Industry Questions Post RFP Release 9 December 2011
1) MDR reports (RFP Attachments 14.1 and 14.2) and MEASURE reports (RFP Attachments 25.1, 25.2, and 25.3) provide man-hours documented against Maintenance Action Forms (MAF) and Meter cards.
PWS paragraph 10.3, Non-CNATRA I-level Support. This paragraph identifies RFP Attachment 12 as workload data for I-level support to customers other than CNATRA through Work Authorization Requests (WAR).
We were unable; however, to locate workload data to quantify man-hours expended performing other normal AIMD functions in support of the CNATRA customer. For Example: instruction of the phase one portion of support equipment licensing training; Calibration Lab support (i.e. pick-up/delivery); Navy Oil Analysis Laboratory duties; travel time to and from outlying fields (i.e. NAS Whiting Field, NAS Kingsville); shop support/lead duties; or other indirect/support-type man-hours accomplished by direct labor personnel. Workload data of this type is not captured on MAFs or Meter cards, but could be significant and impact the ability of bidders to accurately assess the AIMD workload.
Question: Will the Government provide workload data for support-type man-hours accomplished by direct labor personnel in support of the CNATRA mission by the AIMDs at NASP and NASCC?
Answer: The Government has not tracked and cannot provide the requested data. Each Offeror should evaluate and assess the PWS and bid in accordance with the level of effort it considers necessary to support the tasking.
2) RFP Section L, Part A, paragraph 4.0 states: “However, Offeror shall also submit a copy of Volume I, Executive Summary “Offeror’s Summary Table”, 1.0 (ii) on 23 December 2011.”
Question: Is it acceptable to the Government for offerors to submit the “Offeror’s Summary Table” electronically via e-mail, or is hard-copy submission required by the 23rd of December?
Answer: Email submissions are acceptable for the 23rd of December; please ensure that a hard copy submission is included in the full proposal submission.
* These were the responses to the questions as of 9 December 2011; however, with Amendment 3 the due date for past performance questionnaires and proposal submissions is now 26 January 2011.
