REVISED SUMMARY OF CHANGES
The purpose of this amendment to solicitation N00024-21-R-2253 is to:
a) Respond to questions submitted by potential Offerors;
b) Revise Section C- CLAUSES INCORPORATED BY FULL TEXT;
c) Revise Section E - INSPECTION AND ACCEPTANCE;
d) Revise Section F - DELIVERIES OR PERFORMANCE; and
e) Revise Section J - LIST OF DOCUMENTS, EXHIBITS AND OTHER ATTACHMENTS.
1. The following questions were submitted by potential Offerors. The Government’s response follows each question. Questions and Answers 040 through 071 are provided in this Amendment 0006.
Question 040: J-1 Specification section 070c, states “The YRBM craft shall be designed and built using the metric system of measurement to the maximum extent practical.” Amendment 0003 BQ #16, posted on 12 April states "the Government prefers imperial units, however, the Offeror may use metric units if not expressly prohibited." The requirement and BQ response conflict. Please clarify.
Answer 040: The metric system is still preferred. The previous bidders question response was in error. Based on the language provided in Attachment J-1, Section 070c, it appears there is one instance, in Attachment J-2, where a specific unit of measurement was identified without an imperial alternative. Attachment J-2, DI-021-08 has been updated to state:
2. Waterlines at least every 0.5 meter (or nearest standard imperial equivalent)
3. Buttock lines at least every 1 meter (or nearest standard imperial equivalent)
Question 041: It is common use to use authorized non-US citizens that have been screened through E-Verify by Department of Homeland Security for labor. Will the Government relax the requirement, C-222-H001 Access to Vessels by Non-US Citizens, due to the nature of the vessel as a YRBM as well as the precedence already being set for using the E-Verify system?
Answer 041: No. The Government will not relax the requirements in C-222-H001 ACCESS TO THE VESSELS BY NON-U.S. CITIZENS. The clause provides an approval process for obtaining authorization to employ Non-US citizens.
Question 042: C-211-H019 COMMONALITY AND STANDARDIZATION references a Virtual Shelf web-based repository. Will the Government provide Offerors access to this repository?
Answer 042: No, the Government will not sponsor access to Virtual Shelf because the Government does not have the ability to screen potential Offerors for access during the proposal stage.
Question 043: Attachment J-1, Section 512a, states “All YRBM craft living, messing, medical complex, normal working spaces, electronics, and necessary control spaces shall be air conditioned to maintain, as a maximum, 26°C (78°F) dry bulb during cooling season.” Is it the intent of the Navy to operate the main galley, galley annex and bulk laundry, outfitted with exhaust hoods, as a normal working space air conditioned to 26°C (78°F) dry bulb during cooling season.
Answer 043: Yes, it is the intent that all normal working spaces sustain a temperature air conditioned to 26°C (78°F) dry bulb during cooling season.
Question 044: Section 631c states "Areas of the YRBM craft not explicitly covered by the above paint schedule shall be painted in accordance with NAVSEA Standard Item 009-32 Cleaning and Painting Requirements;
accomplish." NAVSEA Standard 009-32 document in Section 3.9.2 requires organizations performing blasting or coating to be certified in accordance with QP 1 or NAVSEA approved equivalent. Please confirm that QP 1 certification is not required for coatings based on this citation of NAVSEA Standard Item 009-32 for the YRBM program.
Answer 044: Although QP-1 certification is not explicitly required for blasting or coating of YRBM, Section L.8.1.1.(c).(5) states that for Quality Assurance "Offerors should provide documentation of certification of any existing QA program" which would include identifying any evidence related to Certifications or Quality Assurance systems in place for the application of paint on the vessel.
Question 045: “Attachment J-1 Section 070b states “American Bureau of Shipping (ABS) shall class the YRBM craft as an A1 Accommodation Barge, Harbor Service.” Further, the ABS Accommodation Barge Guide references ABS Mobile Offshore Unit (MOU) Rules for stability criteria. In the ABS MOU Rules 3-3-2/1.3.1, wind speeds of 70 kn & 100 kn are identified for unrestricted/offshore service and 50 kn minimum for restricted service.
Since YRBM will be classed for Harbor Service, annotated in ABS Accommodation rules as “Limited or Restricted Service”, is it required that the craft meet unrestricted offshore stability criteria, or is Restricted Service with a 50 kn wind heeling moment acceptable?”
