Number Industry Question Government Response
PWS 5.1.1.7 discusses ACI. There is no mention of OPNAV 4790/65
SDLM Work Request, FAA Form 8130-31 Statement of Conformity of
Military Aircraft or FAA Form 337 Major Repair or Alteration. What
Depot related NAMP documentation does the Government want for these helicopters? Is FAA documentation for Bell 206B sufficient? Does the
Government require the FAA Form 8130-31?
The only depot level maintenance required documentation is listed in the Maintenance Supplement Manuals (MSM)
Appendix K, paragraph K7.
PWS 5.13.2 Property Management System – Requires that Contractor deliver a Property Management Plan (CDRL A019). CDRL A019 is data titled Property Control Report, subtitled Government Owned Property
Report. It appears that CDRL A019 may be the incorrect reference. CDRL
025 data titled Technical Report – Study/Services, subtitled Property
Management Plan is the correct one, correct?
No, CDRL A019 is the correct CDRL.
PWS 5.14.5.1 Avionics Equipment – Avionics Equipment susceptible to damage from Electro-Static Discharge (ESD) and/or electromagnetic forces shall be handled IAW Enclosure 3, Applicable Documents.
5.14.5.2 Handling and Storage of Explosives and Ordnance – The
Contractor shall handle and store explosives and ordnance IAW Enclosure
3, Applicable Documents. Are the requirements identical to: 5.14.6.1
Avionics Equipment – Avionics Equipment susceptible to damage from
ESD and/or electromagnetic forces shall be handled IAW Enclosure 3, Applicable Documents. 5.14.6.2 Handling and Storage of Explosives and
Ordnance – The Contractor shall handle and store explosives and ordnance
IAW Enclosure 3, Applicable Documents.
PWS 5.14.5 addresses packaging, handling, storage and transportation. PWS 5.14.6 addresses disposability, reuse and degradability packaging. Although the references may be identical for both paragraphs, they address different topics.
What has been the average number of flight days for the last year/5 years? The average number of CNATRA flight days per year are the following:
FY06: 244 days
FY07: 248 days
FY08: 248 days
FY09: 248 days
FY10: 247 days
FY11: 257 days
PWS Paragraphs 5.1.1.10, 10.1 and 10.2 require the contractor to provide
Global Positioning Support, obtain and install 28 day subscription services, and obtain and install software updates received from the manufacture. Will reference material related to this requirement be posted in the competition library?
Manuals required to operate and maintain the KLN 900
Global Positioning System (and all other OEM maintenance materiel) must be purchased by the Offeror.

PWS 5.13.5 Management of GFP states “The Government will provide the Contractor with an inventory of all GFP at the time of contract award, as listed in Enclosure 2, TH-57 Government Furnished Property. Material condition and quantities listed are subject to fleet usage and thus variation to actual inventory will occur. The stock-level objective (high-limits) established in Enclosure 2, TH-57 Government Furnished Equipment is based on the current inventory. The Contractor shall conduct an in-depth analysis of the Government furnished inventory and make adjustments to maximize the efficiency and cost effectiveness of the inventory and deliver such adjustments IAW Status of GFE Report (CDRL A020). The
Contractor shall not utilize any Government property for purposes other than those authorized under this contract. The PA shall be notified of net changes to the total value of the inventory which exceed $5,000.00”.
There are no stock levels listed in Enclosure 2 (Attachment 8 Government
Furnished Property List). The first worksheet titled GP has a column for
“Max Stock Level1”, however the column is blank. Will an updated
Enclosure 2 (Attachment 8) be posted with the max stock levels for
IMRL/Non-IMRL equipment, parts, materials P/N and NSN (consumable and repairable) listed?
The estimated stocking levels are maintained in WECMS.
There is a Material Usage report in WECMS that lists all of the estimated stocking levels.
Reference H-1 Performance Measurement Framework (PMF), Sustainment Metric (UM). Would the Government please provide by
BUNO the remaining service life of each aircraft and also the most recent
FAST report
The TH-57 is not SLEP limited; and therefore, there is no
FAST report on the TH-57. To review the number of hours and landings expended per BUNO, please review A028 in the competition library.
While Section CXX12 Identifies PAWS 5.3 as applicable, Section B does not identify an associated SLIN. Is Component Repair and Overhaul otherwise included in another Section B SLIN.
