AIMD Industry Questions Post-Solicitation Release 18 November 2011
1) Solicitation Attachment 22, Manning Chart and Price
Attachment 22 data sheets for Firm Fixed Price CLINS 0001, 0002, 0006, 0007, 0008 and 0011 do not have columns that contactors can display Profit/Fee therefore it cannot be included in the Total Labor column.
Will the Government revise the Attachment 22 data sheets to include a column for the contractors to enter Profit/Fee.
The Government has revised the Attachment 22 data sheet to include Profit/Fee columns and added the following to the instruction tab of Attachment 22: “ If an Offeror believes a major cost category has been omitted for its rate build-up, a column may be inserted and the appropriate information added for the labor rate calculation.”
2) RFP Page 68 of 133, 5252.228-9501, LIABILITY INSURANCE (NAVAIR) (MAR 1999)
Subparagraph (d) Aircraft public and passenger liability: $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability; $200,000 per occurrence for property damage. Passenger bodily injury liability limits of $$200,000 per passenger, multiplied by the number of seats or number of passengers, whichever is greater.
The Solicitation does not require the contractor, awarded this contract, to operate any aircraft during the performance period. Carriers of this kind of insurance require we provide type of aircraft we would be operating, and number of seats/passengers we would be transporting before a policy can be written. Since we will not be operating any aircraft during the course of contract performance we will be unable to obtain the insurance required under subparagraph (d).
Will the Government delete this requirement from the solicitation?
NAVAIR is investigating whether subparagraph (d) of this clause may be deleted from this requirement. A future amendment shall address this and the response will be posted as it becomes available.
3) PWS paragraph 9.2.2.1, Airframes (NASCC), states:
The Contractor shall:
a. Provide for and perform oxyacetylene welding and cutting, electric arc welding, electrical inert arc welding, and soldering.
b. Disassemble, assemble, service, and test tire and wheel components.
c. Perform I-level tasks from TDs.
Section J, Attachment 14.1, NASCC AIMD Maintenance Data Report (MDR) does not provide workload data for the airframe maintenance tasks listed in PWS paragraph 9.2.2.1.
Section J, Attachment 11.1, Individual Components Repair List (ICRL) Corpus Christi, does not appear to list repairable components for the maintenance tasks listed in PWS paragraph 9.2.2.1.
Workload data for the Airframe function at NAS Corpus Christi (NASCC) does not appear to be included in Section J, Attachment 14.1, or the ICRL, Section J, Attachment 11.1, for the NASCC AIMD.
Request the Government provide the workload data for the Airframe tasks specified in PWS paragraph 9.2.2.1, to enable offerors to properly staff this function.
The Government has updated the PWS and Sections 9.2.2.1 (a, b and c) have been deleted.
