General Questions Solicitation N00019-14-R-0018
T-34/44/6 CLS
Q# QUESTION ANSWER
PWS 5.18.3 states “The Contractor shall provide engineering and technical services for the T-34/T-44 aircraft. PWS 3.2 states “The
Government does not own a complete package of data or drawings for the T-34/T-44/T-6 aircraft. The Government will make available any T-34/T-44/T-6 data and drawings to which the
Government has rights and the Contractor cannot access.”
a. Please verify that all bidders are to include Hawker Beechcraft data licensing costs which include a one-time royalty fee and annual fees based on the number of aircraft being serviced with the engineering data package (that number being the total number of T-34/T-44 on the program at the beginning of each year).
b. Please identify which CLIN(s) bidders are to include these substantial costs.
It is at the Offeror's discretion how to meet the contract requirements.
Regarding CLIN 0008AA, AB & CLIN 0025AA & AB for T-34/T44 engineering services, analysis & investigations:
The engineering services and drawings provided by the aircraft
OEM (Beechcraft,) are considered to be the intellectual property
(IP) of the OEM, and therefore IP charges can be passed on to the
Contractor or Government based on their use. In the event that
OEM technical support is required, will the Contractor be communicating directly with the OEM and paying these IP charges
(and thus including it in the proposal), or does NAVAIR already have an IP agreement with the OEM and will the Contractor receive engineering technical support via the NAVAIR (FST engineering)?
It is the Offeror's responsibility to meet the contract requirements
(see response to Question #89).
The slides presented yesterday request that Contractors use the
“Round Down” function, but the solicitation requests that
Contractors use the “Round” function. Which function should
Contractors use?
Please follow the solicitation instructions and use the "Round" function in Excel as specified. The presentation slide referenced the incorrect function.
