About this file
This document contains questions and answers from potential vendors regarding solicitation N00024-23-R-4107 for carrier maintenance and repair efforts in San Diego, California. The solicitation seeks maintenance, repair and modernization services for Nimitz- and Ford-class aircraft carriers homeported in and visiting the San Diego area, including emergent work, continuous maintenance availabilities, pre-refueling complex overhauls, and Chief of Naval Operations scheduled availabilities. The questions and answers clarify details of the required work scope and schedules, provide additional guidance on proposal formatting and pricing, and resolve discrepancies in attachments. Services will support availabilities for USS Theodore Roosevelt, USS Carl Vinson, USS John C. Stennis, USS Abraham Lincoln, USS Ronald Reagan, and other carriers through fiscal year 2028. The Naval Sea Systems Command is the contracting agency.

Question: Response:
10 Attachment L-3 and J-5 CVN
Schedule
L-3 Labor Hour Phasing
Tab
Attach L-3 Labor Hour Phasing does not align with Attach J-5 CVN Avail Schedule. Should the offeror ignore the schedule in pricing? If so, how is J-5 to be used and evaluated in other areas of the proposal?
Please see Amendment 0002. Attachment L-3 and Attachment J-5 are now aligned. See Figure 1 chart at the end of Q&As of the availabilities that should be covered in this
SD PSM effort. The J-5 acts as a baseline in order for the vendors to form a cost proposal to be evaluated upon.
11 Attachment L-3 L-3 ODC Tab and Labor
Tabs
L-3 ODC tab has rows in each CLIN for 7 years of Travel and
Materials. Since this aligns to neither the 5 Contract Years nor the 6 Fiscal Years found elsewhere in L-3, it is unclear which way the government wants pricing for ODCs. Does the government want the ODCs to align to Contract or Fiscal Year?
Please see Amendment 0002, L-3 updated to reference 5 years.
12 Attachment L-3 L-3 Labor
Hour Phasing
Tab
In L-3 Labor Hour Phasing the labeling in Cells B18 does not match L18 and B25 does not match L25. Should these be
Planning and Execution for CIA or DPIA?
Please see Amendment 0002, L-3 changed to CIA.
13 RFP Page 171 of paragraph (b)
Page 163 of 187 Para 3.5.5 defines a Major Subcontractor as, "a subcontractor that will accomplish 10% or more of the dollar value of the work required by the solicitation or are awarded a subcontract which equals or exceeds $55 million". Page 171 of
187 Para (b) describes a Major Subcontractor as those with Cost type subcontracts greater than $2M and 10% of the contract value. Please explain.
Past performance “major subcontractor” page 163 definition is specific to Vol. III past performance section only. Page
171 definition is correct for purposes of L-3/cost realism analysis for Vol. IV only.

Labor tabs fee rows and
ODC Tab
Note 2
L-3 identifies 10% fee for prime labor and 1% fee for subcontract labor. The fee structure in the cost proposal format
L-3 does not align with Attachment J-6 or Section L subcontractor cost data and instructions for proposing fee. Please explain.
Please see Amendment 0002, L-3 updated to reference 5% vice 10%.

Blocks 17 and 18
RFP Section B Page 2 of 187 reflects CLIN 0004 as NSP. RFP
Section B Page 4 of 187 reflects CLIN 0004 as Not Separately
Priced. Section L seems to require all exhibits to be completed.
Are offerors expected to provide the price group and estimated total price for each CDRL (Block 17 and 18) in the proposal submittal?
No. CDRLs do not have to be priced in the IDIQ unless specifically requested in the DO.

3.5.6 Para
A.7
Section L 3.5.6 Para A(7) States, "The proposed estimate shall consider that Puget Sound Naval Shipyard (PSNS) will furnish general services in support of the ship while it is at PSNS." Is this an error?
Please see Amendment 0002. Reference removed.
