QUESTION ANSWER

RFP Attachments 23-39 and Attachments 44-47. Page 298-299 (table inserted under clause 5252.245-9500 Government Property for the Performance of This

Contract (NAVAIR) (May 2012). Also, reference the Solicitation Clause 45-201.

a. Is it the Governments’ intention to include all of the required data elements (to enable the contractor to create compliant property records in accordance with 52-

245-1) on updated GFP attachments at award? (Required data elements Site, Location, Manufacturer Part Number, NSN, Serial Number, Description, Model, UID Identifier, Quantity, UOM, Acquisition, Cost-Actual or estimated indicator, Condition Code.)

Immediately after contract award, the Government will update attachments with missing data.

RFP Clause 52-245-1 Alt I – “Alternate I (Aug 2010). As prescribed in 45.107(a)(2), substitute the following for paragraph (h)(1) of the basic clause: (h)(1) The

Contractor assumes the risk of, and shall be responsible for, any loss, theft, damage or destruction of Government property upon its delivery to the Contractor as Government-furnished property. However, the Contractor is not responsible for reasonable wear and tear to Government property or for Government property properly consumed in performing this contract.”

a. Is it the Governments’ intention to increase the cost of the contract by including the Alt 1 clause?

The Government has determined that 52.245-1 Alt I is the proper clause for this requirement.

RFP page 326, Section 3.0: Proposal Content and Volumes states in Table Gen Inst

2 Proposal Structure, on page 327, the suggested page count for the Past

Performance Volume is 60 pages. RFP page 341, Section 3.3a. Relevancy, fourth sentence states “Within the comparative analysis, Offerors should identify the relevant portions (sections, paragraphs and page numbers) of the referenced contract’s SOW/PWS to clearly identify how past tasks performed are similar to this solicitation’s requirements.”

Would the Government consider excluding from page count any Table T-2 information included in Section 2.8 Experience, on page 337, as part of the

Technical Volume.

Table T-2 Experience will not be considered part of the suggested page count.

A. RFP page 326, Section 3.0: Proposal Content and Volumes states in Table Gen

Inst 2 Proposal Structure, on page 327, the suggested page count for the Past

Performance Volume is 60 pages.” RFP page 341, Section 3.3 a. Relevancy, fourth sentence states “Within the comparative analysis, Offerors should identify the relevant portions (sections, paragraphs and page numbers) of the referenced contract’s SOW/PWS to clearly identify how past tasks performed are similar to this solicitation’s requirements.”

B. RFP page 326, Paragraph 3.0: Proposal Content and Volumes states in Table

Gen Inst 2 Proposal Structure, on page 327, the suggested page count for the Past

Performance Volume is 60 pages. RFP page 338, first paragraph of Section 3.2 states “For each contract identified for past performance in Table ES-2 (Relevant

Contract Summary) provided in L-1 (Executive Summary Tables), the Offeror shall complete L-7 Table PP-1 (Past Performance Contract Data), following the instructions provided within the attachment and submit it within this section and as a separate electronic file”

Would the Government consider including the Comparative Analysis Table in

Annex E and excluding this Comparative Analysis Table from the page count limitation?

1. No, the Government will not consider having the comparative analysis as part of the Annex E submission. The Government is requesting all detailed information and comparative analysis of the past performance references to this solicitation’s requirements in Volume 3 (Past Performance), Section 3.3

(Evaluation), of the Offeror’s proposal. However, the Government will exclude the comparative analysis as part of the suggested page count.

2. The Government is not requiring a comparative analysis in table format in response to Volume 3 Past Performance; the offeror may respond in any format preferred.

3. Within the comparative analysis, the Government is requesting a reference

(section, paragraph, and page) of the relevant portions of the SOWs/PWSs provided in Annex E so that the information within Annex E may be accessed quickly. The Government is not requesting the SOW/PWS sections within

Volume 3 Past Performance.

4. The Government is asking for complete electronic copies of final versions of previous SOW/PWSs in Annex E. Annexes do not have suggested page counts.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

RFP page 326, Section 3.0: Proposal Content and Volumes states in Table Gen Inst

2 Proposal Structure, on page 327, the suggested page count for the Past

Performance Volume is 60 pages. RFP page 338, first paragraph of Section 3.2, Relevant Contract Data, states “For each contract identified for past performance in Table ES-2 (Relevant Contract Summary) provided in L-1 (Executive Summary

Tables), the Offeror shall complete L-7 Table PP-1 (Past Performance Contract

Data), following the instructions provided within the attachment and submit it within this section and as a separate electronic file”

Would the Government consider excluding from page count any table depicting

Comparative Analysis of referenced contract’s SOW/PWS tasks and this solicitation’s requirements in the Past Performance Volume?

The comparative analysis in past performance will not be counted toward the suggested page count. The comparative analyis may be provided in the offeror's preferred format.

Will the Government provide reimbursement for NAMP training? If not, please advise as to the cost and duration of training.

The Government will not provide reimbursement for NAMP training. The estimated cost and duration of training are available on the competition library.

