3.1 8-Apr-20

Contractor note that paragraph 5.1 through 5.3 does not list any GOVERNMENT FURNISHED MATERIAL (GFM). Is the Customer providing any GFM or is the bidder to provide new emergency air damper/louver including each associated remote operating assembly and stuffing box listed in 1.3 and will an Errata specification be issue?

No GFM will be provided. Errata No. 2 will be provided.

J-1, WI No. 992-21-

3.1 - 3.3 8-Apr-20

Work Item 992-21-001, Defuel Ship; accomplish: Contractor has reviewed the RFP, specification, and all identified references noting that, the intent of this items work scope appears to be for out of home port (San Diego) bidders. Historically in the port of San Diego naval vessels are typically defueled prior to arrival at the Contractors facility and are typically refueled after departing the Contractor facility. Contractor note Attachment J-4 Pricing Workbook identifies this Specification as part of the Basic package and not as an Option. Can the Customer provided clarification as to why the J-4 Pricing Workbook lists this specification as a Basic and not as an Option and is this work item to be priced only by OUT of homeport (San Diego) bidders and accomplished only if the contract is awarded outside of San Diego?

Work Item No. 992-21-001 is a basic requirement. The contractor is responsible for defueling the ship upon arrival at its facility irrespective of whether the contractor is located within the ship's homeport of San Diego or out of homeport.

23 RFP, Section C; J-3 N/A 8-Apr-20

Section C - Descriptions and Specifications, SCOPE OF WORK.Paragraph 2.1 states, "The required place of performance for the Availabilities shall be the contractor’s facility" additionally, attachments J-3 Execution Milestones and Key Event Date documents also identify the first milestone as, "Avail Start at KTR Facility" and appear to be generalized statements prepared for a coast wide bid for out of homeport (San Diego) bidders. The contractor has reviewed previously awarded contracts, both Coast wide and SDMAC, and notes that availabilities accomplished in the Port of San Diego start pier side at NAVSTA 32nd Street for the first 14 Calendar days. This allows the customer and ship's force time to prepare the ship to enter contractor’s facility. Activities listed are not all inclusive: Ship's Force movement to Berthing Barge and Ship's Force off-load of stores, material, and portable equipment. This also allows the contractor an opportunity to set-up temporary services; installation of staging, drain, disposal, and dewatering of specific water systems; installation of the AN/SPY-1D Antenna Protective Covers and installation of deck protection prior to arrival in the contractor’s facility. Can bidder's assume that if the contract is awarded to a bidder for accomplishment in the Port of San Diego CA, than the first 14 Calendar days will be accomplished pier side at NAVSTA 32nd Street prior to movement of the ship and berthing barge to the contractors facility?

No. The place of performance is the contractor's facility for the duration of the availability.

24 RFP, Section C N/A 10-Apr-20

RFP, Section C - Descriptions and Specifications, CLAUSES INCORPORATED BY FULL TEXT, C-211-H016 SPECIFICATIONS AND STANDARDS (NAVSEA) (OCT 2018). Contractor notes the Governments inclusion of the following: (a) Definitions. (i) A "zero-tier reference" is a specification, standard, or drawing that is cited in the contract (including its attachments). (ii) A "first-tier reference" is either: (1) a specification, standard, or drawing cited in a zero-tier reference, or (2) a specification cited in a first-tier drawing. (b) Requirements. All zero-tier and first-tier references, as defined above, are mandatory for use. All lower tier references shall be used for guidance only unless specifically identified below. None. It is the Contractors understanding that all required references listed in paragraph 2 of a zero-tier specification (work item) are "first tier" references.

However, when a zero-tier specification directs to use a first-tier reference as "guidance", bidders should not estimate the reference and only use it to aid in the development of an estimate of references that are to be accomplished. Can the Customer concur or advise on this interpretation.

All zero-tier and first-tier references are mandatory for use in accordance with C-211-H016. The contractor is responsible for ensuring compliance with mandatory references.