Answer 045: The YRBM shall meet unrestricted offshore stability criteria in accordance with ABS requirements.
Question 046: Are Offerors required to carry builder’s risk insurance for the construction CLINs? Additionally are Offerors required to carry builder’s risk, or other coverage to insure the vessel during the delivery transits to San Diego and/or Norfolk?
Answer 046: Per clause H-228-H002 INSURANCE-PROPERTY LOSS OR DAMAGE-LIABILITY TO THIRD PERSONS—BASIC "the Contractor shall not, unless otherwise directed or approved in writing by the Government, carry or incur the expense of any insurance against any form of loss of or damage to the vessels or to the materials or equipment therefor to which the Government has acquired title". Clause H-228-H001 ADDITIONAL INSURANCE PROVISIONS states "the assumption by the Government of the risk of loss of or damage to the vessels and the materials and equipment therefor provided for by the aforesaid paragraph (a) of the requirement entitled "Insurance Property Loss Or Damage Liability To Third Persons", shall continue until the expiration of the guaranty period(s) of the vessel(s)".
Question 047: We find that the specification requirement to produce an electrical one line diagram including emergency power and lighting distribution with supporting calculations and equipment list with all items greater than $5,000.00 or greater than 10 hp a cost prohibitive barrier as a small business as part of a bid. This level of detail would not be required or produced for a commercial bid. This level of detail may render a smaller firm to not pursue this project because the hours to produce this detail, unpaid can be damaging to a firm. With the detail in the specifications matrix and ABS requirements we believe that the USN would find the one line diagram and required equipment to be similar from design to design. There is not much room for variance. We ask that these requirements be withdrawn from the bid requirement.
Answer 047: The Government will not remove the requirement to furnish a One-Line diagram and Master Equipment List in the contractor's technical proposal. However, if an offer does not provide this level of detail it will not be considered a material failure of a proposal to meet a Government requirement.
Question 048: Is Specification Section 075 Fasteners required to be in Metric, SI?
Answer 048: No, Attachment J-1, Section 075 does not require fasteners to be in certain units. Use of metric vs.
imperial units on a component by component basis in this Section is at the contractor's discretion.
Question 049: In the industry day Q&A, the Government response below appears to contradict itself.
"Q3. Per section 070d of the YRBM draft J-1 (dated 2021-01-26), the craft is to meet a two-compartment standard of flood as defined by 46CFR171.017(b). This rule states “A vessel is designed to a two compartment standard of flooding if the margin line is not submerged when the total buoyancy between each set of three adjacent main transverse watertight bulkheads is lost.” Is it the intention of NAVSEA that to meet two compartment flood we must assume that all volume is lost between three main transverse bulkheads, even if there are wing tanks? Additionally, is it NAVSEA’s interpretation of a “main” bulkhead one that extends from shell to shell? If this is the case we believe this will create an untenable number of transverse bulkheads in the hold; thereby, making required arrangements on hold deck exceedingly difficult. Alternatively, we suggest utilizing the interpretation of the ABS Accommodation Barge Rules section 6/3.3, which defines damage stability extents more wholly.
A3. Yes, it is the Navy’s intention that in order to meet two compartment flood, you must assume that all volume is lost between three main transverse bulkheads, even if there are wing tanks. The CFR states you lose all buoyancy from the flooded compartments. No, the Navy’s interpretation of a “main” bulkhead is not one that extends from shell to shell. Only the watertight compartments affected by the damage criteria defined by ABS are to be flooded during the assessment. They do not have to traverse the entire width of the vessel. The vessel shall meet a two-compartment standard for the worst-case scenario. In addition, the Government received guidance from ABS on watertight doors."
Can you clarify whether you will require the two compartment floodability as defined in 46 CFR 171.017(b) or will you allow us to use ABS’ definition of damage extents and their damage stability criteria in the design?
Answer 049: Yes, the Government can clarify the response. Flooded compartments are any two longitudinally adjacent compartments sharing a watertight bulkhead as defined by 46 CFR 171.017. Any additional flooded compartments shall be defined by ABS damage criteria. Damage criteria will include, but is not limited to:
horizontal and vertical damage limits to be applied to the compartments; environmental conditions to apply to the vessel after damage; and compartment permeability values to determine lost buoyancy after all volume in subject compartments are lost. Margin line shall be defined by 46 CFR 171.015.
