About this file
This document contains questions and answers related to the Surface Ship Support Barge (SSSB) Dismantlement and Disposal solicitation. The solicitation seeks a contractor to dismantle and dispose of the SSSB, with all work to be completed by the end of fiscal year 2023. An approved Decommissioning Work Plan is required before the contractor can take possession of the ship. However, there will not be a period of unrestricted access to the SSSB prior to transfer of possession, as the Navy considers the information provided sufficient to prepare an adequate plan. The plan can include provisions for additional sampling and characterization after transfer. The Navy's responses indicate it expects the Nuclear Regulatory Commission to review submissions and provide recommendations from fall 2020 through fall 2023.

1 RFP Attachment J‐7 Notional Framework for Regulation of the SSSB Dismantlement and Disposal
For schedule development purposes: Assuming an acceptable Decommissioning Work Plan (DWP) is submitted by the Decommissioning Contactor, what is the anticipated performance time for the EA to be written by the NRC?
The Navy‐NRC Interagency Agreement includes some notional time periods when various aspects of SSSB work might be performed including NRC preparation of Technical Evaluation Reports or Safety Evaluation Reports. Specifically, while the exact timing of NRC services will depend on the Navy's execution of the contracting process as well as the contractor's performance, the following notional time line is provided for planning purposes. All work under the Navy's SSSB dismantlement and disposal contract is expected to be complete by the end of FY 2023.
Summer 2019: NRC review of issues or questions arising from the NAVSEA procurement solicitation. NRC visit to SSSB, NRC accompaniment of Navy on vendor ship checks if needed, NRC familiarization review of SSSB documents and drawings.
Fall 2019 ‐ Spring 2020: NRC consultation if needed during review and award of SSSB dismantlement and disposal contract.
Fall 2020 ‐ Spring 2021: NRC review of Decommissioning Plan, other required submissions, and request for Recommendation to Approve Transfer. Work products include Technical Evaluation Reports or Safety Evaluation Reports, correspondence to the Navy identifying additional information required to reach a regulatory recommendation, and other recommendation letters, as required.
Summer 2021 ‐ Fall 2023: NRC review, inspection, and confirmation of completion of SSSB work by the company performing dismantlement and disposal. Work products would include inspection reports, confirmatory survey reports, technical evaluation reports documenting review of radiological characterization and survey results.
2 RFP Section C
4.1.1 Decommissioning Work Plan
Please confirm there will be a period of time for unrestricted access to the SSSB at its current location (drydock 2 at Newport News Shipyard) between wet pit drawdown and the SSSB being floated in preparation for transport, during which hazardous and radiological characterization can be performed by the decommissioning contractor to support DWP preparation, since an approved DWP is required for the decommissioning contractor to take possession of the ship.
There will not be a period of unrestricted access to the SSSB prior to transfer of possession. The Navy considers that an adequate DWP can be prepared based on the information provided by the Government. The DWP can also include provisions for additional sampling and characterization after transfer of possession. In that sense, it is not uncommon in other decommissioning work for some characterization information to only become accessible or available during the decommissioning project after encapsulating material is removed.
