About this file

This is an amendment to a solicitation for the design and construction of Yard Repair, Berthing and Messing (YRBM) barges for the Naval Sea Systems Command on behalf of the Support Ships, Boats, and Craft Program Office. The amendment provides responses to questions from potential offerors, revises the requirements matrix, and adjusts pricing terms. Up to eight YRBM barges will be acquired, with one to be awarded initially and options for seven more. The solicitation is set aside entirely for small businesses. Offerors must submit proposals by the previously established due date. Pricing must be fixed with no economic adjustments allowed due to market fluctuations. The amendment clarifies stability requirements and equipment specifications.

REVISED SUMMARY OF CHANGES

The purpose of this amendment to solicitation N00024-21-R-2253 is to:

a) Respond to questions submitted by potential Offerors; and

b) Revise Section J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. A correction to previously answered BQ 045 is provided. Questions and Answers 088 through 095 are provided in this Amendment 0012.

Question 045: Attachment J-1 Section 070b states “American Bureau of Shipping (ABS) shall class the YRBM craft as A1 Accommodation Barge, Harbor Service.” Further, the ABS Accommodation Barge Guide references ABS Mobile Offshore Unit (MOU) Rules for stability criteria. In the ABS MOU Rules 3-3-2/1.3.1, wind speeds of 70 kn & 100 kn are identified for unrestricted/offshore service and 50 kn minimum for restricted service.

Since YRBM will be classed for Harbor Service, annotated in ABS Accommodation rules as “Limited or Restricted Service”, is it required that the craft meet unrestricted offshore stability criteria, or is Restricted Service with a 50 knot wind heeling moment acceptable?”

Answer 045 CORRECTION: After investigation, the Navy has determined that restricted Harbor Service will be used for intact stability, not unrestricted. The correct wind speed is 50 knots.

Question 088: Solicitation section L.8.1.1. (b)(1)(2) states "Offerors shall provide technical specifications of the proposed craft to demonstrate the ability to meet the requirements of this RFP, including special/unique features, place of manufacture, administrative procedures for performance, etc." Is the Navy requiring a draft technical specification be submitted with the proposal?

Answer 088: No, the Navy does not require a draft technical specification be submitted with the proposal. The Offeror shall fill-in the columns labeled "APPROACH TO SATISFYING REQUIREMENT AND EQUIPMENT TO BE INSTALLED" found in the "Requirements" and "Appendix A" tab of the J-1 Requirements Matrix and provide with the technical proposal as Addendum L-2.

Question 089: Will the Navy add appropriate language to the solicitation implementing an Economic Price Adjustment clause tied to an appropriate index (i.e. Steel Vessel Index) in accordance with an appropriate FAR clause to mitigate some of the risks to the Contractors and eliminate the need to price this risk into the initial bid offering?

Answer 089: Due to the manner in which funds are appropriated for the YRBM, the Navy must have fixed pricing on the YRBM contract. An Offeror should consider market fluctuations when pricing material.

Question 090: The Navy stated they would not consider economic price adjustments on steel and copper.

However, the Offeror wanted to ask again if the Navy would consider an economic price adjustment on this contract? There are some CLIN's that are extremely concerning for small business to quote FFP. If not an EPA Clause, does the Navy have another solution to propose to Industry on how to mitigate costs that are outside of Contractor control? For instance, one towing Contractor has concerns there are fees in the canal and costs to get vessels through canal which are difficult to quote on a daily basis let alone years out. Will the Navy allow the Contractor to pass actual costs for reimbursement after award?

Answer 090: The Navy is unable to offer flexibly priced CLINS.

Question 091: The first Design Review (DR) and Logistics Guidance Conference (LGC) occur 2 months after award. Can they be held at the same time or do they need to be separate meetings?

Answer 091: Yes, the first DR and LGC may be held in the same meeting/event.

