AIMD Section J N00019-11-R-0024 Attachment 6 – Performance Measure Calculations
Enclosure 6 - PERFORMANCE CALCULATIONS
CLS PERFORMANCE WORK STATEMENT
AIMD
The Performance Measure (PM) component of the Performance Measurement Framework is defined as a quantification of success in meeting AIMD production requirements. For use in evaluating the contractor under the Performance Measurement Framework, the average of the Performance Measures at each site shall be taken, unless each site is awarded to a separate contractor. The Performance Measure is composed of the following measures:
· Turn Around Time (TAT)
· Ready For Issue (RFI) Rate Turn Around Time for all components processed at each of the AIMD sites shall not exceed an average of 6.0 days. For AIMD purposes TAT will be the average time for scheduling and repair added together, with times taken from NALCOMIS system Repair Cycle Data Report (MDR-9) data.
The formula for average turnaround time can be expressed as:
where
· n = Total number of items processed during the evaluation period.
· Tisch = Time to schedule item number i.
· Tirep = Time to repair item number i.
Ready For Issue is defined as the state in which a component is capable of entering use, being installed, etc., and performing its intended function. Contractor performance shall meet a minimum RFI rate of 90% of aircraft components inducted for ”I” Level maintenance for which C1 or C3 capability exists as determined by the activity’s ICRL.
The following RFI rate formula is computed as an average of inducted components (C1 and C3 capability) at each site that are made ready for issue, taking the activities average turnaround time into consideration:
with if otherwise where
· C1RFI = Components ready for issue for installation on an aircraft that are C1 capable IAW the activity ICRL.
· C3RFI = Components ready for issue for installation on an aircraft that are C3 capable IAW the activity ICRL.
· C1I = Quantity of C1 components inducted.
· C3I = Quantity of C3 components inducted.
· TATF = Quantity deducted from the total number of RFI items (C1RFI + C3RFI) when an activity’s average TAT exceeds the requirement of 6.0 days.
The following formulae are used to calculate the Performance Measure for a site:
if TAT ≤ 6.0 days, and RFI ≥ 0.90; or if TAT > 6.0 days and RFI ≥ 0.90; or if TAT ≤ 6.0 days, and RFI < 0.90; otherwise .
The overall Performance Measure is then the average of the measure for each site:
Be aware that, in the event TAT ≤ 6.0 days and RFI > 0.90, PM will exceed 1.0.
Calculated values shall be rounded to three digits.
