1.2 Definitions
For the purpose of this PWS, the terms herein are explained as follows:
Administrative Contracting Officer (ACO). The individual who is responsible for overall administration of the contract.
Consumable. Any item or substance which, upon installation, loses its identity and/or is normally consumed in use (such as nuts, bolts, gaskets, washers, paint, fuel, lubricants, and cleaning and preservation materials; including pre-ex bin type items) or cannot be economically repaired.
Critical Defect. A defect that constitutes a hazardous or unsafe condition, or as determined by experience or judgment could conceivably become such, relative to its deleterious effect on the prime intended function, safety, or flight or mission capability of the aircraft, or its operating personnel.
Disassembly. Teardown of the item or parts sufficient to permit the type and amount of inspection and work required.
Draw-down. Divestiture of aircraft or services and associated parts and material and return of facilities to the Government.
Equipment In Service (EIS). Total hours in a month less Non-Reporting Time (NRT).
Government Flight Representative (GFR/Alternate GFR). The GFR/Alternate GFR is the officer on current flight status to whom the approving authority has delegated responsibility for approval of Contractor flights, procedures, and flight crew members.
Hazard Reporting. A hazard is a potential cause of damage or injury that is under human control. Two vital parts of hazard assessment are: classifying the hazard according to the severity of the expected damage, and determining the probability, or likelihood, that the identified hazard will occur. There are four purposes of Hazard Reports:
· To report a hazard and the remedial action taken, so others may take similar actions.
· To report a hazard and recommend corrective action to others
· To report a hazard so another organization may determine and take appropriate corrective action
· To document a continuing hazard in order to establish risk severity and exposure.
Inspect or Check. An examination of an item to determine identity, condition or proper installation.
Major Defect. A defect, other than critical, that could result in failure or materially reduce the usability of the unit or part for its intended purpose.
Manual Change Release (MCR). A U.S. Navy issued change notice, usually minor in nature, to a Navy technical manual, or adding Navy-unique requirements into an OEM manual. MCRs are to be filed with the affected manual, and the affected pages, sections, paragraphs, etc. of the manual annotated to refer the reader to the MCR.
Minor Defect. Any nonconformance of a unit or part with specified requirements that does not impact the prime intended function, safety of flight, or mission capability of the aircraft or its operating personnel (Synonymous with a discrepancy or minor discrepancy).
Mishap. A naval aviation mishap is an unplanned event or series of events, directly involving naval aircraft or UAVs which result in any of the following:
(1) Damage in the amount of twenty (20) thousand dollars or more in naval aircraft or UAVs, other aircraft (DoD or non-DoD), or property (DoD or non-DoD). Property damage includes costs to repair or replace facilities, equipment or material.
(2) An injury as defined in OPNAVINST 3750.6R, Section 307.
Mission Essential Equipment. The equipment necessary to complete all training syllabus requirements for the scheduled training flight.
Modification. A change in the physical configuration or in the functional characteristics of a system or equipment.
NTCSS OIMA NALCOMIS . Provides the capability to manage and track maintenance functions and processes and associated supply requisition status by allowing Contractor’s I-level maintenance users to enter, collect, process, store, review, and report related maintenance actions, status and information. These processes include SE repair, material requisitions, Aviation Depot Level Repairable (AVDLR), Material Control and Awaiting Parts Unit (AWPU) management, personnel assignment and deployment, sub-custody of equipment, use of resources, and additional miscellaneous functions at the I-level and the Aviation Support Division (ASD).
The NTCSS OIMA establishes a link between the IMA, the O-level material control and supporting ASD.
Non-Reporting Time (NRT). Time non-operational, for any reason and formally reported in an inventory status code other than A.
Non-RFI (N-RFI). Material, equipment, aircraft, and support equipment (SE) requiring rework, of any type, replacement of over-age parts, or other than routine pre-installations and post instillation condition verification prior to use. Non-RFI items are not necessarily inoperable, but are not functionally reliable and/or do not meet applicable performance specifications.
On-site Government Representative (OSGR). The individual(s) charged with the responsibility to monitor and oversee the Contractor’s daily compliance with the terms of the contract, including schedule, cost and technical performance requirements.
Phase-In/Phase-Out. The period of time, usually 45 calendar days prior to end of contract until beginning of new contract, where contract duties are transitioned between an incumbent contractor and the new contractor.
Procuring Contracting Officer (PCO). The individual who is authorized to enter into contracts for supplies and services on behalf of the Government by formal advertising or negotiations and who is responsible for overall management of the contract.
Program Manager Air (PMA). The individual who is responsible for the planning and execution of the total system integration, basic design, budgeting, modification, contracting and fleet logistics support.
Ready For Issue (RFI). Material, equipment, aircraft, and SE which does not require rework, of any type, replacement of over-age parts, or other than routine pre-installations and post installation condition verification prior to use. RFI items are not necessarily new or like new, but are functionally reliable and meet applicable performance specifications.
Repair. The restoration or replacement of parts or components of material as necessitated by wear and tear, damage, failure of parts, or the like, in order to maintain the specific item of material in efficient operating condition.
Repairable Item. A durable item which, when unserviceable, can be economically restored to a serviceable condition through regular repair procedures.
Support Equipment (SE). Individual Material Readiness List (IMRL) and non-IMRL equipment required to make an aeronautical system, command and control system, support system, subsystem, or end item of equipment (SE for SE) operational in its intended environment. This includes all equipment required to launch, arrest (except navy shipboard and shore based launching and arresting equipment), guide, control, direct, inspect, test, adjust, calibrate, gauge, measure, assemble, disassemble, handle, transport, safeguard, store, actuate, service, repair, overhaul, maintain, or operate the system, subsystem, end item, or component.
Technical Directive (TD). A document to provide technical information necessary to perform a one time inspection or modification of the configuration of the aircraft, engines, systems, or equipment, subsequent to established base-line configuration. TDs, for the purpose of this contract, include Navy originated TDs, FAA Directives, and commercially originated service bulletins or letters, maintenance directives, and component modification requirements.
