Scope This Statement of Work (SOW) is for the tailored Technology Maturation Risk Reduction (TMRR) and Engineering Manufacturing and Development (EMD) phases of the SATR Program. The government is the Lead System Integrator (LSI) for this effort. The contractor will provide hardware, documentation and technical services to support the SATR Program TMRR/EMD phase requirements.
The hardware requirements include two (2) standard production configuration radar systems during the TMRR phase to be used as the SATR program prototypes, two (2) radar systems during the EMD phase, and the spare/repair parts to support all units through both phases.
The documentation will be used to support systems engineering, software activities, spectrum supportability, maintenance planning, reliability planning, product drawings, supply support, PHS&T, system safety, human systems integration, and training materials.
The technical services requirements include configuration and integration of the radar set plus support for system installation, test and evaluation, systems engineering events, logistics support, program management, and training.
Background The Shipboard Air Traffic Radar (SATR) program’s objective is to replace the aging AN/SPN-43C radar used for Air Traffic Control aboard U.S. Navy ships, with a modern, in production shipboard radar, requiring minimal modifications to the production radar. The AN/SPN-43C is an analog radar with no modern signal processing capability. Its performance suffers from excessive clutter displayed on the screen, mounting maintenance costs, restrictions when operating the radar close to shore, and operating frequency range reduction due to the proliferation of Long-Term Evolution (LTE) cellular data networks.

In the event of a conflict between documents listed in section 3.2, the contractor shall contact the government and the government will adjudicate on a case-by-case basis.
Contract Requirements Hardware TMRR Phase
a) The contractor shall provide two (2) prototype systems for government testing that are in compliance with the AN/SPN-50(V)1 SATR System Specification . Any prototype system non-compliance will be documented in CDRL A004. It is anticipated that each prototype system shall consist of the following:
1) One (1) contractor’s shipboard radar unit with all related equipment and material including but not limited to all cables, wires, and material necessary to connect all system components.
2) One (1) radar maintenance and control console to be installed in the below deck equipment rack.
3) One (1) remote Radar Set Control (RSC).
b) The contractor shall provide guidance for engineering, site survey (IAW CDRL A083) and installation of the prototypes to include unpacking, initial turn on, configuration, and alignment.
c) The contractor shall provide radar component information including size, weight, system constraints, cooling and prime power requirements IAW CDRL A004.
d) The contractor shall provide Level 2 installation specification drawings (IAW CDRL A091), technical manuals (IAW CDRL A081), operator manuals (IAW CDRL A081), software manuals (IAW CDRL A090), and Hazardous Material Information (IAW CDRL A072)
e) The contractor shall provide a Bill of Materials IAW CDRL A0020.
f) The contractor shall retrofit the software, hardware, and provide the technical manual changes required to update Prototypes to the SATR Critical Design Review (CDR) approved configuration IAW CDRLs A050 and A059.
g) The contractor shall provide radar performance data for the Equipment Location -Certification Information Database request (EL-CID documentation) IAW CDRL A080
h) The contractor shall provide operator and maintainer training to the government personnel as defined in section 4.5.2.
i) The contractor shall provide sparing and repair parts to the government as defined in section 6.0 EMD Phase
a) The contractor shall provide one (2) EDM systems in compliance with the AN/SPN-50(V)1 SATR System Specification It is anticipated that the EDM systems shall include the following:
1) One (1) Critical Design Review (CDR) approved configuration unit of the contractor’s shipboard radar radar unit with all related equipment and material including but not limited to all cables, wires, and material necessary to connect all system components.
