About this file
This document contains questions submitted by bidders and answers provided by the U.S. Navy regarding solicitation N00024-23-R-4107 for maintenance, repair and modernization efforts supporting aircraft carriers homeported in San Diego, California. The work includes emergent requirements, continuous maintenance availabilities, pre-refueling complex overhauls, and Chief of Naval Operations scheduled availabilities to be performed by the awarded contractor. The Naval Sea Systems Command issued the solicitation and seeks a contractor to provide services for CVN 68 and CVN 78 Class aircraft carriers. Bidders must submit a completed DD-2345 form to receive any controlled unclassified information related to the procurement. The questions and answers clarify aspects of the solicitation document such as page limits, resume requirements, the applicability of certain contract clauses, and the number of past performance examples to be provided with proposals.

187, Section I Does the Government agree that the Contracts for Materials, Supplies, Articles and Equipment Exceeding $15,000 Act a/k/a
Walsh Healey Public Contracts Act (PCA) applies to the work to be performed under this RFP and consequently, FAR 52.222-50 should be removed from Section I of the RFP because that FAR clause applies only in solicitations and contracts that include the clause at 52.222-6, Construction Wage Rate Requirements, or
52.222-41, Service Contract Labor Standards, where work is to be performed, in whole or in part, in the United States, and those two FAR clauses are not in the RFP?
FAR 52.222-50, Combating Trafficking in Persons, is required in all solicitations and contracts IAW FAR 22.1705
(a) (1). FAR 52.222-6 is for construction and FAR 52.222-41 is for service contracts (if subject to Service Contract Labor
Standards) and those do not apply because SD PSM is coded as a supply contract.

3.5.5 Vol III, Para 1 and 4.
Page 163 of 187, Section 3.5.5 Vol III Para 1 states, "Offerors shall provide in its proposal any information regarding its past performance…on THREE (3) recent and relevant contracts…" and Para 4 states, "Offerors shall provide…a minimum of three
(3) relevant contracts…". The emphasis on THREE of Para 1 seems to limit past performance examples to no more than 3 while Para 4 asks for a minimum of 3. If offeror provides more than 3 past performance examples will they all be considered?
Offerors to submit 3 total past performance efforts. If there is a/are major subcontractor(s), 1 of the 3 should be a major subcontractor CPAR/PPQ. No, the Government will only evaluate a total of 3 efforts provided by the Offeror. See
Amendment 0004.

187, Sec
3.5.1(d)
Page 157 of 187 Sec 3.5.1(d) states, "The resume(s) shall not exceed three (3) pages for each individual(s). Pages in excess of three (3) will be counted toward the 125-page limit for the technical proposal…The Government has requested resume(s) for one (1) labor category only, the Program/Project Manager." Is it the governments intent that resumes of three (3) pages or less for the Program/Project Manager of the Prime and Major
Subcontractor(s) do not count against the 125-page limit? If additional resumes beyond the Program/Project Manager(s) are included how are they counted toward the page count?
The Government requests one (1) resume for PM prime and one (1) major subcontractor PM resume (if applicable). If offerors stay within the 3 pages, resume(s) will NOT be counted towards the 125 page count. See Amendment 0004.

187, Section
E
The RFP includes FAR 52.246-13 Inspection--Dismantling, Demolition, or Removal of Improvements. Does the government agree that this clause is not applicable and should be removed?
The Government will retain this clause as the scope of the
PSM may require for dismantling, demolition or removal of improvements. In the event a delivery order requires this work, this clause may apply to that delivery order.
32 RFP Page 82 of
187, Section
E
The RFP includes FAR 52.246-16 Responsibility for Supplies.
Does the government agree that this clause applies only to Fixed
Price CLINs and should therefore be removed?
Removed. See Amendment 0004.
