About this file
This document contains questions and answers related to a solicitation for carrier maintenance and repair services in San Diego, California. The Naval Sea Systems Command is seeking proposals to support emergent work, continuous maintenance availabilities, pre-refueling overhaul availabilities, and Chief of Naval Operations scheduled availabilities for CVN 68 and CVN 78 Class Aircraft Carriers homeported in and visiting the San Diego area. Offerors must provide past performance examples for at least three relevant contracts from the past five years, including one from a major subcontractor if applicable. Cost proposals should follow the labor hour distributions and other values provided in the attachments. The incentive fee structure and share ratio calculations at the delivery order level were also clarified. Proposals are due on February 20, 2023 according to Amendment 0003, which also provided an updated attachment with revised values.

187 Section
3.5.5 para 4.
RFP Page 163 of 187 Section 3.5.5 paragraph 4 states, "Offeror shall provide a list and individual Reference Information Sheet
(RIS) Attachment L-2 for a minimum of three (3) relevant contracts (including subcontracts) performed, or currently being performed, within the last (5) years..." Does the "including subcontracts" reference made point to the prime offeror's experience performing as a subcontractor--or, does it mean prime offerors must include at least 1 relevant Past Performance example (by RIS or CPARS) of one of their current team members for this proposal?
If you have a major subcontractor (or multiple) meeting the past performance threshold definition (10% or ≥ $55M), “then a minimum of one major subcontractor CPARs or RIS is required”.
Or stated differently, prime offerors must include at least 1 recent/relevant Past Performance (PP) example (by RIS or
CPARS) of one of their major subcontractor (aka team members) for this proposal, if applicable.
The Government needs a total of 3 recent/relevant PP data.
One (1) from a major subcontractor minimum, if applicable.
The prime offeror’s CPARS (as prime) is always acceptable.
Some subcontractors could be bidding first time as a Prime.
L-2 PPQ rated by a Government official is acceptable in that situation.

Instructions
L-2 Instructions are confusing with respect to who the offeror is in the case of a team member of a prime for this solicitation.
Are we to understand that when Attach L-2 is being provided on a team member's past performance that it is to be completed on that team member by a 3rd party; or, is the team member expected to rate performance of the prime offeror on this solicitation when used in lieu of a CPARS?
L-2 PPQ may be utilized when there is no CPARs available
(i.e a recent/relevant contract in performance not meeting the one (1) year mark for full CPARs evaluation).
L-2 PPQ data is rated by a Government official. The onus is on the Offeror to present their PP data and follow up with the
PPQ evaluator.

Phase II para

Phase II are unclear on the application of the share ratio. Do we understand correctly that for CPIF Delivery Orders, the share ratio (50/50 over, 30/70 under) applies to the 5% base fee only?
CPIF orders have 0% minimum, 5% target fee, 10% maximum, 50/50 overrun, 30/70 underrun in accordance with:
B-232-H003 PAYMENTS OF FEE (S) (COMPLETION)
(NAVSEA) (OCT 2018).
52.216-10 INCENTIVE FEE (JUN 2011) shows the calculations above in (e) Fee payable.

Phase II:
Incentive Fee
Do we understand correctly that the IF evaluation is in addition to the adjustments made by the share ratio? Does this not count a variance twice (once via the share ratio and secondly for IF evaluation)?
Incentive Fee evaluation in a CPIF arrangement is per the ratios discussed in question 21 above. The 2% SBSIF calculation is added further, if applicable.
22 RFP & Attach J-
Given that delivery orders are negotiated based on Class C (+/-
15%) estimates, how does this align with the share line and incentive fee provisions?
The awardee and ACO will need to collaboratively negotiate the work packages at the DO level to set a mutually agreed to
DO baseline/type arrangement following the IDIQ guidance/established share line/incentive fee terms.
23 RFP Page 10 of
187 Section B
Does B-231-H002 Worksite Travel Costs paragraph (d) apply to the costs of a company bus and driver used to deliver employees to NASNI in order to offset the increased traffic to NASNI?
Yes.
24 RFP Page 59 of
187 Section C
C-211-H020 “Protection of The Vessel” paragraph (a) states that
“The contractor shall maintain a fire watch aboard the vessel in areas where the contractor is working.” Is this meant to say all work areas or only where Hot work is being executed?
The Government interprets the fire watch requirement to apply to “all approved areas where Hot work is being executed”. This clause is not changeable.
25 Attach L-3 Labor Hour
Phasing &
ODCs
Considering the labor hour phasing does not align to the ship schedule, how do we allocate travel and material plug values across the contract years? Do we follow the labor hour distribution or the ship schedule?
Please follow the Labor Hour_Phasing tab distribution; by % by year is recommended.
26 RFP & Attach L-
RFP Page and Labor
Hour Phasing
& ODC tabs
RFP Page 147 of 187 Section 2.0 states, "…Offeror's claims of performance capability and capacity are supported…" and Labor
Hour Phasing has plug values of 5.4M hours to propose to. Are we to understand we need to demonstrate this level of capacity in the other volumes or should we propose government plug numbers in cost volume but demonstrate capacity based upon our analysis of J-5? Or does the capacity demonstrated need to tie to the government plug values in attachment L-3?
Capacity should be discussed in narrative format in Volume
II. Please propose to the Government provided numbers included in L-3.
