The Government does not intend to provide an extension to the 3 March 2014 proposal due date provided in the solicitation.

Does NAVAIR intend to remove OPNAVINST 5100.23 from the required instructions based on 0105

b. and c.

Reference:

0105. Applicability

b. The provisions of this manual do not apply to Navy contractors, except for the following:

(1) Situations in which the United States, by admiralty law or other law, is responsible for contractor employee injury compensation; and

(2) Situations where the Navy exercises statutory authority for safety and health and, as a result, the OSH Act does not directly apply.

c. Where the safety and health of the contractor's employees are affected, the contractor is responsible directly to the DOL's OSHA or appropriate state office where OSHA has approved a state plan.

RFP H-1 A, 2.1.2: What source guidance is used to apply decrementation/penalty to the Safety &

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

Competition Library. a. There is no T-34 or T-44 data bidder can use for manpower analysis. Please provide T-34 and T-44 workload data for each MOD and each satellite site.

The Government assumes "MOD" was a typograhical error and the acronym

"MOB" was intended. The only maintenance history available to the

Government is located on the Competition Library under the T34 Page, Aircraft

Data Tab. The file names are: "T34_44 Maintenance Requirements Sample

Data Jan 2014"; "T-34 and T-44 MCB Analysis Final Report Appendix A-C-

20100427," "T-34 and T-44 MCB Analysis Final Report-20100427" and "T-34 T-

44 O and A Summary Analysis." This data, along with the maintenance publications and T-6 historical maintenance data, was utilized to develop the independent Government estimate of the manning requirements. The

Government intends to load a copy of the Government estimate to the competition library on 17 Feb 2014. This data will be provided for guidance only. The acceptability and degree of risk of the offeror's manning will be based on the overall proposed technical approach and substantiation. The

Government intends to host a teleconference on 18 Feb 2014 to walk potential offerors through the process used to develop the Government manning estimate. Additional information regarding this teleconference will be posted to

FedBizOpps.

Competition Library. b. Please provide updated information for the T34 divestiture tables and the

T-6 standup tables so bidders can use the most current projections in staffing determinations.

Updated T-34 divestiture and T-6 delivery schedules were uploaded to the competition library in December 2013 and again on 28 January 2014 at the following location: T-34 page, Aircraft Data tab.

Competition Library. c. The T-6B maintenance data for NASWF is difficult to assess unless the information is associated with a number of aircraft. Please provide by month the number of T-6B aircraft that were on site for FY10, FY11, FY12, FY13, and FY14 to date with the associated maintenance data. This will also entail updating the maintenance data in the AV-3M and T-6A and

T-6B maintenance data XX years Excel spreadsheets.

This data has been uploaded to the Competition Library on the T-6 Page under the AV3M Tab. They contain the tail numbers and associated data for each month of FY10-FY14. Data was uploaded for all three sites. Titles of files are:

"Maint 5 ATQA Pensacola 1OCT09-5 Feb14", "Maint 5 ATQB Whiting Field

1OCT09-5 Feb14" and"Maint 5 ATQB Corpus Christi 1OCT09-5 Feb14".

Competition Library. d. Please provide for the T-34/44/6 competition library (by site) the same type of deckplate data that was provided in the T-45 library. Specifically the same data provided in the following T-45 files:

i. ML_1_Man_Hours (by site and by year)

ii. MAINT_5 (by site and by year)

iii. MAINT_6_Level 2 (by site and by year)

This data was uploaded to the competition library for T-6 in January 2014. It can be located on the T-34 page under the Aircraft Data tab. This data is not available for T-34/44.

PWS Pg 4, para 2, note (2) states the requirement to provide on-site support personnel physically located at NAS Fallon. Since there are no aircraft assigned to NAS Fallon, please provide data that allows bidders to determine the numbers and skill levels of personnel to be assigned and the number of man-hours required to meet this requirement.

Information regarding flight hours and historical maintenance for NAS Fallon is provided in the competition library on the T-34 page, under the Aircraft Data tab; the file is titled "Fallon_Estimated Historical T-34_24july2012.". Offerors are responsible for determining numbers and skill levels.

