Question Number Industry Question Government Response
Will the Government allow the contractor to connect its own IT equipment to the existing backbone (i.e. Ethernet cabling, fiber optic runs) including switches, hubs, routers? Are the existing IT infrastructure equipment switches, hubs, routers owned by the Government or the incumbent? Will the contractor have to run their own Ethernet cabling or fiber optic runs in the facility? Will the Government provide all devices to connect to the contractor
MIS systems? If yes, then will the Government allow for VPN and Citrix software to be installed on the Government devices? How many devices (PC’s Printers) are in place today to support the program? What is the average age of the devices in place today?
All users of government information systems will meet mandated training and security requirements. CNATRA CIO's office will review and determine if software complies with and can be uploaded onto
Government hardware for each specific communication requirements.
If contractor elects to install network infrastructure it must meet government security guidelines, especially if it transmits, or stores government owned data. The
Contractor is not allowed to connect any equipment to government infrastructure. Contractor is not allowed to connect non-Government equipment to the Government IT infrastructure or cable plant.
When the TH-57 transitions to NALCOMIS OOMA, the Government will provide all IT equipment and support. All users of NALCOMIS
OOMA must obtain individual NMCI user accounts.
Government response to Question 44 issued June 7 indicates that the estimated stocking levels are maintained in Web Enabled Contract Management System (WECMS). There is a
Material Usage report in WECMS that lists all of the estimated stocking levels. Is WECMS proprietary to the incumbent or owned by the government? If proprietary, will the government publish the data for review?
Question 44 was answered incorrectly and should be disregarded.
Current IMRL/NON-IMRL Inventory can be found in Attachment 8, Enclosure 2 Government Furnished Property. High-limits are set
IAW PWS paragraph 5.13.5. The Contractor's inventory management system is proprietary and non-releasable.

FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES
18 June 2012
The following PWS items address that they will be accomplished IAW Enclosure 3, Applicable documents.
PWS References:
5.14.7 Destructive Weather Plan and Procedures - Destructive Weather Precautions for
Hazardous Materials/Waste
5.14.7.1 The Contractor shall provide support for severe weather conditions IAW Enclosure
3, Applicable Documents.
5.14.7.2 Hazardous materials/waste shall be secured or moved to designated locations IAW
Enclosure 3, Applicable Documents
NASWFINST5090.7A, Part 3 of 5 Hazardous Waste Management Plan, 10.5.7 Destructive
Weather Control Procedures is the referenced document. It states that hazardous waste will be secured IAW the NASWF Disaster Preparedness Implementation Instruction (18
November 1991), however this document is not available in the online PMA 273 competition library.
Question: Will the government add NASWF Disaster Preparedness Implementation
Instruction (18 November 1991) the online PMA 273 competition library?
The instructions referenced in the question have been replaced with
NASWFINST Hazardous Waste Management Plan, NAVAL AIR
STATION WHITING FIELD, September 2011. This document has been uploaded to the competition library.
The Government’s response to question 55 of the Final RFP Industry Question and
Government Responses (dated 07 June 2012) states that the Government intends all maintenance performed by subcontractors to be priced and charged under CLIN XX12.
The only exception is for the recovery of downed aircraft (PWS paragraph 5.1.1.17), which may be charged under CLIN XX09, as stated in Section C-2 of the RFP. Is the Government intention that if the Prime Contractor subcontracts all of a CLIN, that the CLIN would be priced at $0 and all of the Subcontractor costs would be accounted for under SLIN
XX12XX? For example, if the Prime Contractor intends to subcontract all of CLIN XX17, would CLIN XX17 be priced at $0 and that the proposed prices for CLIN XX12AJ would reflect the plug numbers provided by the Government under Section L, 5.3 Price/Cost
Proposal Instructions, Section 5? Additionally, if the Prime Contractor intends to
Subcontract a portion of performance under a maintenance CLIN, is it the Government’s intent that the fixed unit price proposed by the Prime reflect only the portion of costs associated with the Prime’s performance and that the Subcontractor’s costs would be included in the plug numbers priced and invoiced against the cost reimbursable CLIN
XX12 during performance?
As a correction and clarification to Question 55, CLIN XX13 is the
Off-site Emergency Repair Service CLIN for the Subcontractor, not
CLIN XX09. All maintenance actions performed by a subcontractor that are not part of the firm fixed price of another CLIN shall be charged to CLIN XX12.
Section L-1, 2.0 Proposal Format requires offerors to use a Time New Roman 12 pt normal font and goes on to state that ―Graphs shall be presented in no smaller than a 10 pt font.
Will the Government please advise if Arial (or similar sans serif fonts) are allowed for non-narrative material — tables, graphics, paragraph/section headings, etc. — so long as they follow the prescribed minimum font size (10 pt)?
Font type is not defined by the RFP for non-narrative material and may be selected by the Offeror as long as it meets the minimum10 pt font size and is readable.
