About this file

This document contains questions and answers related to a federal solicitation for the dismantlement and disposal of the Surface Ship Support Barge (SSSB). The Navy seeks a contractor to drain the wet pit, prepare the SSSB for transport, take possession, and dismantle and dispose of the vessel. The questions and answers provide clarification on the vessel's condition at transfer including draft, displacement, and tank levels. They also address access to the vessel prior to award, radiological surveys and characterization reports, asbestos presence, crane certifications, and approved berthing locations during transport. The Navy indicates many vessel systems are outdated and no warranty is made on their operability.

N00024-18-R-4339 Question Submittal Form Attachment S-4

Question Source: (RFP, attachment #, GFI title, etc.)

Question: Answer:

1 Ship check Not applicable In order to take possession of the SSSB and move it from HII/NNSY, the NRC requires approval of our Decommissioning Plan. In order to provide a Decommissioning Plan we need a radiological characterization of the ship, and to prepare it for transport. Has the NRC reviewed and approved the existing SSSB rad characterization information as sufficient to develop a Decommissioning work Plan to allow transfer the ship to the contractor (if not, please identify the gaps).

Questions 1 and 2 are very similar to a previous question which the Navy posted an answer to on Beta.SAM.gov on 26 December 2019. This question and answer are reprinted below:

Q2: “Please confirm there will be a period of time for unrestricted access to the SSSB at its current location (dry dock 2 at Newport News Shipyard) between wet pit drawdown and the SSSB being floated in preparation for transport, during which hazardous and radiological characterization can be performed by the decommissioning contractor to support DWP preparation, since an approved DWP is required for the decommissioning contractor to take possession of the ship.”

A2: “There will not be a period of unrestricted access to the SSSB prior to transfer of possession. The Navy considers that an adequate DWP can be prepared based on the information provided by the Government. The DWP can also include provisions for additional sampling and characterization after transfer of possession. In that sense, it is not uncommon in other decommissioning work for some characterization information to only become accessible or available during the decommissioning project after encapsulating material is removed.”

2 Ship check Not applicable If the existing SSSB rad characterization is insufficient, we will need access to the SSSB at HII/NNSY between award and taking possession to transport it to the decommissioning shipyard in order to complete the rad characterization and Decommissioning Work Plan. Will NAVSEA ensure that HII provides such access?

See answer 1.

3 Ship check Not applicable What will the SSSB weight be at transfer of possession?

The weight/displacement at time of transfer of possession is not currently specified and will be determined after undocking by determination of the actual draft. It is the Government's intention that tanks will be ballasted to the minimum extent necessary to provide proper undocking draft and existing ballasting water will not be removed.

Per section 1.1.1 of the SSSB Technical Manual (NAVSEA S9210‐35‐MMA‐000/(N)), the displacement at light ship condition was estimated as 4813 long tons at a mean draft of 9.9 ft.

4 Ship check Not applicable What will the SSSB condition be at the time of turnover to the contractor in terms of:

a. Draft readings

b. Displacement

c. Ballast tank soundings

d. Void soundings

These conditions will be determined after undocking. It is the Government's intention that tanks will be ballasted to the minimum extent necessary to provide proper undocking draft and existing ballasting water will not be removed.

It is the Government's intention that the data from SSSB Tech Manual (NAVSEA S9210‐35‐MMA‐000/(N)) Table 28‐1 and 28‐2 , which has this information, will be provided at turnover.

5 NAVSEA S9210‐

35‐MNA‐

000/(N)

All Will NAVSEA comply with Navy Technical Manual NAVSEA S9210‐35‐MNA‐000/(N) to prepare the SSSSB for floating prior to transfer to the contractor?

The SSSB is no longer an active nuclear support facility, and has not been used in that role for several years. The SSSB has been maintained in an inactive condition while awaiting disposal. The SSSB Technical Manual has been provided as an information source for potential bidders to understand the various systems and spaces in the SSSB. As noted in the 8/31/2019 Industry Day presentation, “The Contractor may use any existing systems remaining on the SSSB during dismantlement. However, much of this equipment is fairly old, and no warranty is made about the adequacy or serviceability of any of these systems.” Similarly, no assumption should be made that all requirements of this technical manual have been invoked during this inactive period, or will be invoked in preparation for the transfer.

The SSSB Tech Manual (NAVSEA S9210‐35‐MMA ‐000/(N)) does not specifically address the situation of transferring the SSSB to a contractor for disposal. Chapter 28 (Transfer Between Servicing Facility and Long Term Storage Facility) is the closest situation which applies and applicable preparations are intended to be adapted to this specific case.

6 Ship check Not applicable Will SSSB HVAC/lighting power systems be operational after NAVSEA drains the wet pit and cuts power?

