Section H - Special Contract Requirements

H-1 Performance Evaluation

1. In order to avoid disruption to CNATRA’s mission, the Government has established three areas critical to the Contractor’s performance. These three areas (Safety, Quality, and Performance) form the Performance Measurement Framework (PMF), and are detailed individually below. In each area the Government has established Contract Minimums it expects from the Contractor’s services, to be found within the Performance Work Statement (Attachment (1)). The Government reserves the right to utilize any other remedies available under this contract.

2. The PMF will be utilized to assess the Contractor’s performance, and to provide a record on the Contractor’s performance during a specific period of time.

3. Upon conclusion of the transition-in period, the Government will evaluate the Contractor’s performance for each (three-month) quarterly performance period. All calculations for the PMF assume a quarterly evaluation period, however, the first performance period is two months. Each measure will be weighted in accordance with the following table for determining a quarterly PMF Evaluation Factor. In the event a mishap or HAZREP occurs during an evaluation period and is still under investigation when the quarterly evaluation would normally be expected, the evaluation may be withheld until the mishap investigation is concluded.

4. The Safety Measure (SM) component of the Performance Measurement Framework is defined as the quantification of Safety realized by the contractor. It is composed of measures in the following areas:

Hazard Reports (HAZREPs) Mishaps

Hazards are defined in accordance with OPNAVINST 3750.6R, and HAZREPs are the formal means of reporting hazards. Only HAZREPs determined to be due to deficiencies of the maintenance contractor will be factored into determination of the Safety Measure.

Mishaps are also defined in accordance with OPNAVINST 3750.6R, and mishaps are reported formally via Mishap Data Reports. Mishaps, regardless of mishap category and severity class, determined to be due to deficiencies of the maintenance contractor will be factored into determination of the Safety Measure.

Specific measures of these areas of concern which will be used in determining the Safety Measure are as follows:

HR – The HAZREP measure will be determined using the following rules:

if HRMR = 0 during the evaluation period then HR = 1, if HRMR = 1 during the evaluation period then HR = 0.75, if HRMR > 1 during the evaluation period then HR = 0

1. HRMR = Number of HAZREPs determined to be due to deficiencies of the maintenance contractor.

MH – The mishap measure will be determined using the following rules:

if MHMR = 0 then MH = 1

2. MHMR = Number of maintenance related mishaps per evaluation period.

The following formula is used to calculate the Safety Measure:

a. SM = 0 if

MHMR > 0

b. SM = (0.40)MH + (0.60)HR if

MHMR = 0

Calculated values shall be rounded to three digits.

5. The Quality Measure (QM) component of the Performance Measurement Framework is defined as the quantification of Quality achieved by the contractor. It is composed of a measure in the following area:

Government Surveillance Results (GSR)

Government surveillance is comprised of internal audits, in-process monitoring, and observations conducted by government Quality Assurance personnel. During these quality events deficiencies found may, depending on severity, result in a Corrective Action Request (CAR). Refer to the online Defense Contracts Management Agency Guidebook at http://guidebook.dcma.mil/226/226- 1/index.cfm for additional information on CARs. Using CARs as the basis, the GSR measure will be determined using the following rules:

CARMAJ = 0 during the evaluation period then GSR = 1

CARMAJ = 1 during the evaluation period then GSR = 0.75

CARMAJ =2 during the evaluation period then GSR= 0.3

CARMAJ > 3 during the evaluation period then GSR = 0

CARCURE > 0 during evaluation period then GSR = 0

CARCRIT > 0 during evaluation period then GSR = 0

CARREP > 0 during evaluation period then GSR = 0 where

3. CARCURE = Number of Level 3 or 4 Corrective Action Requests.

4. CARCRIT = Number of Level 2 Corrective Action Requests that have been generated in response to a serious maintenance deficiency that are classified as safety of flight.

5. CARMAJ = Number of Level 2 Corrective Action Requests that have been generated in response to a maintenance deficiency that does not impact safety of flight.

6. CARREP = Number of Corrective Action Requests that were previously generated and not corrected by contractor, then found in subsequent quality events.

The following formula is used to calculate the Quality Measure:

6. The Performance Measure (PM) component of the Performance Measurement Framework is defined as a quantification of success in meeting AIMD production requirements. For use in evaluating the contractor under the Performance Measurement Framework, the average of the Performance Measures at each site shall be taken. The Performance Measure is composed of the following measures:

Turn Around Time (TAT) Ready For Issue (RFI) Rate

Turn Around Time for all components processed at each of the AIMD sites shall not exceed an average of 6.0 days. For AIMD purposes TAT will be the average time for scheduling and repair added together, with times taken from NALCOMIS system Repair Cycle Data Report (MDR-9) data.

The formula for average turnaround time can be expressed as:

where

7. n = Total number of items processed during the evaluation period.

8. Tisch = Time to schedule item number i.

9. Tirep = Time to repair item number i.