Section L-1, 2.1.2 Operating System and Applications requires offerors to submit one complete proposal in Adobe PDF and one version using Microsoft Office 2007 applications. However, some of the data which Offerors are required to submit under
Annex E (Past Performance Contract Data) are only available as PDFs, not as Word files.
To be compliant with electronic submittal requirements, is it appropriate for Offerors to provide Annex E as a PDF?
In situations where Microsoft Office documents are not available, PDF files alone are acceptable if those PDF files are editable (word search, copy/paste).
Section L-1, 2.1.8 File Naming Conventions: provides the naming convention for all
Volumes, annexes, appendices and other attachments. Is it appropropriate for offerors to use a company name as a prefix when naming files — e.g., ZYX_exec#.pdf for Volume 1
Executive Summary to distinguish our company’s electronic files from a competitor?
Offeror names are not requested as part of the file name.
Under Section H, Clauses Incorporated by Full Text on page 162 of 253 of the Solicitation.
D5252.227-9512 TRADEMARK MANUFACTURE/USE LICENSE AGREEMENT
(NAVAIR) (MAR 2007) states that ―The Naval Air Systems Command (NAVAIR) is the owner of all right, title, and interest within the United States of America in and to the trademark set forth below, and under subparagraph (c) states ― The contractor shall adhere to the technical specifications of the trademark as shown in the NAVAIR style guide which can be found at: https://mynavair.navair.navy.mil/.‖ Offerors are unable to access the style guide at the NAVAIR link provided. Will the Government please provide the technical specifications or provide a copy of the NAVAIR style guide as an Attachment to the
Solicitation to all Offerors?
This clause will be removed.
Question 44, FRFP_Qamp, Questions and Answers, the answer stated "The estimated stocking levels are maintained in WECMS. There is a Material Usage report in WECMS that lists all of the estimated stocking levels." WECMS is a L3 system which we do not have access. In order for us to transition within the 30 day period, the data in WECMS needs to be transferred into our system. The manner in which this occurs, electronically or hard copy, affects the transition time line and the amount of effort needed to perform the transfer. Upon contract award, how will the government data in WECMS be transferred to the new service provider? Will the government require that the data be made available in a compatible format with the new service provider system?
The Awardee will not have access to any L-3 proprietary system. The
Awardee may use inventory lists and physical count to populate their owns logistics service system. The Awardee may also request to the
Government to increase stocking levels for any portion of GFP. All historical inventories, from CDRLs concerning GFP, are currently available on the Competition Library. The Government requests submission of all data it requires via CDRLs, and that data must meet compatibility setforth in Attachment 4 of the solicitation.
Question 53, FRFP_Qamp, Questions and Answers, the answer stated "The term of the
Base is 12 months beginning with a one month Transition Phase-In Period followed by an
11 month Base Full Performance Period at the applicable prices and fully burdened hourly rates specified in Section B (CLINs 00XX) of this contract. Each option period thereafter will have a period of performance for 12 months." 5252.215-9503 ANTICIPATED
AWARD DATE (NAVAIR) (FEB 1995) , page 245, states that the anticipated award date is
April 2013. We assume the following periods of performance:
Transition CLIN 0019 - April 1, 2013 to April 30, 2013
Base CLINS - May 1, 2013 to March 31, 2014
Option 1 CLINS - April 1, 2014 to March 31, 2015
Option 2 CLINS - April 1, 2014 to March 31, 2015
Option 3 CLINS - April 1, 2015 to March 31, 2016
Option 2 CLINS - April 1, 2016 to March 31, 2017
Have we made the correct assumptions?
It is the Government's intention to award by the anticipated award date provided in NAVAIR clause 5252.215-9503 ANTICIPATED
AWARD DATE (NAVAIR) (FEB 1995).
12 Month MSM Hydraulic System – Refers to an outdated procedure (i.e. 7 year hose replacement requirement is no longer applicable). Is it the Government's intention to require hydraulic hoses to be replaced every 7 years?
The intention is to comply with Navy Standard Practices for hydraulic hose service life.
TPDR is being investigated to correct the MSM discrepancy.
Today all lines are removed and replaced at a 7 year interval.
MSM 100HR Main Drive shaft – requires a remove and inspect and reinstall. KAFLEX manual does not require removal at 100HR. Which is the Government's requirement?
In accordance with the MSM, the Main Drive Shaft is removed and inspected at 100 HR.
Bell 24 Month – Fuel Vent/ Purge Fitting – Only applies to certain S/Ns. How does the bidder know how many of these S/N's are in CNATRA's inventory?
The inspection specifically defines applicability by aircraft S/N. All aircraft S/Ns are listed on the Competition Library in the MSM
Chapter 1.
Can we increase the inspection interval for the Bell 1500HR Component Transmission? No. The inspection interval for the Bell 1500HR Component
Transmission cannot be increased.
