1) RFP Section L, Part B, paragraph 4.0 Volume 4 Corporate Experience states:
“…The experience examples shall be specific to the requirements of the Performance Work Statement (PWS) for this Aircraft Intermediate-Level Maintenance Department (Attachment (1)). This experience should include, but is not limited to, I-level maintenance on the following types of equipment, or management of the following requirements:
| a. | Airframes |
| b. | Avionics and/or Electrical Systems Precision Measurement Equipment (PME) |
| c. | Aviation Life Support Systems (ALSS) |
| d. | Support Equipment (SE) |
| e. | I-level Supply Support |
| f. | Quality Assurance |
| g. | Technical Library |
| h. | Non-Destructive Inspection |
| i. | Calibration Management |
| j. | Hazardous Material and Hazardous Waste Management” |
RFP Section M, Part B, paragraph 3.0 Corporate Experience states: “…Experience in the following areas will be evaluated:
| a. | Airframes |
| b. | Avionics and/or Electrical Systems |
| c. | Aviation Life Support Systems (ALSS) |
| d. | Support Equipment (SE) |
| e. | I-level Supply Support |
| f. | Quality Assurance |
| g. | Technical Library |
| h. | Non-Destructive Inspection |
| i. | Calibration Management/Precision Measurement Equipment (PME) |
| j. | Hazardous Material and Hazardous Waste Management” |
Question: In which task area (b. Avionics and/or Electrical Systems, or i. Calibration Management) does the Government intend for offerors to address “Precision Measurement Equipment (PME)” for both Volume 4, Corporate Experience, and Annex D, RFP Attachment 24?
Precision Measurement Equipment (PME) is part of the task area for Calibration Management. The RFP Section L paragraph will be corrected to reflect this.
2) On page 130 of the RFP, in Section M, 4.0 PRICE, Firm Priced CLINs, 1., (last sentence on page) it states: “For CLINs 0001, 0X02, 0007, 0X08, 0415 and 0416, the line item price will be the Offeror’s proposed Unit price multiplied by the quantity specified in Section B.”
Question: There is no CLIN 0416 in Section B, please clarify?
A correction will be made in Section M, 4.0 to clarify the CLIN numbers are 0414 and 0415.
3) Government-provided MDR reports (RFP Attachments 14.1 and 14.2) and Other AIMD Support (RFP Attachment 12) provide man-hours documented against Maintenance Action Forms (MAF) and are listed by work center.
PWS paragraph 10.3, Non-CNATRA I-level Support. This paragraph identifies RFP Attachment 12 as workload data for I-level support to customers other than CNATRA through Work Authorization Requests (WAR).
Question: Are the labor hours provided in Attachment 12, Other AIMD Support, also included in the Deckplate hours provided in Attachment 14.1 and 14.2, Maintenance Data Report?
Yes, other CNATRA support (Attachment 12) is captured within the MDRs for both NASCC and NASP (Attachments 14.1 and 14.2). Offerors are advised that Attachment 12 hours are a subset of the historical workload, broken out to provide visibility into the types of activities that would be ordered on an as-needed basis for non-CNATRA customers under CLINs 0X06 and 0X11.
4) RFP Page 68 of 133, 5252.228-9501, LIABILITY INSURANCE (NAVAIR) (MAR 1999) Subparagraph (d) Aircraft public and passenger liability: $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability; $200,000 per occurrence for property damage. Passenger bodily injury liability limits of $$200,000 per passenger, multiplied by the number of seats or number of passengers, whichever is greater.
The Solicitation does not require the contractor, awarded this contract, to operate any aircraft during the performance period. Carriers of this kind of insurance require we provide type of aircraft we would be operating, and number of seats/passengers we would be transporting before a policy can be written. Since we will not be operating any aircraft during the course of contract performance we will be unable to obtain the insurance required under subparagraph (d).
Will the Government delete this requirement from the solicitation?
NAVAIR will be creating a new clause in Section H which includes the text of the original NAVAIR clause 5252.228-9501, minus paragraph (d). The original NAVAIR clause will be removed from the solicitation.