2) One (1) local radar maintenance and control console to be installed with the below deck equipment rack
3) One (1) remote Radar Set Control (RSC)
b) The contractor shall assist with the adaptation and setup of the EDMs, including but not limited to, providing guidance for engineering, site survey (IAW CDRL A083); and installation to include unpacking, initial turn on, configuration, and alignment of the radar.
c) The contractor shall provide updated radar component information IAW CDRL A004 including size, weight, system constraints, cooling and prime power requirements
d) The contractor shall provide updated Level 2 installation specification drawings (IAW CDRL A091), technical manuals (IAW CDRL A081), operator manuals (IAW CDRL A081 ), software manuals (IAW CDRL A081), and Hazardous Material Information (IAW CDRLs A090 and A072)
e) The contractor shall update the Bill of Materials IAW CDRL A020
f) The contractor shall provide radar performance data for the Equipment Location -Certification Information Database request (EL-CID documentation) IAW CDRL A080
g) The contractor shall provide operator and maintainer training to the government personnel as defined in section 4.6.2 of this SOW
h) The contractor shall provide sparing and repair parts to the government as defined in section 6.0 Systems Engineering Systems Engineering Management Plan The contractor shall develop a Systems Engineering Management Plan (SEMP) in compliance with and in response to the government’s Systems Engineering Plan.
The contractor shall document the Systems Engineering Management Plan IAW CDRL A078.
Systems Engineering Activities The contractor shall perform systems engineering technical and management activities to direct and control all efforts required to meet contract requirements in accordance with the approved SEMP. This includes, but is not limited to:
a) Management of the technical program
b) Integrated technical planning and control
a. Planning
b. Monitoring
c. Measuring
d. Evaluating
e. Directing
c) Management of requirements
d) Risk identification and management
e) Technical, production, and sustainment assessment
f) Metrics tracking and reporting
g) Overall direction for adherence to technical policies and procedures
h) Assuring integrity across the radar platform.
Systems Engineering Technical Reviews (SETR) The government technical managers, in the role of LSI, will schedule and chair SETR Events with the support of the contractor as described below. Locations for the SETR Events will be at the contractor’s facilities with the use of teleconference/video teleconference (VTC)/Defense Connect Online (DCO). The duration of each SETR event is expected to be no more than two (2) days.
All SETR Events shall be conducted IAW NAVAIRINST 4355.19 and shall address all of the content requirements of NAVAIRINST 4355.19 . The contractor shall compile data, create slides and present for technical reviews (to include functional reviews, drawing reviews, subsystem reviews, and major technical reviews) throughout the period of the contract.
Required technical reviews are: System Software Review/Preliminary Design Review (SSR/PDR), Critical Design Review (CDR), System Requirements Review /System Functional Review (SRR/SFR), Integrated Baseline Review (IBR), In Process Reviews (IPR), and Test Readiness Review (TRR), and are shown on the Integrated Government Schedule (IGS). Release Backlog Reviews (RBRs) are required if the contractor is using Agile software development.
Each SETR is considered complete upon Technical Review Chairperson Approval of any Requests for Action (RFA) identified during the review. Each SETR is complete upon closure of all RFAs and signature of a formal closure letter by the Chairperson.

e) Production Readiness Review Technical Working Groups SATR Technical Working Groups will be scheduled, chaired, and convened by government technical managers. Working group meetings will initially be scheduled monthly for the first six (6) months after contract award and then scheduled every other month through the end of the contract. The duration of each meeting is not expected to exceed one day. The contractor will be responsible for the generation and maintenance of agenda and minutes, including action items. Meetings will be conducted through use of teleconference/video teleconference (VTC)/Defense Connect Online (DCO). The contractor will present and brief any technical concerns or issues as well as status and readiness for the next SETR event.
Adaptation, Integration, and Installation The contractor shall perform the necessary configuration, integration, documentation, qualification, characterization, and test to meet the requirements of the SATR System Specification. For DFAR 252.227-7013 purposes, installation includes integration.
System Specification The contractor shall provide a Product Specification for the SATR. This Specification shall reflect the final SATR configuration that is compliant with the requirements of the AN/SPN-50(V)1 SATR System Specification.
The contractor shall document and provide the Product Specification IAW CDRL A092.
Performance Risk The contractor shall identify, create, and track risks that reflect the performance gaps identified in the contractor’s proposal. and provide a mitigation plan.
The contractor shall deliver Performance Risks to the government IAW Monthly Progress Report CDRL A042.
