Offerors meeting this eligibility requirement with documents and evidence outside of a MSRA must contact the PCO to schedule an on-site inspection. All requests for MSRA equivalency inspections must be received by 1:00 pm, local time, Washington DC on 31 March 2020. 2. Assess whether the Offeror has ownership or committed access to a pier capable of berthing the vessel, in accordance with Section L.
