QUESTION ANSWER
Does the Government Manpower Estimate take performance standards into consideration?
The Government estimate does take into consideration the performance standards, including the number of Ready For
Production (RFP) aircraft required.
How were infrastructure and layout at each MOB considered on the
Government Manpower Estimate?
The Government looked at the physical layout of hangars, the number of personnel requiring supervision, and the location of the hangars to each other and to the flight line.
What were the factors that were used to compute the productive man year of 2080 and 1740 hours on the Government Manpower Estimate?
The 2080 productive man-year assumed a 40 hour week, 52 weeks. The 1740 productive man-year was calculated IAW the
Navy Standard Work Week for civilian personnel ashore
(excluding training, leave, service diversion, and holidays) per
OPNAVINST 1000.16K.
Will the government share the scheduled maintenance man hour per task data used by the Delphi groups, and WBB studies…especially for T-
34/44?
The WBB study is located in the competition library. The
Government will not share the Delphi group data.
What was the “Unscheduled Maintenance to Flight Hour” ratio in the
Government Manpower Estimate?
The Government will not provide the “Unscheduled
Maintenance to Flight Hour” ratio in the Government
Manpower Estimate.
How did the Government Manpower Estimate take into account the first
25 hours of labor to accomplish TCTO’s (TDs) required on the T-6B?
The Government manning model team looked at the total hours needed to perform the task. We did not allocate those tasks to a CLIN.
How did the Government derive their productive hours (2080 for salary, 1740 for CBA), and what assumptions were made?
See answer to Question 74.
N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES
Regarding Clause G-2 invoicing instructions, Contractor-Added Indirect
Costs/Burdens: If the Contractor is proposing “Contractor-Added
Indirect Costs/Burdens” that vary by year, how would the Government like the Contractor to format their response in the Model Contract? Shall we expand the table to list each the percentage for calendar year, shall we only include the highest value, or shall we reference the corresponding pricing sheet?
The Government will correct the Clause G-2 Tables in an upcoming Amendment.
During the call the Government mentioned that a WBB study was used for unscheduled maintenance analysis. Is this study available for contractor review?
The WBB study used to suppport the manning estimate was placed in the competition library concurrently with the Draft
RFP release.
Does the manning analysis take into consideration the following?
a. The Govt requirement to provide full maintenance on Saturday? PWS
5.6.11
b. Detachment support while performing maintenance at the MOBs?
c. The requirement to send maintenance personnel out to recover the many cross country aircraft stranded across the country?
a. The manning model does take into account launch and recovery and full maintenance on Saturday.
b.&c. The model does not take into account the risk associated with lost manning efficiencies due to the need to support detachments or to send maintenance personnel to recover cross country aircraft.
In the brief, NAVAIR stated that the T-34 and T-44 manning data was derived in large part from the WBB Final Report. Page 8 of the report, prior to para 3.1.3, states that "...the database provided, at best, has about 58% of the T-44/T-34 NASCC data and about 90% of the T-34
NASWF data. As a result, we believe the total maintenance effort analyzed for the O & I level maintenance portion of this report may be understated. "
a. Was an adjustment made to account for the understated data when determining the Government Manning estimate discussed today?
No adjustment was made.
Per Section L, 2.0: “Each volume, book, or annex shall be provided separately in a 3-ring binder. The binders should be of an appropriate thickness for the number of pages it contains (e.g., a 30-page book should not be placed in a 2-inch binder).” Will the Government consider allowing contractors to submit Annexes with low page counts in the same volume/binder as other volumes, if clearly noted, in order to comply with the second sentence of the above referenced section? This is especially relevant to Annex B, as the Labor Hour for Data
Requirements worksheet is less than 5 pages in length, and even a ½ inch binder seems large for this Annex.
The Government will not revise the requirements for binders in
Section L, 2.0.
The L-11 attachment only includes T-6 and T-44 model types. Please confirm there is no reporting requirement for T-34.
That is correct. There is no reporting requirement for T-34 aircraft in
Attachment L-11.
Are we free to modify the completed RDT and CSDR plan tabs or are the prepopulated tabs requirements for reporting?
The pre-populated tabs included in Attachment L-11 are the
RDT and CSDR requirements for reporting and should not be modified.
Other than the completed L-11 are there any other requirements to be submitted related to the CSDR (i.e. accompanying narrative)?
There are no other requirements related to CSDR other than
Attachment L-11.
Ref: Section B and Att_L-8. There is a series of inconsistencies between
Section B of the RFP and Attachment L-8 of the RFP. In multiple circumstances, the estimated quantity in L-8 has trailing digits in the
EXCEL cells while the corresponding quantity in Section B are whole numbers. This occurs in CLIN 0002, 0005, 0006, 0010, 0021, 0023, 0027, 0028, and 0040.
a. Does Section B take precedence over Attachment L-8 in the RFP?
b. Will an Amendment be forthcoming correcting attachment L-8 to match Section B?
Attachment L-8 will be revised in a forthcoming Amendment.
From the discussion today, it appears that the Govt Manning estimate is based only on the time to perform the specific work to complete individual tasks, much like the time on MRCs. Please confirm that the
Govt analysis also accounts for the time to perform:
a. . Transit from shop to aircraft (in hangar, on the flight line) and back
b. Set- up and clean up on either end of a work assignment
c. NALCOMIS data entry
The Government analysis accounts for the tasks listed under a. ,
b. , and c.
File details come from the government source that posted it. Updated .