Software Activities Software Planning The contractor shall define a software development approach appropriate for the computer software effort to be performed. This approach shall be documented in a Software Development Plan (SDP). The contractor shall follow this SDP for all computer software to be developed or maintained under this effort.
The SDP shall define the contractor’s proposed life cycle model and the processes used as a part of that model. In this context, the term “life cycle model” is a defined in IEEE/EIA Std 12207.0. The SDP shall describe the overall life cycle and shall include primary, supporting, and organizational processes based on the work content of this solicitation. In accordance with the framework defined in IEEE/EIA Std. 12207.0, the SDP shall define the processes, the activities to be performed as a part of the processes, the tasks which support the activities, and the techniques and tools to be used to perform the tasks The SDP shall contain the information defined by IEEE/EIA Std 12207.1, section 5.2.1 (generic content) and the Plans or Procedures in Table 1 of IEEE/EIA Std 12207.1. In all cases, the level of detail shall be sufficient to define all software development processes, activities and tasks to be conducted. Information provided must include, at a minimum, the specific standards, methods, tools, actions, strategies, and responsibilities associated with development and qualification.
The contractor shall provide an updated Software Development Plan to the Government IAW CDRL A070.
Software Version Release The contractor shall provide an updated Software Version Description (SVD) to the Government for each software release to document the changes incorporated in the version.
The contractor shall provide an upated Software Version Description to the Government IAW CDRL A074.
Open Systems Approach and Goals The contractor shall provide a system having an Open System Architecture. The contractor shall define, document, and follow an open systems approach for all changes to the standard production radar, using modular design, standards-based interfaces, and widely-supported consensus-based standards. The contractor shall use and maintain an Open System Management Plan (OSMP). The contractor shall support this approach and shall demonstrate compliance with that plan during all design reviews.
The contractor shall provide an updated Open System Management Plan to the Government IAW CDRL A062.
Spectrum Supportability (SS) Spectrum Support Plan The contractor shall provide to the Government a spectrum support plan for all spectrum dependent equipment to ensure the equipment complies with applicable national and international spectrum management policies and regulations, to include Title 47 USC Sections 305 and 901-904 (Public Law 102-538), NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, DoDI 4650.1, OPNAVINST 2400.20F, and NAVAIRINST 2400.1.
The contractor shall prepare and update applications for spectrum equipment certification and frequency assignment throughout the development of the equipment, using the current required format IAW CDRL A080.
Frequency Request The contractor shall provide the government the EL-CID frequency spectrum certification request for submission and frequency assignment requests for the Navy Marine Corps Spectrum Center. The submission will include radar pulse characteristics, transmitter and antenna characteristics, transmitter and receiver specifications, waveforms, as well as other radar data necessary to complete the applications IAW CDRL A080.
Maintenance Planning Maintainability Planning The contractor shall provide a Maintainability Program Plan. The Maintainability Program Plan shall identify a top-down-breakdown structure of all repairable items and maintenance significant consumables, and identify all preventative and corrective maintenance actions and the support resources required to perform those actions. Maintenance significant consumables includes, but not limited to, oil, rags, filters, gaskets and batteries.
The contractor shall provide an updated Maintainability Program Plan to the Government IAW CDRL A071.
The following documents can be obtained as additional reference material for developing the Maintainability Program Plan. NAVSEAINST 4790.8 (Series) (Ships’ Maintenance and Material Management (3-M) Manual), MIL-P-24534A (Planned Maintenance System, Development of Maintenance Requirement Cards, Maintenance Index pages, and Associated Documentation), and NAVSEA Tech. Spec. 9090-700 (Series) Configuration Data Manager’s Database-Open Architecture (CDMD-OA).
Logistics Product Data The contractor shall conduct Logistic Support Analysis (LSA) to generate and maintain Logistics Product Data (LPD) using SAE-GEIA-STD-0007 Logistics Product Data Handbook, using SAE TA-HB-0007-1 Logistics Product Data Reports Handbook as guidance.