25 J-1, WI No. 343-12-

3.3 10-Apr-20

Work Item 343-12-001, Generator Exhaust Duct Ship Service Gas Turbine Generator (SSGTG) 2; repair”: Paragraph 3.3 states, “Accomplish repair of the equipment located in

1.3 and located in 1.2 using 2.2 through 2.6 and the report submitted in 3.1.1 for guidance, as designated by SUPERVISOR.” Contractor notes that 3.1.1 states, “Protect, blank, wrap, cover, or mask equipment and openings to preclude damage and prevent entry of foreign material into gas turbine exhaust duct, trunk, bleed air and discharge piping at the location listed in 1.2, prior to accomplishing this repair” and appears to be incorrect and it is believed that paragraph 3.2.1 that states, “Submit one legible copy, in hard copy or approved transferrable media, of a report listing results of the requirements of 3.1 to the SUPERVISOR” are applicable for 3.3. Can the Customer provide clarification the disparities identified between 3.3, 3.1.1 and 3.2.1 and will an Errata be issued revising this specification? Typo in 3.3 correct 3.1.1 to 3.2.1. Errata No. 2 provides clarification.

26 RFP, Section C C-217-H0005 15-Apr-20

Clause C-217-H0005 Growth and New Work: paragraph d found on page 61 of 130 states, “The Government will NOT negotiate modification to increase the contract price to address errors or omissions to the contract package which were reasonably apparent prior to proposal submission.” Please define what is the test (or criteria) for reasonably apparent errors or omissions, and cite examples.

The Government will not respond to requests for blanket assertions or a catch-all 'test' for reasonably apparent errors or omissions which will necessarily need to be addressed on a case-by-case basis during contract execution.

27 RFP, Section L N/A 15-Apr-20 Due to the ongoing COVID 19 situation, vendors and subcontractors are slow to respond. In order to afford all contractors ample time to prepare an accurate proposal that will be most beneficial to the Government, it is requested that the PPI due date be extended by two weeks to 1 May 2020 vice 17 APR 2020.

The Government hereby extends the PPI deadline from April 17, 2020, to April 24, 2020. Please refer to Amendment 002.

28 RFP, Section B N/A 15-Apr-20

Section B: Note A.1.a found on page 35 of 130 states, “37,021 direct labor hours (labor hours) and $784,582 ($TBD fully burdened) materials to complete expected, within scope growth work on the USS LAKE ERIE (CG-70) FY21 SRA work package under CLINS 0016-0033.” Contractor notes that these values are for new work and not for CLINS 0016- 0033. Contractor believes 65,190 labor hours (labor hours) and $1,653,833 ($TBD fully burdened) materials cover CLINS 0016-0033. Please review values, make corrections as necessary and redistribute. Section B, Note A is revised. Please refer to Amendment 002.

29 RFP, J-4 N/A 15-Apr-20

(4) “Value Adjusted Trade Off schedule acceleration adjustment (if applicable as derived in Section M)” in Total Proposed Evaluated Price Tab is not found in Section M. Please refer to Amendment 002 for update regarding Daily Extension Rates.

30 RFP, J-4 N/A 15-Apr-20

Attachment J-4 Pricing Workbook, Upon review of the Pricing Workbook the follow functional issues have been identified: Contractor notes the “Labor&Material Rates” worksheet contractor has identified that cell D27 is not formulated $B$3, to reflect the Labor Rate entered by the bidder in cell B3. Contractor notes the “Total Proposed Evaluated Price” worksheet, the Total Work Item Price, cell B4 appears to have an invalid formula, as it should reflect the sum of the work items from the Work Item worksheet. Contractor notes the “Total Proposed Evaluated Price” worksheet, the Total Evaluated Price cell B10 only provides a Sum Total of cells B4 through B8 and does not include data from the Daily Extension Rate worksheet, which should be included as part of the Total Evaluated Price (TEP). Can the Customer in an Amendment provide a revised J-4 Pricing Workbook correcting the “Labor&Material Rates worksheet formula for cell D27, and the “Total Proposed Evaluated Price” worksheet formula for cells B4 and B10 to all bidders?

Please refer to RFP, Section M, para (B)(2). New Work is for evaluation purposes only and is not a component of the Total Evaluated Price. Please refer to Amendment 0002 for update regarding Daily Extension Rates.
