AIMD Industry Questions Post-Solicitation Release 13 November 2011
| 1) | Will there be an Industry Day scheduled? No, due to travel funding constraints there is no industry day event planned post-RFP release. Offerors may conduct site visits in accordance with NAVAIR Clause 5252.237-9509 in the solicitation. |
| 2) | What is the mix of CBA and SCA personnel by location? This is needed to factor the appropriate fringe rates since they differ. It is up to Offerors to propose whatever mix of categories and rates they choose. If there is a Collective Bargaining Agreement in place then those prevailing rates must be used at a minimum in the first base year of the contract, but there are no restrictions on what type of mix the offeror can propose. |
3) Section L, Cross Reference Matrix, 2.1.6, (Transition) references PWS paragraph 15.0 when it should be 14.0 – Section L Reference Matrix has been updated to reflect the correct section, 14.0
| 4) | CDRL A008 references PWS paragraph 15.5 vice 14.5 – CDRL has been updated | |
| 5) | CDRL A013 references PWS 15.1 vice 14.1 – CDRL has been updated | |
| 6) | RFP Section L, Part A, subsection 3.0 requires Annexes A, B, and C be submitted with Volume 2 (Technical). The same requirement is listed in RFP Section L, Part B, subsection 7.0e requires they be submitted in Volume 7 (Model Contract Documents) as well. Please advise. Annexes B and C are required for both volumes, as B and C become contractual documents. Annex A is not required for Volume 7. | |
| 7) | RFP Section L, subsection 4.0, requires that that the table required in subsection 1.0 paragraph (i), Volume 1 (Executive Summary) be submitted in Volume 4 (Corporate Experience). The subsection 1.0 paragraph should be (ii) vice (i). Yes, paragraph number should be 1.0, paragraph (ii). | |
| 8) | Section L, subsection 2.1.3 (Management Information System) addresses our system on how we are to “plan and control cost, plan and control maintenance, measure performance, and generate timely, reliable and accurate management information for this program.” It is understood that planning and controlling maintenance is a function of NALCOMIS and would be separate from a external MIS system. MIS is primarily for delivery of CDRLs and NALCOMIS is used for documenting, planning and controlling maintenance actions. | |
| 9) | Section L, Part B, subsection 2.1.7.2 (SB Subcontracting Plans) Indicates that a SB Subcontracting Plan is to be provided as Annex 1 vice Annex C. Yes, correct reference is Annex C. | |
| 10) | Will access to SERMIS/SESS terminals and software be provided as is NALCOMIS? SERMIS/SESS terminals and software will not be provided, NALCOMIS will be provided. Local Asset Management System (LAMS) software will be provided and the Offeror would provide the hardware. | |
| 11) | RFP Section L, Part B, Section 1.0. (Executive Summary) list items to be incorporated in Volume 1. One of the items listed (v.) states “Affirmation of no Exceptions, Deviations or Waivers if Volume 6 is not being submitted as part of the proposal”. Section L, Part A, section 3.0 (Proposal Content and Volumes) list Volume 6 (Exceptions, Deviations, and Waivers) as a required volume. If there are no Exceptions, Deviations, or Waivers incorporated in Volume 1, may Volume 6 be excluded from the proposal submission requirements? Yes, Volume 6 may be excluded, but there must be a notation in Volume 1 stating such. Please note Section L, Part B, subsection 6.0, “…If there are no exceptions, deviations or waivers, the Offeror shall provide a one-page Volume 6 in the Executive Summary stating so.” | |
| 12) | Volume 2 (Technical) allocates 50 pages for the Technical section write-up in addition to three Annexes (Annex A, Proposed Manning, Annex B, Quality Control Plan, and Annex C, Small Business Subcontracting Plan. |
Reviewing RFP Sections L and M requirements, the Technical volume 50 page count allocation is restrictive in meeting the Section L and M compliance requirements coupled with the ability to fully demonstrate capability. The Government has revised the page limit suggestions for the technical volumes as follows:
i. Technical Volume remain at 50 pages incorporating sections 2.1 (Management Plan) through 2.1.6.6 (Transition).
ii. Annex A incorporates Technical section 2.2 (Staffing Plan). The Proposed Manning Workbook (RFP Attachment 21) becomes an attachment to Annex A.
iii. Annex B incorporates Technical section 2.3 (Quality Plan). The Quality Control Plan becomes an attachment to Annex B.
iv. Annex C incorporates Technical section 2.1.7 (Small Business Utilization) The Small Business Subcontracting Plan becomes an attachment to Annex C.
13) The reference paragraph 9.2.2.2 states in subparagraph (e) “Provide calibration and repair support for all activities listed in Metrology Automated System for Uniform Recall and Reporting (MEASURE) format 310 including equipment at NASCC and NASK; on-site calibration support for large SE at NASCC and NASK; and liaison between sub-custodians and next level calibration laboratories.” Reference paragraph 9.2.3.2 states in subparagraph (h) “Provide calibration, repair support, and on-site calibration for all activities listed in MEASURE format 310 and ground electronics when not listed on format.
Will the Government provide a MEASURE report for FY 2010 so the Bidders will have the requirements for all activities listed in MEASURE for NASCC and NASP. This MEASURE data will also provide the Maintenance Man Hour (MMH) data for PME that does not reside in the NALCOMIS system since the majority of MMH data for PME calibration and repair resides in MEASURE. Without this data it will not be possible for Bidders to accurately bid the PME calibration, repair support, and on-site calibration manpower requirement for either NASCC or NASP. 3 MEASURE reports are being provided with this posting and will be attached to the solicitation with the forthcoming amendment (One for NASK/NASCC, NASCC and NASP).
14) Reviewing RFP Section L, subsection 2.1.7.1 (Strategies for using Small Business (SB) Concerns) ask for the Offerors to address their strategies for utilizing SB concerns. Section M, subsection 1.1 (Management Plan) indicates that the Offeror will be evaluated on their strategy for subcontracting and specifically for utilizing SB.
Section L only address Small Business concerns. Section M ask for the Offeror’s strategies for Subcontracting and for Small Business concerns. Are we to address both as indicated in Section M even though the Subcontracting piece is silent in Section L? Section L, Part B, subsection subsection 2.2.1 has been updated to clarify that subcontracting strategy should be addressed in the discussion of the Offeror’s staffing plan.
