Q# QUESTION ANSWER

RFP Clause 252.211-7008 Use of Government-Assigned Serial Numbers – “(a) Definitions. As used in this clause—

“Government-assigned serial number” means a combination of letters or numerals in a fixed human-readable information format (text) conveying information about a major end item, which is provided to a contractor by the requiring activity with accompanying technical data instructions for marking the Government-assigned serial number on major end items to be delivered to the Government.

“Major end item” means a final combination of component parts and/or materials which is ready for its intended use and of such importance to operational readiness that review and control of inventory management functions

(procurement, distribution, maintenance, disposal, and asset reporting) is required at all levels of life cycle management. Major end items include aircraft; ships; boats; motorized wheeled, tracked, and towed vehicles for use on highway or rough terrain; weapon and missile end items; ammunition; and sets, assemblies, or end items having a major end item as a component.

“Unique item identifier (UII)” means a set of data elements permanently marked on an item that is globally unique and unambiguous and never changes in order to provide traceability of the item throughout its total life cycle. The term includes a concatenated UII or a DoD-recognized unique identification equivalent.

(b) The Contractor shall mark the Government-assigned serial numbers on those major end items as specified by line item in the Schedule, in accordance with the technical instructions for the placement and method of application identified in the terms and conditions of the contract.

(c) The Contractor shall register the Government-assigned serial number along with the major end item’s UII at the time of delivery in accordance with the provisions of the clause at DFARS 252.211-7003(d).

(d) The Contractor shall establish the UII for major end items for use throughout the life of the major end item.

The Contractor may elect, but is not required, to use the Government-assigned serial number to construct the UII.”

a. Will the Government provide the Government-Assigned Serial Numbers on the GFP listings provided at award?

b. Will Government-Assigned Serial Numbers be provided for aircraft “Major end items” (Material)?

c. Will items of Equipment, Special Tooling and Special Test Equipment be given Government-Assigned Serial

Numbers?

d. What criteria will be used to determine which items will be assigned Government-Assigned Serial Numbers? As an example, will a specific dollar value ($5000) be used as in the 252-211-7003.clause?

a. Yes

b. Yes

c. No

d. Yes, Government Assigned Serial numbers shall be assigned for delivered items for which the

Government’s unit acquisition cost is $5,000 or more.

N00019-14-R-0018 T-34/44/6 CLS: FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

Reference:

a. RFP Section B, CLIN XXXX, T-44 Non-Maintenance Related Support, Option Period 2

b. RFP Section B, CLIN XX26, T-44 AC Component Repair, Option Period 1

Discussion:

a. The Government provided hours in all but the referenced Option Period are 100 hours. In this option period 2, it increases to 2,000 hours.

b. The Government provided hours in all but the referenced Option Period are 3,500 hours. In this option period

1, it increases to 7,500 hours.

Question: Is it the government’s intent that the T-44 Non-Maintenance Related Support and T-44 AC Component

Repair are in fact increasing for option periods 2 and 1 respectively? If so, could the government provided details as to the nature of the additional workload to ensure the proper job classifications are assigned?

a. The 2000 hours specified in CLIN 0224 is correct and accounts for a planed hangar move.

b. The option period 2 to 4 hours should read

7500 labor hours. This will be corrected in the next Amendment.

PWS page 19, para 5.6.11 directs the contractor to provide full maintenance support Monday through Saturdays.

Para 5.6.12 directs the contractor to provide launch and recovery support on all Saturdays when a DFS is publishes containing flight operations. Para 5.6.14 directs the contractor to provide maintenance, launch and recovery support on Sundays and observed Federal Holidays within 48 hours after ACO notification. In order for bidders to properly staff the workforce,

a. Please provide the historic number of Saturdays flown annually or an estimated number of Saturdays annually

b. Please provide the historic number of Sundays an observed Federal Holidays flown annually or an estimated number of Sundays an observed Federal Holidays flown annually.

Historical data for Saturday, Sunday and

Holidays for the period 01Jan2013 to

31Dec2013 is as follows:

CTW-4: T-34Cs flew 49 Saturdays and no

Sundays or Holidays

T-44s flew 35 Saturdays and no Sundays or

Holidays

T-6Bs flew 22 Saturdays and no Sundays or

Holidays

CTW-5: T-6Bs flew 9 Saturdays and no

CTW-6: T-6As Flew 41 Saturdays and 1

Does the Government plan to reinstate the T-34 Functional Check Flight (FCF) requirement, as this is a requirement for all other T/M/S aircraft supported on this contract?

T-34 Functional Check Flights (FCFs) are a requirement in accordance with PWS section

5.6.16.7 which states "The Contractor shall perform T-34/T-6 Functional Check Flights

(FCF) IAW Enclosure 9, Applicable Documents, in coordination with the ACO-designated

Government Flight Representative (GFR). "

Additionally, PWS Section 5.14.19 states "T-

34/T-6 FCF and Aircraft Recovery/Ferry Flights

– The Contractor shall provide a minimum of two (2) qualified pilots at NASP, five (5) at

NASCC, and six (6) at NASWF to perform

FCF’s, ferry flights or aircraft recoveries. The

Contractor may temporarily move FCF personnel between sites with prior written

ACO approval. The Contractor shall perform

FCFs IAW Enclosure 9, Applicable Documents.

