Question:
Letter Ser. 0251/039 received on 27 March 2014 indicated the Government only desired “change pages to the original proposal and revised attachments are required to be submitted. The entire proposal is not required to be submitted.” Based on this language, the Offeror infers that the Government does not believe that the changes to the solicitation made in Amendment 0004 will result in significant changes to the proposal.
Section F now states, “For proposal purposes, the estimated date of Award is 30 April 2015. The Government reserves the right to award sooner or later if necessary. The start and end dates will be updated accordingly upon Award.”
This change to Section F will require the complete resubmittal of the Cost Volume and most sections of the Supplemental Volume. For example, the IMS and Staffing Plan will need to be updated to reflect a 30 April 2015 award date. Additionally, but of a more minor nature, any graphic or reference elsewhere in the proposal will need to be updated.
We are respectfully requesting clarification of the Government’s intent. If it is the Government’s intent for Offerors to update these sections as a result of Amendment 0004, the Offeror will respond within the given timeframe. However, given the intent of Letter Ser. 0251/039 and the Section F language that states the “Government reserves the right to award sooner or later,” would the Government consider asking for a validity date of 365 days (30 April 2015) instead of the 180 days it currently requests? For proposal purposes, the estimated date of award could then remain unchanged (15 January 2015).
Answer:
No, the Government will not amend the solicitation to revise the required proposal validity duration or the estimated date of award identified in Section F. In accordance with the above referenced letter, it is the Offeror’s discretion as to whether it will submit a revised proposal, or specific sections, in its entirety or by use of change pages. Whether the Offeror submits change pages or the entirety of the revised proposal, the Offeror is reminded that instructions regarding identification of changes from the original proposal, as specified in the subject letter and through responses to other Bidders’ Questions, remain in effect.

Sample Problem 1. Full Content Technical Data Package (Pg. 365-366). As part of developing the full content Technical Data Package (TDP) for integration of AN/SPS-74(V)2 on DDG 109, reviewing the CONOPS for this periscope detection radar system is a vital and important step in establishing our technical approach and ultimately our TDP.
Please provide a copy of the AN/SPS-74(V)2 CONOPS for DDGs.
Answer:
A CONOPS for AN/SPS-74(V)2 for DDGs does not exist. The General CONOPS for the AN/SPS-74(V)2 is to conduct Anti-Submarine Warfare in self-defense and area defense of high-value units.
The Offeror should follow the assumptions in the Sample Problem for guidance and document any assumptions the Offeror is required to make to complete the Sample Problem.

In Amendment No. 4 Incentive fee CLINs 3017, 3018, 4021, 4022, and 4023 were omitted from Section B Note C. However, these incentive fee CLINs remain in the Section B CLIN Pricing section.
Please confirm that the foregoing incentive fee CLINs were inadvertently omitted from Section B Note C.
Answer: The Performance Incentive CLINs 3017, 3018, 4021, 4022, and 4023 were not omitted from Section B, Note C. The first paragraph in Note C states “the performance incentive CLINs are only separated for administrative purposes and the latest option exercise date for the performance incentive fee CLINs will be the same date as the primary CLINs listed in Note C”.
For example, the latest option exercise date for performance incentive CLIN 5017 is the same as its corresponding primary CLIN, CLIN 5003. Therefore, consistent with the structure of the RFP only the primary CLINs are listed under the latest option exercise dates table.