The contractor shall provide an updated Logistics Product Data to the Government IAW CDRL A082 SATR Supportability Data The contractor shall include SATR supportability data for all Maintenance in developing the LPD including:
a) Reliability and Maintainability
b) Maintenance Planning
c) Support and Test Equipment
d) Supply Support
e) Manpower, Personnel, and Training
f) Facilities
g) Packaging, Handling, Storage, and Transportation The contractor shall provide an updated Logistics Product Data to the Government IAW CDRL A002.
Maintainability Prediction The contractor shall provide maintainability and Built-In Test (BIT) predictions and analyses for the radar system and all radar subsystems. The SATR maintainability prediction shall be performed using MIL-HDBK-472 as a guide.
The contractor shall provide an updated Maintainability Prediction Report (MPR) to the government IAW CDRL A013.
Maintainability Demonstration (M-DEMO) and BIT Assessment Tests The contractor shall conduct an M-DEMO and BIT assessment test on each TMRR Unit IAW a contractor developed, and government approved Maintainability/Testability Demonstration Test Plan to evaluate and demonstrate the maintainability and BIT requirements identified in the AN/SPN-50(V)1 SATR System Specification, and defined in Task 301 of MIL-STD-470 IAW CDRL A087. The results of these evaluations will be used to determine if methods can be implemented to improve the product support structure and identify potential candidates for reliability, maintainability, and supportability upgrades.
The contractor shall conduct an M-DEMO and BIT assessment test on each EDM Unit IAW a contractor developed, and government approved Maintainability/Testability Demonstration Test Plan to evaluate and demonstrate the maintainability and BIT requirements identified in the AN/SPN-50(V)1 SATR System Specification, and defined in Task 301 of MIL-STD-470 IAW CDRL A087. The results of these evaluations will be used to determine if methods can be implemented to improve the product support structure and identify potential candidates for reliability, maintainability, and supportability upgrades.
The contractor shall report the results of the M-DEMO as specified in CDRL A089, and shall provide an updated BIT Assessment Test to the Government IAW CDRL A005 and CDRL A001.
Corrosion Prevention and Control The contractor shall provide an updated Corrosion Prevention and Control Plan that identifies the approach for preventing corrosion and wear during all phases of the lifecycle. MIL-STD-1568C and the DoD Corrosion Spiral No. 4 of February 2014 provide guidance.
The contractor shall provide an updated Corrosion Prevention and Control Plan to the Government IAW CDRL A072.
Life Cycle Support Concept The Contractor shall provide an updated Life Cycle Sustainment Plan as required by DoD Instruction 5000.02; that documents the Contractor’s plan in supporting and sustaining the SATR material condition and readiness over the life of the program. The Contractor shall identify the life cycle support philosophy including outlining a detailed approach to managing a cost effective maintenance program, address high cost maintenance drivers, performance-based logistics, human systems integration, corrosion prevention and control, tech manuals, reliability growth, and sustainment The contractor shall provide an updated Life Cycle Support Concept to the Government IAW CDRL A086.
Training The training program provides maintenance personnel and operators sufficient training required to support system operations. The training program will consist of initial and follow-on maintainer and operator training for the SATR IAW Sections 4.5.2.1 to 4.5.2.5.
Maintenance Training Plan The contractor shall provide a SATR Maintenance Training Plan based on the CDR approved configuration. The training plan will provide maintenance personnel with the necessary knowledge and skill to maintain the SATR. The contractor shall base the Training Plan on OPNAVINST 1500.57A and the SATR Life Cycle Sustainment Plan (LCSP). The contractor shall address the use of LPD in the Training Plan. The contractor shall provide Sharable Content Object Reference Model (SCORM) Compliant training modules as defined within the SCORM 2004 3rd Edition Conformance Requirements Version 1.0.
The contractor shall provide an updated Maintenance Training Plan to the Government IAW CDRL A047.
Maintenance Training Materials The contractor shall provide updated SATR Maintenance Training Materials based on the CDR approved configuration in compliance with the SATR Maintenance Training Plan.