For example, damage is applied to two separate, but longitudinally adjacent compartments at the side-shell of the vessel. There is a longitudinal watertight bulkhead located 3 meters inboard of the side-shell of the vessel. Since this bulkhead outside the bounds of the horizontal damage criteria (1.5m) the bulkhead remains intact. With vertical damage defined as “from bottom shell upwards without limit” any compartments located above the damaged compartments and within the horizontal damage criteria will be considered damaged. Those compartments shall be considered free flooded to the damage waterline.
Question 050: Specification Section 661 states Command Master Chief Office outfitting requirements are given in Table 661-3. They are not. Please provide the requirement.
Answer 050: Attachments, J-1, Section 661-3 was updated in Amendment 0002 to add the requirements.
Question 051: Specification, Section 672c calls for; “If any food services stores are located below the Galley, a folding wing type ladder chute shall be provided to the YRBM craft to transfer packaged stores from the Main Deck to the Stores Assembly Area and from the Stores Assembly Area to the Main Deck”. Will the Government allow an alternative solution for transferring food service stores?
Answer 051: Yes, use of an alternative method of transferring food service stores would be reviewed and could be considered acceptable if all criteria is met. The requirement for a folding wing type ladder chute represents the baseline of the Government’s expected requirements, but superior approaches will be considered.
Question 052: Specification Section 672c states; “If any food services stores are located below the Galley, a folding wing type ladder chute shall be provided to the YRBM craft to transfer packaged stores from the Main Deck to the Stores Assembly Area and from the Stores Assembly Area to the Main Deck”. It is our understanding that the Government intended to indicate "the deck below the Galley" as the stores are not exactly right below the Galley.
Please confirm that our interpretation of this is correct.
Answer 052: Yes. The Government intended for Specification Section 672c to state "If any food services stores are located on the deck below the Galley, a folding wind type ladder chute shall be provided to the YRBM craft to transfer packaged stores from the Main Deck to the Stores Assembly Area and from the Stores Assembly Area to the Main Deck". J-1 is updated accordingly. The stores do not have to be directly below the galley. 672b states “If the storerooms are not located on the Main Deck they shall be located as close as possible to the stairwell leading to a brow to allow for easier transfer and movement of stores.”
Question 053: Per ABS Guide for Accommodation Barges, Section 9/15.7 and J-1 Section 312 which states "A Transitional Source of Emergency Power shall be provided in accordance with ABS Guide for Building and Classing Accommodation Barges, Section 9/15.7 and Appendix 1/3.7.
A dedicated shore power receptacle shall be provided to connect a Government furnished mobile generator set to the YRBM craft to provide the final emergency power source.
The emergency power receptacle shall be interlocked with the normal shore power connection receptacles to prevent simultaneous input from both power sources.
The required loads powered from the emergency power system shall be in accordance with ABS Guide for Building and Classing Accommodation Barges Section 9, paragraph 15 and with the exceptions provided in Appendix 1, paragraph 3.7.
In addition to the above, Emergency Power shall be provided for the following:
a) Refrigeration plants for provisions
b) Galley refrigerators
c) Galley freezers
d) Medical space refrigerator
e) LAN Equipment Room (All electrical power to computer racks. See Sect..401a).
We understand that the transitional source of emergency power shall be provided for at least 30 minutes for the listed services. This transitional source of supply is required when there is a failure of main electrical supply before the final emergency power source kicks in, i.e., the GFE mobile generator on shore. We also understand from the above listed reference that the emergency source of power supply shall be designed to at least 6 hours for the services listed in ABS Rules and J-1 Section 312, as noted in ABS Appendix 1/3.7above.
Since this is a barge tied up to the dock most of its service life, and it is towed unmanned, please confirm this understanding of the source of the YRBM is as intended when applying the ABS rules, and that the emergency source of power, after a long transition, is the GFE Emergency Generator.
Answer 053: Yes, the duration of the emergency power source is a requirement that will be satisfied by the Government Furnished Mobile Generator. Yes, the emergency source of power will be from either a Government Furnished Generator or a separate, Government provided, emergency shore power source.
