REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2253 is to:
a) Respond to questions submitted by potential Offerors;
b) Revise Section J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS; and
c) Revise Section L - INSTRUCTIONS TO OFFERORS.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 026 through 039 are provided in this Amendment 0004.
Question 026: Attachment J-2 Data Item DI-033 WEIGHTS states that “The content of the Weights data shall be in accordance with Society of Allied Weight Engineers (SAWE) Recommended Practice 12, Issue D.” That recommended practice last issued in 2002 was superseded by Recommended Practice M-1. Is it the Navy’s intention to use the older Recommended Practice 12 or the updated Recommended Practice M-1 for the Weight Control Technical Requirements for Naval Surface Ships?
Answer 026: No. It is not the Navy's intention to use the older Recommended Practice 12 for the Weight Control Technical Requirements for Naval Surface Ships. Attachment J-2 Item DI-033 is updated to reflect Society of Allied Weight Engineers (SAWE) Recommended Practice M-1.
Question 027: For the Watermist Firefight System as discussed in Section 555b of J-1, if a Watermist System is used in place of a firemain system, is the Navy’s intention to have all compartments protected with a watermist fire suppression system? Or just certain compartments?
Answer 027: Yes, per the requirements of J-1 all spaces that have the possibility of a Class A fire will be covered by the water mist system, the one exception being any voids or tanks.
Question 028: Attachment J-1 Specification Section 070c, states the overall craft dimensions shall not exceed 46 m (152 ft.) for the length. 46 m equals 150.9 ft. Which value is the correct length? 46 m or 152 ft (46.33m)?
Answer 028: The correct length is 152 ft (46.33m). Attachment J-1 is updated accordingly.
Question 029: Can the Government provide information on the locations where these barges will be used?
Answer 029: The YRBM will be utilized in a large range of facilities and operating environments that span from CONUS and OCONUS Naval Bases to Commercial Shipyards.
Question 030: Section L states "If the Offeror proposes to deliver commercial TD/CS/CSD, it is the Government’s desire to obtain a license to the commercial TD/CS/CSD that would grant the Government the rights identified in Addendum L-10, Special License YRBM. Owner(s) of the designs shall attach Addendum L-10 for submission with Offerors’ proposals” The bid package Addendum L-10 is SF24 Bid Bond. Can the government clarify and provide the correct Special License YTBM Addendum?
Answer 030: Addendum L-10 Special License was mistakenly referenced in L.8.1 and Section L.8.1.1.(b)(3).
Section L was updated in Amendment 0001 to resolve.
Question 031: Section L-215-H005 states "Offeror shall submit as part of its proposal a written proposed make-or-by program…". Nowhere in section L.8.1.1 or L.9.1.1 does it mention the make-or-buy program. Where in the proposal should the Offeror include this plan? Will the plan count against the page count?
Answer 031: L-215-H005 MAKE-OR-BUY PROGRAM is hereby removed.. Section L is updated accordingly.
Question 032: Please provide document referenced "Addendum L-10, Special License YRBM". Also note L-10 is currently Standard Form 24 (Rev 8/2016) - Bid Bond.
Answer 032: See response to BQ #30 herein.
Question 033: Please clarify if Addendum L-9 referenced herein should be Addendum L-8, Pricing Summary.
Answer 033: Section L.9.1.1. , Factor 4.0 Price: (2) 3.3 incorrectly referenced Addendum L-9. The solicitation is updated to correctly reference Addendum L-8 Pricing Summary.
Additionally, the naming convention for items 3.1 through 3.7 is updated to items a) through g).
Question 034: The Maneuvering Report SOW C-3.085a (DI-021-44) appears to direct bidders to model testing of traditional nature to be performed as validation method. Would a CFD analysis be authorized as an alternative method in validating the restoring force, from an initial yaw angle, and also the time for the barge to return to its zero yaw angle vice a conventional model test?
Answer 034: Yes, CFD analysis is an acceptable alternative method in validating the restoring force, from an initial yaw angle, and also the time for the barge to return to its zero yaw angle. Attachment J-2 DI-021-44 is updated to clarify that CFD analysis is an acceptable method vice physical model testing.
Question 035: Due to the extensive requirements and detailing called out in the RFP, will the Government grant a 30-day submittal extension?
Answer 035: The Government grants a proposal submission extension to 25 May 2021.
Question 036: Will the Government reconsider the use of performance bonds? The current requirement is fairly substantial for small businesses, and is ambiguous in the overall expected amount as options could be exercised as well as by the time of award additional CLINs. Additionally because of the nature of the contract and the fact that substantial nonrecurring expenses will be attached to CLIN 1001, the price will be escalated and require even more bonding. We request that the Government remove these bonding requirements.
Answer 036: Due to the anticipated value of the contract, performance bonds and payment bonds are in the best interest of the Government. Please refer to BQ #18 in Amendment 0003. The Government revised the performance bond requirements and provided additional guidance on pricing.
Question 037: Thus far the Government has issued three solicitation amendments each with multiple changes to the RFP and associated attachments. Will the Government be releasing a final conformed copy of the solicitation incorporating all solicitation amendments? Will the Government please extend the due date of receipt of proposals a minimum of two weeks to allow Offerors to address all forthcoming amendments due to final Offer Questions and Government Answers?
Answer 037: Yes, the Government can provide a conformed copy of the solicitation and attachments once the Bidder's question window closes and all answers are provided. Please note as J Attachments and Addendums are updated, the current revision is annotated in the Section J Attachment List within the solicitation amendment. At this time, the Government grants a proposal submission extension to 25 May 2021.
Question 038: L.8.1.1. (d) Factor 3: Past Performance, states that It is "the Offeror's responsibility to ensure that these questionnaires (Addendum L-7), for both prime contractor and subcontractors, when completed, are in the Contracting Officer's possession on or before the required proposal due date." The question and answer period does not end until 21 days from RFP release date. It is reasonable to expect that answers to offeror questions may impact the past performance questionnaires that will be submitted. Will the Government please consider extending the proposal due date by a minimum of two weeks in order to allow Offerors time to review and incorporate any changes to the RFP as a result of the Question and Answer period into their proposal response - this will include any proposed changes to Section L.8 of the RFP.
Answer 038: The Government grants a proposal submission extension to 25 May 2021.
Question 039: Can the Government provide document NAVSEAINST 5510.2D referenced in C-222-H001 Access to Vessels by Non-US Citizens?
Answer 039: Yes, NAVSEAINST 5510.2D is provided.