The contractor shall provide an updated Maintenance Training Materials to the Government IAW CDRL A099.
Operator Training Materials The contractor shall provide an updated Operator Training Materials as presentation material to the Government IAW CDRL A099.
Training Course: Initial The contractor shall provide an initial Prototype radar maintenance and operation training course that trains personnel to operate and maintain the system in the field during Acceptance and Testing. The course will be completed at the contractor’s facility at least 90 days prior to delivery of the prototype units. The contractor shall plan for ten (10) total personnel to attend the course.
Training Course: Follow-on The contractor shall provide one radar operation and maintenance course (including training material) specific to the EDM radars before developmental testing of EDMs. This training shall emphasize the operation and maintenance tasks derived from the changes in the radar that were required to bring the standard production radar into compliance with the AN/SPN-50(V)1 SATR System Specification, as approved at the CDR. The training shall enable the trainees to operate and conduct field level maintenance of the system.
Training will be conducted at NAWCAD Webster Field with an expected class size of twenty (20) personnel.
Reliability Planning Reliability, Availability Maintainability and Integrated Diagnostics (RAMID) Program Plan The contractor shall develop and follow a RAMID Program Plan to ensure achievement of the performance requirements of the AN/SPN-50(V)1 SATR System Specification.
The program shall include a schedule with estimated start and completion points for each RAMID analysis and test task.
The contractor shall describe the iterative process as the system matures to identify actual (via testing) and potential (via analysis) sources or failures.
The plan shall also include the contractor's process for further effort spent on correcting these problem areas in the product design or manufacturing processes.
The plan must include a growth planning curve that addresses the following:
a) The amount of testing, test schedule and resources available for achieving the specification requirements.
b) Reliability growth planning curve as a function of test time, to grow the reliability to the specification value.
c) Predicted (inherent) Reliability that represents the reliability values that are predicted to assure that the reliability is "growable" to the specification value. The inherent reliability shall correspond to a value at least 125% of the reliability value in the specification.
d) Starting Point that represents an initial value of reliability for the newly manufactured hardware. Estimates of the starting point (initial to Repair Mean Time Between Failures (MTBF)) shall be derived from prior experience with the equipment or from historical data on similar equipment tested under similar environments.
e) Rate of growth depicted by the linear slope of the growth curve. The growth rate is governed by the amount of control, rigor, and efficiency by which failures are discovered, analyzed, and corrected through design and quality action. Rigorous test programs which foster the discovery of failures, coupled with management supported analysis and timely corrective action, will result in a faster growth rate and consequently less total test time.
f) The use of reliability growth testing shall identify failure modes and BIT anomalies, which if uncorrected could cause the equipment to exhibit unacceptable levels of reliability performance during operational usage. The contractor has the option of conducting a classical Reliability Development Test or a Highly Accelerated Life Test (HALT). The government reserves the right to witness the growth testing.
The contractor shall identify in the RAMID Program Plan the single designated individual responsible for the planning, implementation and evaluation of the RAMID Program Plan. This individual shall be delegated sufficient authority to effectively implement the Reliability, Availability Maintainability and Integrated Diagnostic Program Plan (RAMIDPP) and shall serve as the principle contact for the government for all R&M & BIT subject matters.
The contractor shall provide an updated RAMIDPP to the Government IAW CDRL A016 and CDRL A017.
Reliability Block Diagrams and Maintenance Models The contractor shall provide reliability block diagrams and maintenance models of the system, subsystem, and equipment. Reliability Block Diagrams and Maintenance Models shall be done for continuous operation under the appropriate shipboard environment for steady state worst-case conditions.
The contractor shall provide an updated Reliability Block Diagrams and Maintenance Models to the Government IAW CDRL A018.