PWS Pg. 9 para 5.1.4.1 states” The first 25 man-hours per aircraft per newly issued and proposed

TDs, IOSs and MEDs shall be covered by fixed aircraft maintenance.” PWS Pg 40, para 5.18.2.1.1 states “The first 25 man-hours per aircraft per each newly issued and proposed TD, IOS and MEDs shall be covered by fixed aircraft maintenance. Subsequent man hours per TD, IOS, and MEDs shall be considered conditional maintenance/over and above work.” In order to provide proper staffing levels, bidders need to understand the estimated workloads for up to 25 man-hours. a. Please provide historic data for the annual number of man-hours the contractor expended that were covered in the firm fixed price due to the work being the first 25 man-hours per aircraft per each newly issued and proposed TD, IOS and MEDs. b. If historic data is not available, please provide government estimates for each proposal year by T/M/S for the program wide number of hours the contractor is expected to include as part of the firm fixed price submission.

This estimate should be developed by the offerors utilizing the TDs, IOSs and

MEDs that are on the competition library for the T-34/44/6 platforms. The directives provide estimated hours for the tasks.

PWS Page 11, para 5.2.6 stated “The Contractor shall provide, utilize, and maintain all motorized T-

34/T-44/T-6 Vehicles and Material Handling Equipment (MHE) required for the execution of this contract to include forklifts, pallet jacks, golf carts, etc.” Please identify the types and numbers of vehicles and MHE currently used on the contract.

The type and number of contractor furnished equipment is proprietary to the incumbent. A list of Government furnished equipment is provided in

Attachments 23, 29, 30, 31, and 32.

PWS Page 16, para 5.5 T-34/T-44 Propeller Overhaul. a. Please provide the part numbers for the propellers used for both the T-34 and the T-44. b. Please provide the number of Government provided spare propellers for each type of aircraft.

The T-34/44 propeller part numbers and spares on hand for T-34/44 propellers have been uploaded to the competition library under both the T-34 and T-44 pages under the "Logistics" Tab.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

9, Applicable Documents. The Contractor’s MIS shall provide material management information for controlling, accounting, acquisition, inventorying, receiving, shelf-life management and disposition of T-44/T-34 Repair Parts/Consumables and Other Government Furnished Property.

The Contractor shall ensure the MIS contains the data elements IAW FAR 52.245-1 (Records of

Government Property). a. Will the Government provide existing data in electronic format (i.e., Excel, comma delimited, etc.) to import into the Contractor’s MIS for implementation purposes?

OR/AND b. Will the Contractor have access to incumbent’s existing MIS data that can be exported in electronic format (i.e., Excel, comma delimited, etc.) to import the data into the Contractor’s new MIS for implementation purposes?

The Government will provide existing maintenance, supply and flight information from the incumbent’s MIS in Microsoft Excel format.

PWS Pg 26, para 5.11.22.2 states “The Contractor shall transition T-44 data to Naval Aviation

Logistics Command Management Information System (NALCOMIS) Optimized Organizational

Maintenance Activity (OOMA)/Optimized Intermediate Maintenance Activity (OIMA) upon notification from the ACO.” In order for bidders to be able to properly staff at NASCC, bidders need to understand the Government’s estimated level of effort in terms of man hours needed to upload the data into NALCOMIS. a. Please provide estimated level of effort in terms of man hours needed to upload the data into NALCOMIS. b. Please provide the estimated timeframe when this changeover is to occur.

The initial transition of maintenance data from the contractor's MIS to

NALCOMIS will be performed by the Government. The estimated transition date is 4Q FY14.

RFP Pg 245, CLINs 0X14, 0X31, and 0X45 states “The contractor shall comply with the requirements specified in Sections 5.6.16 through 5.6.16.9 of the PWS. These CLIN/SLINs cover the premium price not already included in the Fixed Aircraft Maintenance and Flight-Hour Generated

Maintenance CLIN/SLIN prices. See C-2, CLINs 0X38 and 0X40, for T-6 Detachment Support at NAS

Pensacola.” Please clarify what the Government means by the term “premium price”. Does this include labor only costs such as overtime? Does this include travel and per diem costs?