As companies participating in the ship checks have seen, ventilation and lighting in the frequently accessed portions of the SSSB are currently operational. Draining of most water from the wet pit would not be expected to adversely impact lighting and ventilation, and these systems are currently expected to operate until shortly before transfer. However, the Industry Day caution about adequacy or serviceability of SSSB systems would also apply to these systems.

7 Ship check Not applicable Can we meet with HII production & engineering staff prior to submittal of the proposal to gain historical knowledge (reports, surveys, etc.)?

HII is an independent commercial company. Interested parties can contact HII directly.

8 Please provide a copy of DWG 6232F06ZR1. Assuming the drawing desired was 6232E06 which is the Rotating Shielding Deck (ICDC) in the Heavy Component shop, this drawing will be provided on Beta.SAM.gov (see ICDC Drawing).

Question: Answer:

10 Ship check Not applicable Please provide a copy of the SSSB Stability pamphlet. A request for NNS Drawing 0100‐4561 "Trim and Stability Booklet and Loading Manual" has been made and will be provided when available.

11 Ship check Not applicable Please provide a copy of the SSSB Incline exp report. A request for the most recent (July 1990) Inclining Experiment has been made and will be provided when available.

12 Ship check Not applicable Please provide a copy of the docking condition report. Tab 47 of the GFI provided contains a 2018 listing of tank conditions and water levels which would have been the condition at docking.

13 Ship check Not applicable Please provide copies of the on‐board 5‐ton crane manual and certifications. An electronic scanned copy of the 5‐ton crane manual and drawings will be provided on Beta.Sam.gov (see SSSB 5‐Ton Hoist & Bridge Crane Manual and SSSB 5‐Ton Hoist & Bridge Crane Manual Drawings).

The cranes are not currently certified and have been electrically disconnected since before 2017. While operational in the past, no warranty can be made to future operations.

14 Ship check Not applicable What asbestos containing material (ACM) is on board? The information provided by the Government included a substantial amount of information on radioactivity and hazardous materials, but relatively little information on the presence and location of asbestos. One of the GFI documents provided to potential bidders was Bettis letter WAPD‐REO(SS)‐1837 of 15 August 1986 (Tab 43). This letter provided the specification for the major repair and alteration of the SSSB.

Some key portions of this specification are summarized below.

“Section 1.3 Hazardous Material removal and Disposal:

Asbestos lagging/insulation shall be removed and disposed of. Removal and disposal of hazardous material (i.e., asbestos and lead based paint) shall be done in accordance with the applicable regulations.”

Section 1.3 is referenced in several other sections of the specification with statements like “Asbestos controls of Section 1.3 shall also apply.”

Systems with these statements include the Decontamination Laundry (2.3.4), Decontamination Room (2.3.6), Dirty Tunnel (2.3.9), Pump Room (2.4.2), and several other systems discussed on page 2.5‐5.

Other sections of the specification give a more explicit description of the ripout and replacement. For example, Section 2.6 requires removal of the entire existing heating and ventilation system with the statement that “Section 1.3 shall apply to removal of asbestos materials if present.”

Similarly, Section 2.7.3 requires ripout and replacement of all permanently installed electrical equipment. This section included the following caution: “Some equipment being removed may contain asbestos and/or be radiologically contaminated. Removal of such equipment shall be in accordance with Sections 1.2 and 1.3 herein.”

The Government does not warrant that all asbestos materials were removed in the SSSB refurbishment, or that all asbestos containing materials were known or understood at that time. Given the age of the SSSB and the fact that this major refurbishment was conducted 30 years ago, potential bidders will need to plan for the possible presence of asbestos, and include provisions for characterization, removal, and disposal of such material.

15 Ship check Not applicable What is the contact dose rate in the wet pit when the water is removed? Actual radiation levels at the water surface will be available after the wet pit is drained prior to transfer of possession.

Tab 41 of the GFI provided had underwater radiation levels at 13 locations at the 29' level of the pit. This is close to the expected water depth when the pit is drained before transfer of possession.

16 Ship check Not applicable Does NAVSEA have a list of approved berthing facilities that contractors are limited to using during transport of the SSSB?

NAVSEA will not restrict berthing locations following transfer.

17 Box 2 of GFI, Binder labeled

“SSSB

Documents”

Document labelled "2004 ABS report after hull reweld cracking"

Please quantify the length of time implied in the statements in ABS Report that the SSSB can float “for a short time” or requires “prompt” transfer to a heavy lift barge.

The Government cannot quantify what ABS personnel meant by these statements. The Government has made available to potential bidders extensive information showing the very limited amount of time the SSSB has been floated in recent decades as well as the precautions that have been taken during recent floating evolutions.