How long does NAVAIR require Contractor to provide Material Management post-divestiture (T-34) after the Base Year of the contract?

PWS paragraphs 5.9, 5.12.4, 5.12.5.1, 5.13.1, 5.13.5, 5.13.6 and 5.19.3.1 outline specifics concerning inventory and capacity management to meet need. During the base the government expects a continuation of the current material management requirements to the extent material levels are reduced to only those needed to support the T-34 aircraft quantities identified in Section B the contract. The government does not anticipate a need for extending a T-34

Material Management requirement after the base year.

Is the CSDR a necessary requirement for this contract? As this contract is a services contract with mainly FFP CLINs and CBA employees, a CSDR (DD1921) does not seem like the best fit for reporting structure as the majority of the information contained in this report is covered by existing reports.

CSDR Reporting is an Office of the Secretary of Defense (OSD) mandate.

For CDRL A045, was it the Government’s intention to change the due date in block

13 to EOM + 5 days? This requirement has been EOM + 15 days in the past.

CDRL A045 should have EOM + 15 days instead of +5 days. This CDRL will be corrected by RFP amendment.

CDRL A052 and A056 appear be duplicative and include the same information covered under A053, please clarify. A052 requires reporting of stock level adjustment, yet stock level adjustments require pre-approval via CDRL A056. Does

CDRL A056 supersede A052?

CDRL A052 is the Inventory Stock Level Adjustment report and is required after completion of stock level calculations. CDRL A056 Requisitioned GFP and

Scheduled GFP and is an OSD requirement. A053 is the Property management

Plan required by FAR 52.245-1. The CDRLs require separate reporting requirements with different information/data. Stock level adjustments do not require pre-approval by the Government. CDRL A052 is required after stock level adjustments are completed. CDRL A056 and CDRL A052 are two separate reporting requirements and require different data/information.

Please confirm if CDRL A050 is a requirement, as the information contained in this report is redundant (also reported in A027).

CDRL A050 is a requirement and reports NALCOMIS excess on hand and excess on order. CDRL A050 and CDRL A027 require different data/information and are not redundant.

Please confirm if CDRL A054 is a requirement, as the information contained in this report is redundant (also reported in A051).

CDRL A054 reports inventory accuracy results for NALCOMIS repairables, consumables, shelf-life and Awaiting Parts material. A051 is the annual inventory plan submitted to the Government. These CDRLs are not redundant and require separate information/data.

• Line 15 JCN is not always available at time unit declared BER

• Line 16 allowance data not relevant to report of BER items

• Line 17 quantity on hand not relevant to report of BER items.

• Line 18 number in repair cycle not relevant to report of BER items.

• Line 19 quantity on order not relevant to report of BER items.

• Line 20 SM&R code not relevant to report of BER items.

Prior to submitting 1428 data into PCARRS, the CNATRA PA will approve the BER request. Data in Line 15 -20 is required for review prior to approving a BER request. Therefore, data is relevant, and the Government requires the submission of the data.

Which system manages T-34/44 common parts? (Ref: PWS paragraphs 5.11.1.1;

5.11.2.2.2)

The contractor will need to separately manage T-34 parts under the MIS and T-

44 parts under NALCOMIS.

Will NALCOMIS be used for part procurement? (Ref: PWS paragraph 5.11.5;

5.11.6)

NALCOMIS will be used for requisitioning NSN items. For replacement of Non-

NSN items the requisition will be built in NALCOMIS. However, the Contractor must use its own acquisition procedures for Non-NSN items.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

Does this relieve the government of responsibility to provide DET Server while on detachments? (Ref: PWS paragraph 5.11.12)

Servers will be provided by the Government to support detachments; however, they are the custody of CNATRA N6.

If approval delays impact metric performance, will the government provide metric relief? (Ref: PWS paragraph 5.12.4)

New procurement of items not previously listed in the Government Furnished

Property List will not impact the supply metrics.

Please provide clarification. This section initially states that when directed by the

ACO we shall provide parts to FRCSE/SW, but later in the paragraph it states that we will accept FRCSE/SW supply requests to initiate the ordering of parts and material. (Ref: PWS paragraph 5.12.4.5)

The final solicitation, released 30 January 2014, revised PWS paragraph 5.12.4.5 to correct the disconnect with PWS paragraphs 5.12.4.1 and 5.12.4.2.

Please provide clarification regarding "as required by the CNATRA PA". What is the estimated frequency? (Ref: PWS paragraph 5.13.1)

The PWS paragraph 5.13.1 was updated as part of the final solicitation released

30 January 2014 to remove the statement “as required by the CNATRA PA.”

Please provide clarification (Ref: PWS paragraph 5.13.11) This question requests clarification of standards with respect to PWS Paragraph

5.13.11. Enclosure 9 lists the applicable Navy policies and manuals for Shore

Supply Management.

Please provide clarification. This section states that CNATRA PA approval is required prior to shipping items off-site for repair when on-site repair capabilities exist, yet section 5.3.1.2 states that On- or Off-site repair is at the discretion of the contractor. (Ref: PWS paragraph 5.13.18)

There is no disconnect. If the contractor’s current On Site Component List identifies the item as an On-site repair repairable (which is approved by the

Government), and if the contractor wants to change the repair strategy for the item to an off-site repaired item, it requires CNATRA PA approval IAW A049.

