Question: Answer:
1 RFP Section L, Para. 3.1 -
Proposal Format
Section L, para. 3.1 Proposal Format states “Every paragraph, figure, and table shall be numbered.”
1. Does this require that we number every section heading, figure and table, or that we number each and every single paragraph, including bulleted items, throughout the text?
2. If we are to number each and every single paragraph, including bulleted items, throughout the text; can we place these numbers in the margin?
3. Does this instruction apply to only narrative elements (Cover Letter, Evidence of Radiological
Work, Tow plan, Executive Summary, Small Business plan) or all submittal elements in both volumes?
1. Yes, each section heading, subsection heading, figure and table should be numbered.
Each paragraph does not necessarily need to be numbered if multiple paragraphs are needed to address a single section or subsection. Bulleted items within a section or subsection do not need to be numbered separately.
2. No, numbers should not be placed in the margin.
3. Yes, this instruction applies to only narrative elements of the Offeror's proposal, excluding the cover letter.