For satellite sites, the Contractor shall perform FCF and aircraft recovery flights when notified by the ACO. The ACO will notify the Contractor 24 hours prior if Satellite Sites require FCF and Ferry Flights. The

Government reserves the option to use its own flight crews to perform FCFs and aircraft recoveries on occasion. The Contractor shall

In “Attachment L-8 Vol4 SuppSvcPr”, tab “Base-FY15”, the value for CLIN 0017AX is $77,500.00. On tab

“CR CLIN TABLES – BASE”, the value for CLIN XX17AX is $775,000.00. Please confirm which value is correct.

$77,500 is the correct value.

Regarding CLIN 0008AA, AB & CLIN 0025AA & AB for T-34/T44 engineering services, analysis & investigations, will the CLS provider contact the Gov’t for technical support that may be required by the aircraft OEM (Beechcraft), or will this be arranged through the OEM directly? The proposal provided by the sub-tier is extensive though consistent to CLS contractors supporting the Beech product for engineering services/data and drawings. Therefore, by using intellectual property (IP), sub-contractor claims entitled to charge the user for use of their IP.

The question is unclear. If the question remains, please re-submit with additional clarifying information.

PWS page 19, para 5.6.12 states “The Contractor shall provide launch and recovery support on all Saturdays when a

DFS is published containing flight operations.” The RFP provides CLINs that cover holiday flight operations but there is not CLIN to cover Sunday flight operations. In order to properly staff for the potential Saturday fly requirement, bidders need to know the estimated number of Saturday fly days per year for each MOB and the estimated number of sorties that will be flown for Saturday flight operations for each MOB.

a. Recommend the addition of Saturday fly CLINs such as the Holiday fly CLINs with Government provided hours.

If the Government will not provide Sunday fly CLINs with hours, then:

i. Please provide the number of Saturdays the Government estimates will be fly days for each MOB.

ii. Please provide Government estimates for the average number of sorties that will be flown for Saturday flight operations.

The Government does provide a CLIN to cover Sunday flight operations. PWS

Paragraph 5.6.14.1 states "The Contractor shall provide maintenance, launch and recovery support on Sundays and observed

Federal Holidays within 48 hours after ACO notification." IAW Section C, the costs for

PWS Paragraph 5.6.14.1 are allocated to CLIN

0X44.

PWS page 19, para 5.6.14 states “The Contractor shall provide maintenance, launch and recovery support on

Sundays and observed Federal Holidays within 48 hours after ACO notification.” The RFP provides CLINs that cover holiday flight operations but there is not CLIN to cover Sunday flight operations. In order to properly staff for the potential Sunday fly requirement, bidders need to know the estimated number of Sunday fly days per year for each

MOB and the estimated number of sorties that will be flown for Sunday flight operations for each MOB.

a. Recommend the addition of Sunday fly CLINs such as the Holiday fly CLINs with Government provided hours. If the Government will not provide Sunday fly CLINs with hours, then:

i. Please provide the number of Sundays the Government estimates will be fly days for each MOB.

ii. Please provide Government estimates for the average number of sorties that will be flown for Sunday flight operations.

a)i: See the answer to Question #64.

a)ii: There is no estimated number of sorties as they will be driven by cancelations during the week on an as needed basis.

Attachment L-8, CLIN items 0013AA, 0013AB, 0013AC, 0013AD asks for a FFP for 50, 100, 150, and 200 sortie holiday flying days. The divestiture plan in the competition library, dated 27JAN14, indicates that there will only be

28 T-34’s in the inventory at contract start date (November 2014) with the aircraft number declining until reaching zero by September 2015.

a. Please clarify requirements for this CLIN as it does not seem possible to have a 100, 150, or 200 sortie flying days based on available aircraft.

SLIN's 0013 AB/AC/AD will be changed to

"reserved" and SLIN 0013AA will be revised to read "10 sortie fly day".

Government response number 58 states “This support (government provided oxygen and nitrogen) shall only be provided by NAS Pensacola.” PWS 7.2.22 states “Oxygen and Nitrogen - The Government will provide access for obtaining oxygen and nitrogen at the LOX facilities at NASCC and NASP.” It appears that in the Government response that NASCC has been dropped.

a. Please clarify if the Government will provide access for obtaining oxygen and nitrogen at the LOX facilities at

NASCC.

i. If NASCC will not provide oxygen and nitrogen, please provide annual expected amounts of each the contractor will need to price into the contract.

a) Yes the Government will provide access for obtaining oxygen and nitrogen at the LOX facilities at NASCC i.) Not Applicable