As referenced in C-2 of the RFP, CLIN XX01, CLIN XX03, CLIN XX06, CLIN XX07, CLIN XX08, CLIN XX12, and
CLIN XX18 to some degree, apply to Component Repair and
Overhaul.
PWS section 5.6.4 concerns Daily, Turnaround and Post-Flight
Inspections where sections 5.6.4.1, 5.6.4.2, 5.6.4.3 and 5.6.4.4 deal with functions that logically fall into the Daily, Turnaround and Post-Flight
Inspection category; however, 5.6.4.5 through the completion of section
5.6.4 at 5.6.4.5.6 address the use of miscellaneous material. Please advise if the section will be renumbered.
This section will be renumbered. Please continue to monitor
FedBizOpps for applicable Amendments.
Is the Individual Parts Master Schedule (IPMS) requirement in PWS paragraph 5.13.9 referring to the Standard Form 1428, Inventory Disposal
Schedule referenced in FAR 5.245-1? If not, will a definition of IPMS and a publication reference be provided?
In PWS Para. 5.13.9, the reference to IPMS should be changed to reference Standard Form 1428. Please continue to monitor FedBizOpps for applicable Amendments.
RFP Section L, paragraph 2.2.2.1 Certification - Ask that you provide certification to demonstrate that the facility is appropriately rated to perform Bell Helicopter 206B series maintenance. (14CFR Part 145
Certification for depot maintenance) The Section L CRM asks that the following PWSs be addressed in the subject paragraph: 5.1.1.7, 5.1.3, 5.1.4, 5.3, 5.4, 5.7. The PWS sections cover everything from ACI to
Transition. Will the submission of Title 14 CFR Part 145 Certifications satisfy the requirement without the narrative requirements for the referenced PWS sections identified in the CRM for this Section L paragraph?
For RFP Section L, paragraph 2.2.2.1 Certification, a narrative is not required beyond the explanation of what role the facility will provide in the CLS contract.
CDRL A035 - Data Accession List (DAL) Block 16 refers to RFP Clause
E-2 TERMS AND CONDITIONS FOR INSPECTIONS AND
ACCEPTANCE OF ADMINISTRATIVE TECHNICAL DATA AND
INFORMATION. Clause E-2 is not incorporated in the RFP. Will the
RFP be modified to list Clause E-2?
All CDRLS referencing Clause E-2 in Block 16, will be changed to reference Clause E-1. Please continue to monitor
FedBizOpps for applicable Amendments.

FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES
7 June 2012
PWS 10.1 For Official Government Use Only – States that contractor personnel shall be subject to a Government security investigation and must meet eligibility requirements for access to ―For Official Government Use
Only information at the appropriate level. The Contractor shall ensure any new employees, prior to their starting on the task, have and maintain a minimum of DoD National Agency Check (NAC), or be able to obtain the interim equivalent during the period of performance, in order to perform the work assigned and access the facilities required to perform the work.
There are no interim NAC issued. The company conducts background checks on all new hire candidates. Once cleared, the employ is hired and a
NAC request is made. (They have to be an employee for the request to be made). The NAC processing time is long. May we bring the NAC applicants on contract on a contingency basis awaiting the outcome of the
NAC?
Contractors undergoing a DoD National Agency Check may access NAS Whiting Field via Rapid Gate to perform maintenance and/or assigned work duties. However these individuals may not have access to NMCI computers until they have obtained a DoD NAC clearance. If the employee has recently held a CAC Card, the turnaround time for a new card should be approximately 1 - 14 days. If it is a new employee who has never had a CAC Card or security clearance, the turnaround time should be approximately 6 to 8 weeks.
Industry Questions and Government Responses issued on 22 May, Question 34, asked where the SE Depot level maintenance was being performed. The answer provided indicated that it was being done at NAS
Pensacola. PWS 5.2.1 States that the contractor will perform all O and D-
Level maintenance. Will the PWS be amended to reflect that the contractor will perform O-Level vice D-Level maintenance since it is being performed at NAS Pensacola?
The PWS will have the reference to Depot level maintenance for SE Equipment in PWS 5.2.1 removed. The contractor is not expected to perform Depot level maintenance for SE equipment. Please continue to monitor FedBizOpps for applicable Amendments.
REFERENCE: RFP, Section F,– Deliveries or Performance.
DISCUSSION: There are no Period of Performance dates for the Base and
Option Periods. QUESTION: Would the Government provide the Period of Performance dates for the Base and Option Periods?
