About this file
This document is an amendment to a solicitation for the design and construction of Yard Repair, Berthing and Messing (YRBM) barges. The Naval Sea Systems Command is seeking up to eight YRBM barges through this total small business set-aside opportunity, with one craft to be awarded initially and options for seven additional craft. Questions submitted by potential offerors are answered, including clarifying that specifications like deck space requirements and stairway angles must be met but providing some flexibility. The list of attachments is updated and offerors are advised that page limits for technical proposals remain at 150 pages with some exclusions.

REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2253 is to:
a) Respond to questions submitted by potential Offerors;
b) Revise Section J – LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS;
c) Revise Section L – INSTRUCTIONS TO OFFERORS.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 001 through 007 are provided in this Amendment 0001.
Question 001: Will the US Navy allow an alternate rub rail system instead of split pipe fendering as specified in 100a?
Answer 001: No. The Government will not accept an alternate rub rail system.
Question 002: In section 071 it says there shall be a minimum of 3’ of deck space outboard of the deck house on the main deck. Are the bitts allowed to be in this 3’ of deck space? Or must there be 3’ inboard of the bitts before the deck house?
Answer 002: Yes. The bitts are allowed to be in the 3 feet of deck space. However, Per PSPEC section 071 "Equipment located in the deck space shall not be a hazard to the free movement of personnel or craft equipment during operations or maintenance activities." No. There does not need to be 3' between the bitts and the deck house.
Question 003: Will the US Navy accept an Impressed Current hull protection system in lieu of sacrificial anodes?
Answer 003: No. The Government will not accept an Impressed Current hull protection system in lieu of sacrificial anodes.
Question 004: Are the area requirements (I.e. medical storeroom 4.5 m^2) for compartments gross areas or net areas? For example, the space within the laid out bulkheads or do they need to account for joiner work too?
Answer 004: The area requirements for compartments are Net Area. The actual occupied area that is accessible to the operator. In most cases this will be the space within the non-structural joiner work. In cases where non-structural joiner work is not required, it would be the occupied area between the laid out bulkheads.
Question 005: Have all the associated J Attachments been posted to beta.sam.gov?
Answer 005: Yes. All J-Attachments have been posted to beta.sam.gov. There are a number of Addendums that become J-Attachments at award. These Addendum's are annotated with a note in Section J of the RFP. Addendum L-10 Special License was removed and mistakenly referenced in L.8.1. and Section L.8.1.1.(b)(3). Section L is updated accordingly.
Question 006: Section 622d specifies a maximum stairway angle of 38 degrees, with a clear tread width of 4'-0" (min) or 54" (preferred). Our design is based on a 10'0" spacing between decks. For a transverse stairway amidships, -- The 38 degree angle yields a stairway close to 12'-0" long.
-- Deckhouse side structure & joiner work would require 1'-3" min.
-- Landing outboard would require 4'-0" min.
-- Landing inboard would require 4'-0" min.
-- Passageway structure & joiner work would require 6" min.
These values add up to 21'-9" min, which is close to the maximum possible deckhouse breadth, without even making any allowances for a centerline passageway. In short, a transverse stairway cannot be fitted amidship without resorting to a turn-around half-height landing.
So, is the 38 degree requirement negotiable? Will a design with steeper stairs be rejected out of hand?
Answer 006: No. J-1 requirements are not negotiable, however J-1 is revised to specify a stairway angle of 38 degrees is preferred and 45 degrees is the maximum allowed. J-1 and ASTM F1166 allow the stair orientation to be fore and aft or athwart ship. In addition, intermediate landings are allowed. A design with steeper stairs will not constitute a rejection of the contractors bid, but may negatively impact the bidders rating for the technical factor.
Question 007: Can the Government provide to Offerors the document NAVSEAINST 9096.6, referenced in Section 079 Stability for Service Life Allowances (SLA) for weight and stability?
Answer 007: Yes, NAVSEAINST 9096.6B is provided with this solicitation amendment.