Question 054: Section L does not include a requirement for an executive summary. Can the Government confirm its desire for an overview of the proposal key elements? If an executive summary is provided will it be included in the page count?
Answer 054: The Government does not require an executive summary to be provided with the offeror's proposal. If an offeror does provide an executive summary, it will be included in the technical proposal page count.
Question 055: Section L states "Offerors shall provide a description of past performance experience for themselves and any significant subcontractors in design and/or construction on no more than five (5) contracts/subcontracts".
Request the Government clarify if Offerors are to submit up to five examples for itself and each significant subcontractor, or whether five is the maximum to be submitted for the overall proposal, divvied up among the team member firms.
Answer 055: The intent of Section L.8.1.1(3) is that Offerors are to submit up to five (5) total past performance examples including itself and any major subcontractors.
Question 056: Did the Government intend to identify ABS drawings that are needed for approval in this solicitation? Specifically Joiner schedule, Penetration details, and Escape plan.
Answer 056: No, ABS drawings needed for approval are intended to be included as DRL submittals post award.
The Joiner Schedule, Penetration Details and Escape Plan do not need to be provided in Offerors technical proposal.
Joiner Schedule shall be provided IAW Attachment J-2, DI-021-12 Penetration Details will be added to Attachment J-2, DI-021-12 description
Escape Plan shall be provided IAW Attachment J-2, DI-021-13, it may be rolled up into General Arrangement submittal or submitted as a child DRL under DI-021-13.
Question 057: Section L.5 states "The deadline for receipt of questions is 21 calendar days after the RFP release date. Any questions received after this may not be answered prior to the proposal submission due date." With the extension of the submission due date, will the Government consider extending the question period by 7-14 days?
Answer 057: The Government extended the Bidder's Questions submittal deadline by 5 days in Amendment 0005.
The Government may decide to answer questions after this deadline.
Question 058: Can the Government provide additional information on the Gas-driven Pump Unit (GPU) in Specification Section 555b, Watermist Firefighting System. Is the gas to drive the piston pump?
Answer 058: Generally, the Gas-driven Pump Unit consists of a gas-driven mechanical piston-type pump powered by pressurized gas cylinder(s), which can use an external water system, a water tank or water cylinders. The gas shall be nitrogen for this application, while the unit size (number of cylinders) depends on the size of the protected space and the required protection time. The pump has the ability to be activated without any electricity and can continue to run until the pressure in the cylinders isn’t high enough to power the pump.” Yes, the gas is to drive the piston pump.
Question 059: Can the 70/30 Cu/Ni tubing be substituted for stainless steel tubing in Specification Section 555b, Watermist Firefighting System?
Answer 059: No, the Offeror must provide 70/30 CuNi tubing in accordance with Attachment J-1.
Question 060: The YRBM shall meet the requirements of CDC/USPHS Vessel Sanitation Program, Guidelines Section 18, Warewashing. Section 18.15 states "provide pot and utensil washing facilities as listed in section 6.2.2".
Section 6.2.2 Warewashing Sinks states "Equip the main galley, crew galley, and lido service area/galley pot washing areas with a three-compartment sink and prewash station or a four-compartment sink with an insert pan and overhead spray." Does the Navy have a preference for the three-compartment or four compartment sink arrangement? Also, please confirm, there is to be no mechanical (dishwasher) means of warewashing in the galley.
Answer 060: Yes, the Navy's preference is for a three-compartment sink arrangement. Yes, a warewasher is not required for the Galley.
Question 061: Attachment J-1, Appendix A, Scullery Item 9 is described as a Lowerator, Plate, Dispenser w/ Casters. The Manufacturer is APW and the given Model is HFW-6D. The HFW-6D is a hot food well and not a plate dispenser. Please confirm that the two drop-in plate dispensers are intended to be the APW Model ML-2 12A or equal dispensers.
Answer 061: Yes, APW Model ML-2 12A is correct. Attachment J-1, Appendix A is updated accordingly.
Question 062: Attachment J-1, Appendix A, Scullery Item 8 is described as a Cart-Tray, Glass and Cutlery Dispenser w/Casters. The Manufacturer is APW and the Model is given as CTD-1418. There is no model CTD- 1418. APW provides a CTR-1418 which is a single stack cart and a CTRD-1418 which is a double stack cart.