Question 092: Contract Clause C-211-H019 COMMONALITY AND STANDARDIZATION requires the Contractor to develop and implement a Commonality and Standardization plan with equipment/components currently installed in US Navy Ships. It instructs Contractors to utilize both Industry Common Parts and Government Virtual Shelf to implement these selections. Although the information on how to gain access to Virtual Shelf is listed, a bidders question was asked per Amendment 0006, Question 042 requesting access and the Navy said they will not sponsor access at the proposal level.

Can the Navy please advise or provide direction to Industry on how we are to ensure the equipment selections made at proposal level are implemented and priced in accordance with the NAVSEA Enterprise Commonality Virtual Shelf if the Offeror does not have access to the Virtual Shelf? Also, can the Navy advise how the lack of access to Virtual Shelf, if reflected in the equipment selections, will be evaluated against another Contractor who might already have access since this poses an unfair advantage to Industry for Contractors currently with access to this repository?

Answer 092: The Navy has provided Attachment J-1 including Attachment J-1, Appendix A, which includes the Manufacturer and Model Numbers of items of particular interest to the Navy for maintaining consistency with equipment/components currently installed on US Navy ships and craft. As stated in Section M of the RFP, Total Ownership Cost will be evaluated based upon compatibility of components with commercially available components and/or components found on other Navy or Government in-service craft. Since the Navy has already provided the list of items of particular interest in Attachment J-1 including Attachment J-1, Appendix A, access to the NAVSEA Enterprise Commonality Virtual Shelf is not required and will not provide Offerors with any advantage over selecting components based upon review of the Attachment J-1 including Attachment J-1 Appendix A.

Question 093: YRBM Specification Section 631b, Surface Preparation, states "All shop primers/preconstruction primers shall be removed for potable water tanks, freshwater drain collecting tanks, non-skid applications, and single coat applications." Will the Navy consider a compatible pre-construction primer under single-coat paint?

Answer 093: During this phase of the procurement, the Navy is not able to provide approval to retain a compatible pre-construction primer under single-coat paint (e.g. Sherwin Williams Fast Clad ER Epoxy). The Navy may revisit this request after contract award using the Request for Variance (RFV) process.

Question 094: The October 13th 2020 industry day presentation, slide 12, stated Mandatory Craft Capabilities:

“Withstands hurricane-force winds in excess of 36 m/s (70 knots) with a concurrent 1.0 m/s (2.0 knots) current.” The response to BQ 045 stated “The YRBM shall meet unrestricted offshore stability criteria in accordance with ABS requirements.”

Unrestricted offshore stability criteria in accordance with ABS MOU Rules requires demonstrating wind speeds of both 70 knots and 100 knots. The intent of the two separate speeds within the ABS MOU Rules reflects the drilling crafts ability to ballast down or lower vessel legs, within 3 hours, when conditions worsen from 70 knots to 100 knots.

Considering above, please confirm the desired wind speed for YRBM intact stability.

Answer 094: After investigation, the Navy has determined that restricted Harbor service will be used for intact stability, not unrestricted. The correct wind speed is 50 knots. Please disregard previous answer to BQ 045 and see corrected response above.

Question 095: Specification Section 672d, Storerooms, states: “Clean Linen Stowage/Issue Room. A Clean Linen Stowage/Issue Room, 5 m2 (54 ft2) minimum, shall be on each level that there are berthing spaces.

Access to the linen room shall be from the laundry with a passing window to a passageway for daily issuance of clean linen to the duty crew. Shelving for stowage of complete linen sets (2 sheets, 1 pillow case, 1 towel per berth) equivalent to 2-1/2 times the duty crew shall be installed.”.

The requirement as stated appears to require the laundry space on the deck level of the duty crew. Is this intent of the requirement for placement of the laundry space on the duty crew berthing deck or to provide a minimum Clean Linen Stowage locker on each berthing deck?

Answer 095: There shall be one clean linen stowage/issue room located adjacent to the bulk laundry room.

Linen lockers on each berthing deck will not be required. The relevant sections in J-1 are updated to reflect this change.

2. As a result of the above, SECTION J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS, is hereby deleted in its entirety and revised to read as follows:
