SPN-50 Questions and Answers of 16 November 2015
1: CDRL A001 only details one submission “30 working days after installation/operational checkout of the SIL facility at Webster Field Annex” in Box 16 of the CDRL Form. This document is referenced three times in Section 4.1 of the SOW for CLINS 0001 and 0002 (Pre-
CDR Configuration non-compliance; Pre-CDR Configuration component info including size, weight, etcetera; and Pre-CDR Configuration installation documentation), however the
Frequency in Block 10 is listed as ONCE.
Question 1a: Does the government intend to group these as one submittal?
Answer 1a : No. See revised CDRL A001 per Amendment 0007.
Question 1b: What is the anticipated timeframe of the “installation/operational checkout of the
SIL facility at Webster Field Annex?”
Answer 1b: See paragraphs 4.1 and 4.2 of the SOW dated 16 November 2015.
2: CDRLs A003 and A007 are referenced in 4.1 (c) of the SOW for CLINS 0001 and 0002. The submission time for CDRLs A003 and A007 are 40 days and 60 days, respectively, prior to each
SETR event.
Question 2a: What SETR event is tied to CLINS 0001 and 0002 that would provide a timeframe for these CDRL submissions?
Answer 2a: No SETR events are tied to CLINS 0001 and 0002. See Section L, PART B
“Specific Instructions”, Vol. 1, “Integrated Master Schedule (IMS)”, Paragraph 1.1 for the timeframe of the SETR events.
Question 2b : Can we assume that since 4.1 (c) also references CDRL A086 which is due 30 days prior to each EDM delivery that we can also deliver CDRLs A003 and A007 at this time?
Answer 2b: See revised CDRL A003, A007, and A086 per Amendment 0007.
Question 3: Can the IMS not be considered against the page count in Volume 1, Technical
Proposal or can it be included as an attachment, similar to the supporting data? Since an electronic copy is provided, can a collapsed version hardcopy be included in Volume 1 if it is deemed part of the page count limitation?
Answer 3: The IMS will not be counted against the suggested limit of 100 pages for the
Technical Volume.
Question 4a: How will the Government verify that a model meets the requirements of SRD
Requirement (REQ) 8.2.1?
Answer 4a: The Government will evaluate the proposals in accordance with Section M of the
RFP. Any model proposed must comply with SRD REQ 8.2.1.
Question 4b: If no proposal response can satisfy this requirement, will the government make an award?
Answer 4b: The Government will evaluate the proposals in accordance with Section M of the
RFP.
5: Section 4.1 (e) of the SOW states that the "contractor shall provide operator and maintainer training to the Government personnel as defined in section 13.2." The only Pre-CDR applicable subsection of 13.2 is 13.2.1: Training Course: Pre-CDR. In the Government WBS, SOW section
13.2.1 is referenced under WBS 1.6.2 to be priced in CLIN0003.
Question 5: Should the preparation and execution of the Pre-CDR Training Course described in section 13.2.1 of the SOW be priced in CLIN0001/0002 or CLIN0003?
Answer 5: CLIN 0003.
6: In the WBS Cost Cross Reference Matrix in section 2.3.1.2 of the RFP, training (level 1.6) is divided into three sublevels, Equipment, Services, and Facilities. In level 1.6.1, Equipment, SOW paragraph 13.2.3 is cross-referenced, "Maintenance Training Materials." All other SOW training subsections including the Pre and Post CDR Training courses, Maintenance Training
Plan and the Operator Training Materials are cross-referenced to level 1.6.2, Services.
Question 6a: What maintenance training equipment is the Government anticipating to be provided as part of SOW section 13.2.3?
Answer 6a: Under SOW 13.2.1, the contractor is required to conduct training for 10 students and provide all necessary course material. (See WBS 1.6.2 in Amendment 0007)
Question 6b: Is it the Government's intention to only collect these equipment/material costs in level 1.6.1 of the WBS? If so, where do we propose the associated labor costs with developing and submitting the maintenance training material IAW CDRL A066?
Answer 6b: No. See revised WBS in Section L, PART B, “Specific Instructions”, Vol. 2, “Cost/Price Proposal”, Paragraph 2.3.1.2, “Summary of the Estimating Methodology” (See WBS
1.6.2) of Amendment 0007.
Question 7:. Will the government consider specifying the antenna gain at angles away from the main beam in terms of dB relative to the main beam vice relative to isotropic?
Answer 7: No. The antenna gain is specified in Isotropic to protect other nearby shipboard systems and to reduce the possibility of the SPN-50 interfering with nearby shipboard systems.
Question 8: Can the Government please confirm only the documents required in items 1 –7 are required for compliant submission of the Model Contract?
Answer 8: Under Section L, PART B, “Specific Instructions”, Vol. 2, “Cost/Price Proposal”, Paragraph 2.3.4, “Specific Instructions for Section 4 (Model Contract)”, the offeror shall provide items 1-7 which are listed.
9. Discussion: Section 7.5 of the SOW states that "The System Safety working group, E3/Spectrum Supportability, and Systems Engineering meetings shall initially be scheduled quarterly." Section 11.2 of the SOW states that "A kick-off SSWG shall be held 30 calendar days after contract award at the contractor's facilities. Subsequent SSWGs will be held prior to each major SETR event and Milestone during development, or no less than semi-annually."
