N00024-18-R-4339 Question Submittal Form Attachment S-4

Question Number

Question Source

Pg. or Paragraph Question Answer

1 RFP SOW, Paragraph 4.3.1, Note pertaining to temporary liquid transfer and treatment system.

Will the temporary liquid transfer and treatment system equipment be left in a condition so that it can be reused to dewater the remaining 24" of water once the SSSB is at the dismantlement site?

As with all other SSSB systems, the Decommissioning Contractor is free to use such systems, but no warranty is made about the usability of such systems, or their suitability for service that may be different than the original use. In this case, the Navy would note that the water quality of the remaining water will likely be different from the current pool water quality. When the pool is drained to the low level, the residual water will no longer be temperature controlled or recirculated through the processing system. Thus, even if fully operable, the system used to remove the pool water may not be suitable for water that has been stagnant and not temperature controlled.

2 RFP Section B, Section L Please resolve the misalignment between the CLIN pricing table in Section L and the CLIN summary breakout in RFP Section B, pages 2‐8.

See first solicitation Amendment.

3 RFP Section C, Paragraph

4.1.1 Decommissioning Work Plan

Additional characterization and preparatory work, including rigging for sea, will be required to prepare the SSSB for blue water tow. Can this shipping preparatory work (i.e., securing/patching the hull, removing or securing loose equipment) be done at the Newport News Shipyard prior to development of the Decommissioning Work Plan.

There will not be a period of unrestricted access to the SSSB prior to transfer of possession. Any needed additional work preparatory to transit outside the Hampton Roads Area will need to be done after transfer of possession.

4 RFP Section L

5.2 Volume I – Technical Approach

Subparagraph (h)

There is limited information available about the stability and seaworthiness of the SSSB, limited time for the site visit, and a short duration between the site visit and the proposal due date.

Based on this, it is our understanding and intent to deliver a Towing Plan that summarizes the required content as identified in sections L&M, and including placeholders for the detail required in the Navy Towing Manual Chapter 8, with the final Towing Plan submitted following contract award. Does this meet NAVSEA's elegibility requirement for the deliverable in Section L&M.

Yes.

5 RFP Section L, P. 69, Paragraph 2.0 Communication with the

Government

Will the Government extend the Q&A period to December 27 to allow post site visit questions?

Yes. See first solicitation Amendment. The Government added an additional ship check period from 6‐10 Jan 2020. Questions will be accepted through 10 Jan 2020.

6 RFP Section C, Paragraph 3.0, Applicable Documents

How and when will bidders get the Government furnished information referenced in Section 3.0?

The Government Furnished Information (GFI) will be provided during the mandatory ship check or mailed shortly afterwards. Note that to participate in the mandatory ship check and receive GFI containing U‐NNPI, applicable security requirements and certifications will need to be made to the Contracting Officer. A request for the GFI package must be emailed to the Contracting Specialist (see attachment S‐2).
