 83 10 3.3.5.1.2 Can the Navy confirm that the 24/7/365 Global NMCI NOC/SOC requirement does not apply to ONE‐Net until after ONE‐Net Convergence?