The term of the Base is 12 months beginning with a one month Transition Phase-In Period followed by an 11 month
Base Full Performance Period at the applicable prices and fully burdened hourly rates specified in Section B (CLINs
00XX) of this contract. Each option period there after will have a period of performance for 12 months.
REFERENCE: RFP, Section B, paragraph B-3.4 - CLINs XX08 and
XX12. DISCUSSION: The referenced RFP section states: “The
Government has estimated 65,000 Labor Hours on CLIN XX08 to allow the prime contractor to perform its own Depot Conditional Maintenance if it chooses. If so chosen, the estimated quantity of CLIN XX12 will be decremented by the extended cost (number of Labor Hours * unit price) outsourced to the Subcontractor.” The intent of this paragraph seems unclear in that CLIN XX12 reflects subcontracted costs, and decrementing the costs of CLIN XX12 for the amount outsourced to the Subcontractor seems inappropriate. QUESTION: Suggest the last sentence of the paragraph be changed to read: “If the prime contractor chooses to self-perform Depot Conditional Maintenance, the estimated quantity of CLIN
XX12 will be decremented by the extended cost (number of Labor Hours * unit price) self-performed by the prime contractor under CLIN XX08.”
The second sentence in Section B, paragraph B-3.4, will be changed to "If the prime contractor chooses to self-perform
Depot Conditional Maintenance, the estimated quantity of
CLIN XX12 will be decremented by the extended cost
(number of Labor Hours * unit price) self-performed by the prime contractor under CLIN XX08.” Please continue to monitor FedBizOpps for applicable Amendments.

7 June 2012
REFERENCE: The Government’s response to question 11 of the Final
RFP Industry Questions (dated 22 May 2012) . DISCUSSION: The referenced response states that subcontractor performed Depot Conditional
Maintenance work completed under CLIN XX08 should be charged under
CLIN XX12, Material and Subcontracted Labor. QUESTION: Is it the
Government’s intention that ALL subcontractor-performed work completed under this contract also be charged under CLIN XX12, such as the following:
CLIN Supply/Service XX12 SLINs, XX01 Fixed Maintenance for NAS
Whiting Field XX12AA: Material and Subcontractor Labor (Flight
Operations), XX02 Satellite Site Support for NAS Patuxent River
XX12AG: Material and Subcontractor Labor (Patuxent River)
XX04 Scheduled Depot (ACI) XX12AB: Material and Subcontractor
Labor (ACI), XX05AA Engine Overhaul due to Metal Contamination
XX12AD: Material and Subcontractor Labor (Engine Repair))
XX05AB – XX05AQ Wide variety of Unscheduled Depot Work, some in conjunction with ACIs XX12AB: Material and Subcontractor Labor
(ACI), XX12AC: Material and Subcontractor Labor In-Service Repairs
(ISR), XX06 Flight Hour Generated Maintenance XX12AA: Material and
Subcontractor Labor (Flight Operations), XX07AA Airframe On-Site
Conditional Maintenance XX12AC: Material and Subcontractor Labor In-
Service Repairs (ISR), XX07AB Engines On-Site Conditional

Repair), XX11 Modifications – Development XX12AH: Material and
Subcontractor Labor (Modification - Development)
XX17 Modifications - Production XX12AJ: Material and Subcontractor
Labor (Modification - Production)
The Government intends for all maintenance performed by subcontractors to be charged under CLIN XX12. The only exception is for the recovery of downed aircraft (PWS paragraph 5.1.1.17), which may be charged under CLIN
XX09, as stated in Section C-2 of the RFP.
REFERENCE: RFP, Section H-1, paragraph 7. 7. Sustainment Metric
(UM) Calculations For PMF. The Contractor shall use Service Life
Maintenance Management (SLMM) to proactively manage the life cycle of each airframe to sustain the fleet as a whole. 7.1. SLMM calculation measures the Contractor’s ability to level load the flight hour demands across all available assets by type/model/series (T/M/S). Aircraft involved in a Class A or Class B mishap or aircraft undergoing a modification of greater than 250 man hours will be excused from the SLMM calculation as determined by the ACO.
DISCUSSION: Aircraft are in ACI for approximately 2/3 of a quarterly evaluation period, and are taken out of Ready Reporting Status by submission of the X-Ray report as required in the PWS. QUESTION: Is it the Government’s intent that aircraft in ACI be included in the sustainment calculation?
It is the Government's intent that aircraft in ACI be included in the sustainment calculation.
