About this file

This is an amendment to a solicitation for the design and construction of Yard Repair, Berthing and Messing (YRBM) barges. The Naval Sea Systems Command issued the RFP on behalf of the Support Ships, Boats, and Craft Program Office for the detail design and construction of up to eight YRBM barges to provide berthing and messing services to shipyard personnel. One barge will be awarded initially with options for seven additional barges. The solicitation is set aside for total small businesses. The amendment provides responses to questions from potential offerors, revising sections of the requirements matrix and attachments. Key changes include allowing the use of zinc or aluminum anodes, clarifying firemain flow rates and pressures, and describing the purpose and coverage of a watermist fire suppression system. The receipt of proposals remains unchanged as a result of this amendment.

REVISED SUMMARY OF CHANGES

The purpose of this amendment to solicitation N00024-21-R-2253 is to:

a) Respond to questions submitted by potential Offerors; and

b) Revise Section J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS.

1. The following questions were submitted by potential Offerors. The Government’s response follows each question. The previous responses to Questions 070 and 071 are updated. Questions and Answers 072 through 078 are provided in this Amendment 0007.

Question 070 CORRECTION: Attachment J-1, Section 602a refers to an "operator's enclosure" which is not described elsewhere in the Requirements Matrix. Is the "operator's enclosure" supposed to be the deckhouse?

Answer 070 WAS: Attachment J-1, Section 602a has been revised to change "operator's enclosure" to "deckhouse."

Answer 070 IS: Attachment J-1, Section 602a has been revised to remove "operator's enclosure" as it was in error.

Question 071 CORRECTION: In Specification section 603, are draft marks to be in metric units (meters) or imperial units (feet)?

Answer 071 WAS: Attachment J-1, Section 603 has been revised to add "Draft marks shall be in imperial units".

Answer 071 IS: Attachment J-1, Section 603 has been revised to add "Draft marks shall be in feet".

Question 072: ASTM F1155 calls out specific piping requirements, Copper TYPE K for potable water and Carbon Steel for Waste Drains. Would the Government consider substituting the requirements of ASTM F1155 for SeaCor (CPVC/PVC) piping, and fittings?

Answer 072: No. CPVC/PVC piping and fittings will not be allowed.

Question 073: Specification Section 633 calls for sacrificial anodes. Typically, both zinc and aluminum are used.

Will the Government consider allowing zinc and aluminum anodes?

Answer 073: Yes. Attachment J-1, Section 633 is updated to allow use of zinc or aluminum anodes.

Question 074: Specification Section 672b provides volumes required for food service. What is the time period that corresponds with these volumes? More specifically, how frequently will stores and provision be replenished? What time period should be associated with spares carried onboard?

Answer 074: Food Service Stores Volumes are calculated based upon a 10 day re-provisioning cycle for the entire crew of 300 personnel using the design parameters stated in the NAVSEA SHIPBOARD HABITABILITY

DESIGN CRITERIA AND PRACTICES MANUAL (SURFACE SHIPS) FOR NEW SHIP DESIGNS AND

MODERNIZATION (T9640-AC-DSP-010-HAB) and MIL-HDBK-2189(SH) DESIGN METHODS FOR NAVAL SHIPBOARD SYSTEMS SECTION 672-1 CALCULATION OF STOREROOM CAPACITIES. For dry provisions, the deck area allocated is 0.06 square feet per person per day. For chill/refrigerated stores, the volume allocated is 2.5 cubic feet plus 0.1943 cubic feet per enlisted crew member per day and 2.5 cubic feet plus 0.3474 cubic feet per CPO and Officer per day. For frozen stores, the volume allocated is 0.015 cubic feet per enlisted crew member per day and 0.0936 cubic feet per CPO and Officer per day.

Question 075: For CLINs associated with package and delivery to either San Diego, CA or Norfolk, VA, the most effective route from the shipbuilder's facility to the delivery destination may be through the Panama Canal. If transit plan includes passage through Panama Canal, is the contractor responsible for requirements related to provisioning of temporary items such as anchors, mooring lines, temporary pilot's shelter & sanity facilities, etc.?

Answer 075: Yes. For CLINs associated with package and delivery of YRBMs, the Contactor shall be responsible for all requirements related to vessel transit, which would include Panama Canal requirements, if applicable.

Question 076: Section 555a of the J-1 Requirements Matrix gives only the supplied pressure for the firemain but no flowrate. To properly determine the velocities and correctly size the piping, can the Government provide the flow rate?

Answer 076: Attachment J-1 will be modified to identify the flow rate and pressure at all nozzles. In addition J-1 will also be updated to include a different shore connect. The nozzle flow rate and pressure (95 gpm, 70-100psi), shore connection size (wye valve with two (2) 6.35 cm (2.5 inches) connections), maximum fluid velocities in Section 505-1 ( Firemain of 4.57mps/15fps), and other ABS and J-1 requirements should be sufficient input to designing the firemain system. The contractor will determine the appropriate flow and pressure needed at the shore connection to meet all the contractual requirements.

Question 077: Specification Sections 631 and 634 provide Painting and Deck Covering requirements. Will the Government consider an alternative paint schedule consistent with commercial vessel paint specification enhanced standard?

Answer 077: No. The Government is not able to consider alternate paint schedules without further information from the Offeror. The Government may revisit this request after contract award using the Request for Variance (RFV) process.

Question 078: In Amendment 0004 the Government provided a response to BQ #27 regarding the Watermist Firefight System as discussed in Item 555b of the specification. Can the Government provide any additional clarification on the purpose of the watermist system?

Answer 078: Yes, the intent of the watermist system is to provide occupant protection IAW NFPA 750, and to cover egress paths, in order to allow safe and protected evacuation of personnel. Spaces, as defined by ABS MOU 5-1-1/3.9, to be included for coverage are all Accommodation Spaces; Egress paths; Control Stations; Service Spaces (high risk); Service Spaces (low risk) in the vicinity of egress paths or cabins (berthing spaces); and Other Machinery Spaces, not including refrigeration spaces.