Stress, Fatigue and Fracture Analysis The contractor shall provide an updated Stress, Fatigue, and Fracture Analysis report to the Government. The contractor shall update the Stress, Fatigue, and Fracture Analysis report when there is a hardware change. Within these analysis reports, the junction temperature of microcircuits and semiconductor devices under steady state worst case circuit operating and environmental conditions shall be discussed in detail. The operating environment for installed equipment shall also be identified in these analyses reports in terms of electrical, mechanical, and thermal stresses using NAVSEA TE000-AB-GTP-010 as a guide. This analysis shall verify that all parameter derating are compliant under the following conditions:
a) Steady state nominal ambient operating temperature and piece part stress.
b) Steady state worst case continuous ambient operating temperature and piece part stress IAW the AN/SPN-50(V)1 SATR System Specification.
c) Worst case shipboard ambient thermal environments at the extremes of the operating envelope e.g. (where the available cooling air from the Environmental Cooling System (ECS) may not be adequate for the system heat load). This analysis shall be completed prior to CDR and as part of the reliability prediction (Stress Analysis).
d) All non-compliances shall be identified for discussion at program and design reviews. The contractor shall provide a Stress, Fatigue and Fracture Analysis of the system, subsystem ,equipment IAW CDRL A019 and CDRL A007.
Reliability Prediction and Documentation of Supporting Data The contractor shall provide updated Reliability Prediction and Documentation of Supporting Data to the Government IAW CDRL A003.
Failed Item Analysis Report The contractor shall provide an updated Failed item Analysis Report to the Government which documents any failures, BIT anomalies and non-conformances experienced on all components, LRUs, Shop Repairable Unit (SRU) modules and end item articles during laboratory, qualification, R&M & BIT tests as wekk as demonstrations, incoming inspection, manufacturing and acceptance tests.
The contractor shall provide an updated Failed Item Analysis Report to the Government IAW CDRL A015.
Corrective Action Plan The contractor shall provide an updated Corrective Action Plan for every failure to the Government IAW CDRL A023.
Failure Summary and Analysis Report The contractor shall provide an updated Failure Summary and Analysis Report to the Government IAW CDRL A021.
Environmental Effects Analysis The contractor shall analyze the effect of the specified environments on reliability IAW the AN/SPN-50(V)1 SATR System Specification. The analysis shall establish the anticipated environmental levels for the equipment located in each zone and compartment. To the maximum extent possible, actual worst case operating temperatures, vibration, shock and field data shall be used for the applicable portions of this analysis. The Reliability program plan shall define how the environmental effects analysis will be performed and delivered.
The contractor shall provide an updated Environmental Effects Analysis to the Government IAW CDRL A021.
Failure Modes, Effect, and Criticality Analyses (FMECA) The contractor shall provide an updated FMECA on the SATR using MIL-STD-1629 tasks 101, 102 and 103 as a guide. The analysis shall be performed for all the mission profiles under worst case conditions.
The contractor shall provide an updated FMECA Report to the Government IAW CDRL A024.
Thermal Analysis and Survey The contractor shall provide an updated thermal analysis to ensure adequate application of parts derating, and the plan to conduct the thermal survey. The contractor shall conduct a thermal survey to verify the accuracy of the thermal analysis, derating analyses, and to determine stabilization time for reliability testing. The results of the thermal survey shall be coordinated to eliminate hot spots and derating non-conformances.
The contractor shall provide an updated Thermal Analysis and Survey Report to the Government IAW CDRL A025.
RAMID Testing Acceptance Testing The contractor is required to conduct Environmental Stress Screening (ESS) (failure-free temperature cycling, random vibration and functional tests) as a part of the reliability program to eliminate defective parts, workmanship defects, and other manufacturing problems. The contractor shall subject all electronic and electrical equipment to ESS testing as documented herein.
The contractor shall provide updated ESS testing procedures to the Government IAW CDRL A028.
Shock Qualification Testing The contractor shall provide an updated Shock Qualification Test Plan and a Shock Qualification Test Report to the Government to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and the procedures demonstrate that the system will satisfactory operate in the specified environment. The contractor shall provide updated Shock Qualification Test Plan and Shock Qualification Test Report when there are changes to the hardware.
The contractor shall provide an updated Shock Qualification Test Procedures to the Government IAW CDRL A009.
