Question: NAVSEA Tracking Number C119 response dated 11 September 2013 states that redline PDFs of the Technical Data Package (TDP) artifacts are an acceptable submittal format for Sample Problem #1. Multiple elements of the TDP artifacts, including ICDs, Flow Diagrams, and CBDs do not comply with Section L formatting requirements for Times New Roman font type, no smaller than 8-point font size, and 1 inch margins all around on 8½ x 11 or 11 x 17 size paper.
Given the response to Bidder Question C119, would the Government prefer the Offeror assume that it is acceptable for TDP artifacts to deviate from the Section L-specified font type, font size, and margin requirements when necessary? If not, would the Government allow the Offeror to use ANSI E or Arch E sized drawings to ensure font and margin compliance?
Answer: For Sample Problem 1, offerors may submit TDP artifacts on ANSI E size paper to ensure font and margin compliance where necessary. This change will be incorporated in a forthcoming solicitation amendment.
The change in the solicitation will be reflected as follows:
From (reflecting the response to Question 08): “Fold out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by 17 inches, except for Sample Problem 2. For Sample Problem 2, offerors may submit the TSN on ANSI E sized paper. Fold out pages, including ANSI E pages for Sample Problem 2, will be counted as two pages.”
To: “Fold out pages may be used for diagrams, charts or graphic material only and may not exceed 11 inches by 17 inches, except for Sample Problems 1 and 2. For Sample Problem 1, offerors may submit TDP artifacts, including ICDs, Flow Diagrams, and CBDs on ANSI E sized paper. Fold out pages, including ANSI E pages for Sample Problem 1, will be counted as two pages. For Sample Problem 2, offerors may submit the TSN on ANSI E sized paper. Fold out pages, including ANSI E pages for Sample Problem 2, will be counted as two pages.”

Question: Sample Problem 2 states "Offeror shall develop and provide an integrated shipboard test sequence network that may be implemented at either a new construction builder's yard or an AEGIS Modernization yard." The introduction to the sample problems states "the offeror shall provide details to demonstrate applied knowledge, understanding, and process required to develop full content TDPs as well as planning and execution of the waterfront test program for DDG 109 USS JASON DUNHAM via the four (4) Sample Problems below."
Is it the Navy's intent for the offerors to submit two separate TSNs, one for new construction and one for modernization even though DDG 109 is an in-service ship? Or is the intent for the offeror to only submit on TSN for an AEGIS modernization yard for the DDG 109 upgrade to
ACB 16?
Answer: Offerors are to submit one TSN for an AEGIS new construction program using ACB
16. DDG 109 is to be treated as a new construction program for purposes of responding to the sample problem.