Please clarify if the Scullery is to include two CTR-1418 single stack carts or two CTRD-1418 double stack carts.
Answer 062: Two APW CTR-1418 single stack carts is correct. Attachment J-1, Appendix A is updated accordingly.
Question 063: In reference to Specification Section 070d Certifications, will a subdivision/floodable length type of analysis need to be done, or is the two-compartment standard only going to be applied to damage stability? If subdivision must be considered, will the margin line be taken at the deck edge, or will the margin line be defined as stated in the passenger vessel rules (46 CFR 171.015)?
Answer 063: No, a floodable length type analysis where damage cases are usually determined by a percentage of the length of the vessel will not be required. The placement of watertight boundaries shall be determined for the vessel through a two-compartment standard analysis where the worst-case damage stability scenario does not submerge the margin line. Damage criteria for the study shall be defined per ABS. Damage criteria will include, but is not limited to: horizontal and vertical damage limits to be applied to the compartments; environmental conditions to apply to the vessel after damage; and compartment permeability values to determine lost buoyancy after all volume in subject compartments are lost. Margin line shall be defined by 46 CFR 171.015.
Question 064: There seems to be a contradiction in the answer that was given to question #3 on the YRBM draft RFP Q&A. Will we need to consider all volume between the 3 transverse bulkheads lost regardless of the presence of longitudinal watertight bulkheads that are inboard of the transverse extent of damage, or are we only considering lost volume from flooding of areas within the extent of damage defined in the damage criteria?
Answer 064: No, flooded compartments are any two longitudinally adjacent compartments sharing a watertight bulkhead as defined by 46 CFR 171.017. Any additional flooded compartments shall be defined by ABS damage criteria. Bulkheads that are undamaged and remain intact is defined by ABS criteria.
Question 065: Attachment J-2, DI-021 contains a duplicate Attachment 1 Table. Will this be updated?
Answer 065: Yes, duplicate table in Attachment J-2, DI-021 has been removed. Attachment J-2 is updated accordingly.
Question 066: Specification Section 094a states airborne noise and vibration surveys shall be performed during Builder's Trials for the craft". Is the shipyard responsible to perform a vibration survey?
Answer 066: No, a vibration survey is not required. Attachment J-1, Section 094a "Builder's Trials" is updated accordingly.
Question 067: Specification Section 582a Mooring appears to have the incorrect quantity and sizes of mooring bitts and cleats. Will the Government confirm?
Answer 067: Yes, Specification Section 582a is updated to reflect 6 double bitts, (1 bow, 1 stern, 2 port, 2 starboard). The bow and stern bitts shall be a minimum of 12" in diameter, the port and starboard bitts shall be a minimum of 10" in diameter. Additionally, the minimum number of cleats is changed to 6.
Question 068: Per requirements found in ABS rules, is the use of a hinged watertight door an acceptable substitute for a sliding watertight door?
Answer 068: Yes, based on previous justification provided to ABS, they concur, based on the nature of the barge operation, that a hinged watertight door can be used as a substitute of a sliding watertight doors provided that the door will remain closed while vessel is in transit under the following conditions:
1. Arrangement and strength of hinged doors will be in full compliance with reference (c) regulation 3-2- 9/9.3.1 Access Doors and Hatches Normally Closed at Sea.
2. A notice is to be permanently affixed on both sides of each closing appliance to the effect that it is to be kept closed while at sea
3. When the barges are moved within a harbor or between harbors, they are unmanned
4. Accommodation barges are only occupied when in use and secured at pier side
Question 069: Would the Government consider allowing material cost be reimbursable for Steel (Hull/structure) and Copper (used for cabling) due to significant price fluctuations and the extended duration of building the YRBM?
Answer 069: No, the Government is not able to offer economic price adjustments for steel and copper. An Offeror should consider market fluctuations when pricing material.
Question 070: Attachment J-1, Section 602a refers to an "operator's enclosure" which is not described elsewhere in the Requirements Matrix. Is the "operator's enclosure" supposed to be the deckhouse?
Answer 070: Attachment J-1, Section 602a has been revised to change "operator's enclosure" to "deckhouse."
Question 071: In Specification section 603, are draft marks to be in metric units (meters) or imperial units (feet)?
Answer 071: Attachment J-1, Section 603 has been revised to add "Draft marks shall be in imperial units".