Premium price includes labor hours not included in aircraft fixed maintenance and flight hour generated costs already proposed within fixed maintenance and flight hour generated maintenance CLINs.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

RFP Attachment L-8 CLINs 0X14, 0X31, and 0X45 shows SLINS for Detachment

Mobilization/Demobilization. a. Please define the elements of this SLIN. b.Please clarify how the estimated quantities are associated with the actual detachment SLINs. For example, the quantity for SLIN 0014AC (2) matches the quantities for 0014AA(1) and AB (1). The quantities for SLIN

0031AF (4) does not match The sum of all SLINs 0031AA-AE (5).

The SLINs are independent of each other. The maximum number of detachments for a T-34 aircraft in the base period is 2. The maximum number of detachments for a T-44/6 aircraft for each period is 4. Therefore, a quantity of either 2 or 4 is listed for Detachment Mobilization/Demobilization SLINs. The composition of the maximum number of detachments is as ordered by the ACO.

RFP Attachment 105, CBA NASCC has an expiration date of June 24, 2012. a. Please provide the current CBA.

CBA and CBA MOU/MOA documents were updated by Amendment 0001.

RFP Section B and Attachment L-8 only provide data for T-34 satellite maintenance in the Base

Year. There is no satellite site CLIN information for the option years which does not match the

PWS requirement. Attachment 66 provided old flight hour data that needs to be updated for the new contract period of performance. Flight hour data is just one of several cell that are missing data for the satellite sites (engine and propeller overhauls, …) a. Please clarify the requirement for T-34 satellite support for the option years.

T-34 satellite site maintenance is only required in the base period. The flight hour forecast beyond FY15 will be removed from PWS Enclosure 11

(Attachment 66) by Amendment.

RFP Section B. The definitions of certain SLINs included Price Attachment L-8 are inconsistent from period to period. Please consider changing the definitions to incorporate consistency in the numbering scheme from period to period. The following changes in the SLIN structure definitions are recommended:

Beginning in OY1 the SLINs number of aircraft per month be made consistent with the Base Year definitions as follows:

Current SLIN Proposed SLIN Definition

0039AA 0039AC A/C Range 81-90 (aircraft per month)

0039AB 0039AD A/C Range 91-98 (aircraft per month)

0039AC 0039AE A/C Range 99-110 (aircraft per month)

The SLIN numbering associated with various quantities of “Sortie Days” at NAS Corpus Christi be standardized from period to period as follows:

Current SLIN Proposed SLIN Definition

0044AH 0044AH 100 Sortie day, NAS Corpus Christi

0044AH & 0044AJ 0044AJ 50 Sortie day, NAS Corpus Christi

0044AJ & 0044AK 0044AK 25 Sortie day, NAS Corpus Christi

0044AK 0044AL 10 Sortie day, NAS Corpus Christi

The referenced Section B SLIN nomenclature and quantities are intentional and correct as listed.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

RFP Page 314, Section L-1, Part A, 2.0 states that “All pages should be numbered with volume, paragraph, and page numbers.” What paragraph number should be used if multiple paragraph numbers on the same page? Recommend the requirement for paragraph number be changed to major section number (i.e. X.X) per Table Gen Inst 4 Cross Reference Matrix.

It is sufficient to provide the volume and the page number. Section L was revised by Amendment 0001 to reflect this change.

RFP Page 325, Section L-1, Part B, 2.0 states that Attachments L-2, L-3 and L-4 are utilized to provide information for this volume (2). Are these attachments part of the suggested page count specified in Table Gen Inst 2 Proposal Structure? Recommend that they are not part of the page count.

L-2 (Annex A Manning), L-3 (Annex B Labor Hours for Data Requirements), and L-

4 (Table T-1 Small Business Goals (or Annex D)) result in annexes, which are not considered as part of the page count.

3.0 Proposal Content and Volume states "Suggested page counts for each volume, if any, are also specified in Table Gen Inst 2 (Proposal Structure). The title and table of contents pages are not included in the suggested page count.

Annexes do not have suggested page counts."
