About this file
This document is an amendment to a solicitation for the design and construction of up to eight Yard Repair, Berthing and Messing (YRBM) barges.
The Naval Sea Systems Command is seeking proposals to award an initial craft with options for seven additional barges. The scope includes detail design and construction services. This is a 100% total small business set-aside conducted pursuant to FAR 19.5. The amendment provides responses to bidder questions, revising requirements for door types, air handlers, and fire suppression system materials. It also updates attachments including the requirements matrix and data requirements list. The receipt of proposals date is unchanged. SECTION A - SOLICITATION/CONTRACT FORM
REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2253 is to:
a) Respond to questions submitted by potential Offerors; and
b) Revise Section J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 079 through 084 are provided in this Amendment 0008.
Question 079: Can the Government clarify when Contractor uploads their proposal to DoD Safe File is the preference to have Volume I submitted as one document with all factors included in one file or would the Government prefer Volume I to be submitted with separate files for each factor such as Volume 1: Factor 1 is one file, Volume 1: Factor 2 is one file, etc?
Answer 079: The Government does not have a preference.
Question 080: Specification Section 624a states; "Watertight doors are to be provided with means of indicating locally and remotely on the quarterdeck whether they are open or closed. Single joiner doors shall be provided for all spaces except that double doors shall be provided for (e) Entrance into craft from the Alternative Gangway on the Main deck. The doors shall be a minimum of 72 inches wide. " Will the Government allow an alternative 72" watertight sliding door on the main deck for the alternative gangway and main gangway at quarterdeck?
Answer 080: No, the two sets of 72” wide double doors, one leading to the Main Entrance Gangway and the other to the Alternative Entrance Gangway, shall not be watertight sliding doors. It should be noted that very few areas require use of watertight vice weathertight doors. Watertight integrity shall be defined per ABS MOU 3-3-2/5.3:
All internal and external openings whose lower edges are below the levels to which watertight integrity is to be ensured, as shown by the diagrams submitted in accordance with 3-1-2/1, are to be fitted with appliances to ensure watertight integrity.
J-1 is updated to clarify door requirements.
Question 081: Specification Section 512a states "Redundant air handler units shall be provided for each berthing deck." Would the Government consider any adjustments or clarifications to this requirement since, as written, it will result in a fairly complex system?
Answer 081: Yes. J-1 will be updated to remove the requirement for redundant air handler units for each berthing deck.
Question 082: Section L.2(b) mentions foldouts but also appears to limit page size to 8-1/2" x 11". Can Offerors use 11" x 17" pages in appendices documents for drawings, IMS, etc?
Answer 082: Per Section L.2(b)(3) all offeror proposals will be submitted electronically via DOD SAFE. However, use of an 11" x 17" page setup in electronic submittal is permitted for any portion of the Offeror's proposal that is not included in the page count.
Question 083: Specification Section 555b Watermist Firefighting System Watermist system specifications call requires 70/30 CuNi tubing. The maximum pressure 70/30 CuNi tubing is rated is 250psig@250degrees.
Additionally, per NFPA 750 water lines are required to be stainless steel (piping or tubing) to interconnect the nozzle network of each hazard with the Water Mist/Fog system. The normal system operating pressure of a Water
Mist System is 1050psi. Will the Government accept other than 70/30- CuNi tubing to meet the 1050 standard watermist system psi?
Answer 083: No. The watermist piping shall be 70/30 CuNi per the PSPEC. NFPA 750 allows for copper and copper alloy piping. Pipe/Tube Standards can be found in table 6.3.3.1 of NFPA 750. The watermist system piping shall be an appropriate diameter and schedule to support design pressures and flow. For reference from NFPA 750:
Table 6.3.3.1 Pipe or Tube Standards Materials and Dimensions and Standard Titles Copper Tube (Drawn, Seamless) -Standard Specification for Solder Metal [95-5 (Tin-Antimony-Grade 95TA)] - ASTM B32 -Standard Specification for Seamless Copper Tube* - ASTM B75/B75M -Standard Specification for Seamless Copper Water Tube* - ASTM B88 -Standard Specification for General Requirements for Wrought Seamless Copper and Copper-Alloy Tube - ASTM B251 -Standard Specification for Liquid and Paste Fluxes for Soldering Applications of Copper and Copper-Alloy Tube -

Question 084: In response to the answer provided to Bidder's Question 076 in Amendment 0007. The updated flowrates and pressures required at the nozzle seem excessive. Section 5-2-2 of the ABS Rules for Mobile Offshore Units requires 50 psi at each hydrant (1.1.4) and a minimum of 110 gpm of flow supplied to the whole firemain (1.1.5) which would result in approximately 55 gpm of flow at each hydrant, assuming two are operating. The ABS required operating conditions would result in approximately 45psi and 55gpm of flow from each nozzle which is less than the 70psi and 90gpm minimum requirement given in the amendment. Designing a fire system to support such high flow rates and pressures will increase the weight and cost of the firemain as larger piping will be required to keep flow velocities below the prescribed limits. Additionally, the higher pressures and flowrates will make it more difficult for operators to control the fire hose. Can the Navy please advise why such high pressures and flowrates are required for this barge, or if those quantities can be reduced?
Answer 084: The pressure and flow rates indicated in the BQ 067 response are the conditions required to support the ratings of the Navy standard nozzles that are indicated is Section 555a. These requirements exist to ensure future berthing barges are designed in a manner to support commonality of fire nozzles found on other Naval vessels.
Pressure and flow requirements indicated will not be reduced. Note, other new construction berthing barges use 2.5" 90/10 CuNi headers for firemain to meet a very similar requirement.
