It is requested that at least one of the listed events for new construction and one of the listed events for modernization be defined relative to one or all of the other events (e.g., months after PDR or months after production completion date). In this way, all bidders will follow a similar schedule baseline for the purposes of bidding the completion CLINs.
Answer: Offerors shall use the following relative milestone timeline for proposal purposes:
For new construction, milestones to be met are in months where Aegis Light Off is day zero (0).
Ship Check and SIDs release milestones for new construction will be removed:
i. Preliminary Design (Ship Design Agent) ALO - 45 months
ii. Contract Design (SI&T Contract) ALO – 23 months
iii. Detail Design (Ship Design Agent) ALO – 39 months

Question: SOW Section 3.3.1 (ACB-16/TI-16 New Construction Test Execution), Section
3.3.2 (Future ACB/Future TI New Construction Test Execution), Section 3.7.1 (ACB-16/TI-16 Aegis Modernization Test Execution – One DDG 51 Class Ship) and Section 3.7.2 (Future ACB/Future AMOD Test Execution) each contain the following statements: “The Contractor shall document all equipment or ship discrepancies via Test Observation Reports (TOR), Computer Program Change Requests (CPCR) or Trial Cards to the ATO/ATM.”
TORs, CPCRs and Trial Cards are not listed as CDRLs in Exhibit A.
Is it the government’s intention to specify these items as CDRLs and if so will the format and acceptance criteria for the CDRLs be specified?
Answer: No, it is not the Government’s intention for TORs, CPCRs or Trial Cards to be delivered as CDRLs.
