SPN-50 Questions and Answers
The following are industry questions and NAVAIR answers related to Request for Proposal (RFP) N00019-15-R-0081.
Note: The N00019-15-R-0081 RFP can be accessed at the following Federal Business Opportunities Website: https://www.fbo.gov/spg/DON/NAVAIR/N00019/N00019-15-R- 0081/listing.html
1. Question: Systems Requirement, REQ 8.2.1. Under the heading of Mean Time Between Operational Mission Failure, the system requirement document lists REQ 8.2.1 with a required MTBF value that is inconsistent with the associated explanation/rationale values cited for MTBOMF sys and an A0 KPP. Is the actual requirement for time between failures 21,120 MTBF or 4,400 MTBOMF? Please clarify MTBF value.
1. Answer: The contractor is required to meet a 21,120 hour MTBF prediction based upon Mil-HDBK-217 methodology.
2. Question: Would NAVAIR be willing to change requirement or accept alternate proposals to lower costs for what the current SRD specifications will require? Is NAVAIR willing to accept alternate proposals to lower costs?
2. Answer: The RFP identifies the Navy’s requirement. Alternate proposals shall NOT be accepted.
3. Question: Draft N00019-15-R-0081, Section I Contract Clauses 52.219-9 Small Business Subcontracting Plan and Section J. Section I cites the Small Business Subcontracting Plan in accordance with FAR 52.219-9. However, Section J suggests an attachment will be included at time of award, Comprehensive Subcontracting Plan. FAR 52.219-9 does not provide for Comprehensive Subcontracting Plan. However, DFARS
219.702 refers to Comprehensive Subcontracting Plans; but the test program expired on December 31, 2014. Will there be additional clauses included in the final RFP, and if so, will a comprehensive subcontracting be required? Please clarify the requirement for a subcontracting plan.
3. Answer: Small Business Subcontracting Plans will be addressed in the RFP. Large Business Offerors shall provide one of the following types of small business subcontracting plans: a Comprehensive Subcontracting Plan approved in accordance with DFARS 252.219-7004; a Master Small Business Subcontracting Plan with subcontracting goals applicable to the SPN-50 effort covered by this solicitation; OR an Individual Small Business Subcontracting Plan for the SPN-50 effort covered by this solicitation. If the offeror provides either a Master Small Business Subcontracting Plan with subcontracting goals applicable to the SPN-50 effort covered by this solicitation or an Individual Small Business Subcontracting Plan for the SPN-50 effort covered by this solicitation, this plan shall be prepared in accordance with the provisions of FAR 19.704 and DFARS 219.704. The successful Offeror’s approved Subcontracting Plan will be incorporated into the contract.
4. Question: Section 1 of the Draft SOW states the intention is for two standard production radars to be provided in the TMRR phase, while Section 4.1.1 calls for delivery of two fully compliant radars and then cites an extensive list of information about the delivered product delivering an in-production radar via an established program could avoid additional start-up costs and avoid pricing unnecessary management processes. If an in-production radar is identified that could be used for the AN/SPN(V)1 program and it is already being provided to the U.S. Navy in another program, could NAVAIR procure that radar via the other Navy program to take advantage of information already procured? Could NAVAIR procure the radar via another Navy program to take advantage of information already procured?
4. Answer: The RFP will address the items that NAVAIR intends to procure under the resulting contract. There is no intent to procure hardware via another Navy program.
5. Question: Is consideration being given to changing the frequency band back to S-band rather than C-band?
5. Answer: The RFP will require use of the C-band.
6. Question: Due to the potential change in the frequency band, will the Government consider an RFP release date in October 2015?
6. Answer: The program schedule has slipped since the 17-18 March 2015 Industry Day. The RFP can be accessed at the link identified above.
7. Question: Is it possible for the Government to extend the delivery schedules for the
TMMR Prototypes 1 and 2 to 15 months and 18 months After Receipt of Order (ARO) respectively and, if not, will the Government consider a different development schedule that meets the same EMD timeframe stated in the Draft RFP?
7. Answer: To clarify, the Government is not procuring prototypes. The Government intends to procure EDM hardware in a pre-Critical Design Review configuration. Please review the required delivery schedule in the RFP upon its release.