Will COMBS-managed inventory be part of section 15.4 requirements? (Ref: PWS paragraph 5.13.4)

COMBS inventory will not be part of the physical inventory required in PWS Para.

5.13.4.

Please clarify disposal requirements of scrapped T-6 COMBS provided material.

(Ref: PWS paragraph 5.13.19)

When the T-6 COMBS contractor issues material (i.e. tires, batteries, etc.) to the

CLS contractor, the CLS contractor shall be responsible for disposal of the material.

Who will deliver scrap material/components to NASP or Eglin for disposition?

(Ref: PWS paragraph 5.13.19)

The contractor is responsible for the delivery of items to the disposal site.

Clarification of this requirement was provided in the final solicitation released 30

January 2014.

Please confirm - do these requirements apply to T-44 as well? (Ref: PWS paragraph 5.14.19)

The Government will perform all of the T-44 FCF flights. The final solicitation released 30 January 2014 revised PWS Paragraph 5.6.16.7 to remove requirement to perform “T-44” Functional Check Flights.

"The Contractor shall provide a minimum of two (2) qualified pilots at NASP, five

(5) at NASCC, and six (6) at NASWF to perform FCF’s, ferry flights or aircraft recoveries." Please advise if this is a recommendation or a requirement? (Ref:

PWS paragraph 5.14.19)

This is a requirement, not a recommendation.

"The Contractor shall ensure filters are changed and ventilation fans are cleaned

IAW OEM recommended frequency to ensure proper operation of the paint booths." Is the contractor responsible for confirming that this SOW is executed, or is the contractor responsible for the actual execution?

(Ref: PWS paragraph 5.16.2.3)

The final solicitation, released 30 January 2014, revised PWS Paragraph 5.16.2.3 to clarify the contractor's responsibility to conduct the ventilation surveys, change filters and clean ventilation fans.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

"The Contractor shall not be penalized in the PMF for these aircraft that are in excess of the band RFP requirement." Please clarify the impact to the subsequent flight bands. (Ref: PWS paragraph 5.6.13)

In event we adjust the aircraft required in the DFS for inclement weather such that it is in excess of the PWS band requirements (e.g., pull aircraft from a later band into an earlier band in excess of the PWS band requirement to avoid inclement weather expected in afternoon) and the contractor is unable to meet the adjusted (excess) band requested, they will not be penalized for not meeting the adjusted requirement in excess of the band.

Will the Plane Captain only assist in these activities (aircrew with strap-in/hook-up, post flight, recovery and parking of aircraft), or is s/he required to perform them?

Is the Plane Captain required to be at the aircraft when the aircrew arrive, and must the Plane Captain remain with the aircrew at the aircraft during Postflight?

(Ref: PWS paragraph 5.6.2)

The Plane Captain shall assist with these activities and shall be present at the aircraft when the aircrew arrive and during postflight.

Please clarify metric requirements. The activities surrounding a Quick Turn are a shared requirement by the Government and the Contractor; metric requirements should not be the sole requirement of the contractor. (Ref: PWS paragraph 5.6.2)

If Government causes delays that prevent the contractor from meeting metrics, they should be brought to the attention of the CNATRA DET for reconciliation.

Please advise if QCR staffing numbers are a recommendation or a requirement?

(Ref: PWS paragraph 5.7.3.2)

This is a requirement.

Will oxygen and nitrogen be provided at NAS Whiting Field as well? (Ref: PWS paragraph 7.2.22)

This support shall only be provided by NAS Pensacola.

Reference: RFP Section B, ALL T-34 CLINs, ALL Option Periods

Discussion: All T-34 CLINs, to include satellite sites, are reserved in all option periods. Question: Is it the government’s intent that all satellite site maintenance, conditional repairs and parts support will cease to exist starting in Option Period

1?

Yes, it the Government’s intent that all satellite site maintenance, conditional repairs and parts support will cease to exist starting in Option Period 1.

Reference: RFP Section L, Part B, Paragraph 2.5.e … Describe qualification requirements that are used in hiring for each labor category. Qualification descriptions should include experience, education, training, and certification/re-certification requirements.

Discussion: To adequately describe the qualification requirements (experience, education, training and certification/recertification) used in hiring each labor category would require a position description of 1 – 2 pages for each labor category. Question: Based upon a limited

Technical volume page count of 60 pages, will the Government agree to inclusion of these labor category qualification requirements in Annex A, Manning?

The labor category qualification requirements may be submitted in Annex A, Manning.

As it pertains to FAR 52.223-2, “Affirmative Procurement of Biobased Products

Under Service and Construction Contracts”, can you please advise if exemption

(a)(2)(ii) applies to solicitation N00019-14-R-0018?

No, this procurment does not involve military equipment, i.e., a product or system designed or procured for combat or combat-related missions.

File details come from the government source that posted it. Updated .
