TH-57 CLS Final RFP (N00019-10-R-0097) Industry Questions and Government Responses (As of 10 May 2012)
1. Q: The Government response to Draft RFP Question #18 stated, "NALCOMIS is expected to be in place before contract award, so no Government requirement for a MIS system is anticipated." RFP PWS paragraph 5.11.1 addresses the requirement for the contractor to provide an MIS with NALCOMIS functionality and back-fitting data from the MIS and manual records into NALCOMIS when it becomes functional. Should the PWS be modified to match the Q&A response?
A: The Government anticipates implementation of Naval Aviation Logistics Command/Management Information System (NALCOMIS) Optimized Organizational Maintenance Activity (OOMA) at NAS Whiting Field prior to contract award. However, recent schedules slips have been encountered in the delivery of the system over which PMA273 has limited control. In an effort to mitigate risk of operating without an acceptable Maintenance Information System (MIS), language has been intentionally retained in the PWS indicating that a MIS may be required for an undetermined period of time until NALCOMIS is fully functional. Please note, in accordance with PWS 5.11.12, the contractor will be required to maintain a TH-57 material management and accounting system (MMAS), independent of NALCOMIS.
2. Q: Will NALCOMIS/OOMA be in place at contract award? And, if NALCOMIS/OOMA is in place, will the requirement for Contractor MIS be deleted from the PWS by the Government?
A: See the Government response to Question #1.
3. Q: In reference to the recent Q&As and Draft RFP Question #29's response, is the contractor to assume all ground turn up requirements to include Engine rinses/Compressor washes will require a qualified contractor pilot? Therefore, contractor higher skill level Maintenance personnel (such as troubleshooters) will not be allowed by waiver to be trained and qualified to perform ground turns for any maintenance item?
A: In accordance with DCMAINST 8210.1/NAVAIRINST 3710.1 and OPNAV 3710.7, this contract mandates that ground engine operations shall only be performed by pilots current and qualified in the aircraft. Any waiver requests to deviate from this requirement must be submitted in accordance with the waiver procedures set forth in the aforementioned Instructions. For further guidance, see H-13 in the Final RFP.
4. Q: As a large business, it is possible to have highly relevant past performance from among several CAGE codes within the same division or organization. Will the Government permit the use of past performance from multiple CAGE codes provided that performance was from within the same division or organization and under the control of the same common parent company?
A: The solicitation requires past performance be from the division with the same physical location (as indicated by CAGE code) associated with the roles and responsibilities for the proposed effort. If other CAGE codes perform relevant work and have a role and responsibility for this effort, they should be included as part of the proposed team and listed in the Offeror's Summary Table.
5. Q: Are the Past Performance Questionnaires due 2 weeks after release of the RFP? The Questionnaire states return this form within 2 weeks from receipt of this questionnaire, thereby allowing the customer approximately 2 weeks to complete their response.
A: Please see Section L, Paragraph 3.1 General, for the Past Performance Questionnaire process.