The contractor shall provide an updated Shock Qualification Test Report to the Government IAW CDRL A006.
Vibration Qualification Testing The contractor shall provide an updated Vibration Qualification Test Plan and a Vibration Qualification Test Report to the Government to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure when there is a hardware change. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide an updated Vibration Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide an updated Vibration Qualification Test Report to the Government IAW CDRL A006.
Humidity Qualification Testing The contractor shall develop and provide to the Government a Humidity Qualification Test Plan and a Humidity Qualification Test Report to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide an updated Humidity Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide an updated Humidity Qualification Test Report to the Government IAW CDRL A006.
Sand and Dust Qualification Testing The contractor shall develop and provide to the Government a Sand and Dust Qualification Test Plan and a Sand and Dust Qualification Test Report to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide updated a Sand and Dust Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide an updated Sand and Dust Qualification Test Report to the Government IAW CDRL A006.
R&M and BIT Monitoring To the extent needed for new developmental systems or design changes to existing systems, the contractor shall take the necessary steps to comply with organizational level R&M & BIT parameters on all systems and equipment required to meet the AN/SPN-50(V)1 SATR System Specification. The parameters shall include, but not be limited to, Mean Hours Between Failures (MHBF), Mission Reliability, Maintenance Manhours per Hour (MMH/H), Mean Hours Between Unscheduled Maintenance Actions (MHBUMA), Mean Time To Repair (MTTR), BIT fault detection rates, BIT fault isolation rates and BIT false alarm rates. A joint contractor and Navy Reliability and Maintainability Review Board (RMRB) shall determine the relevancy of the maintenance actions, failures, maintenance manhours expended and BIT indications. The contractor shall be responsible for correcting all deficiencies identified in the equipment during the test program and incorporating the necessary modifications into the SATR before Developmental Testing (DT).
Salt Atmosphere Qualification Testing The contractor shall provide an updated Government a Salt Atmosphere Qualification Test Plan and a Salt Atmosphere Qualification Test Report to the Government to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide an updated Salt Atmosphere Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide an updated Salt Atmosphere Qualification Test to the Government Report IAW CDRL A006.
Reliability Demonstration/Reliability Growth The contractor shall provide updated Government Reliability Demonstration/Reliability Growth procedures to the Government that shall be performed on equipment which is representative of the approved production configuration.
The contractor shall provide an updated Reliability Demonstration/Reliability Growth Test Procedure to the Government IAW CDRL A006.
The contractor shall provide an updated Reliability Demonstration/Reliability Growth Test Report to the Government IAW CDRL A008.
Ship Maneuvering Loads Qualification Testing The contractor shall provide an updated Government a Ship Maneuvering Loads Qualification Test Plan and a Ship Maneuvering Loads Qualification Test Report to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide an updated Ship Maneuvering Loads Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide an updated Ship Maneuvering Loads Qualification Test Report to the Government IAW CDRL A006.
Temperature Altitude Qualification Test The contractor shall provide an updated Government a Temperature Altitude Qualification Test Plan and a Temperature Altitude Qualification Test Report to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide an updated Temperature Altitude Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide updated test results to the Temperature Altitude Qualification Test Report to the Government IAW CDRL A006.
Rain Qualification Testing The contractor shall provide an updated Government a Rain Qualification Test Plan and document the results of the test in the Rain Qualification Test Report to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment.
The contractor shall provide an updated Rain Qualification Test Procedure to the Government IAW CDRL A009.
The contractor shall provide an updated Rain Qualification Test Report to the Government IAW CDRL A006.
Fungus Qualification Testing.
The contractor shall provide updated Government a Fungus Qualification Test Plan and Fungus Qualification Test Report to demonstrate the equipment will operate in the specified environment of the AN/SPN-50(V)1 SATR System Specification without failure. The plan shall provide sufficient detail to substantiate the test strategy and procedures demonstrate the system will satisfactory operate in the specified environment. Updated results of the Fungus Qualification test shall be provided in Fungus Qualification Test Report to the Government.
