Question

Number Industry Question Government Response

Does the Government intend that only FAA Certified

Part 145 Repair Facilities, which are also Bell helicopter approved 206B Customer Service Facilities are permitted to repair discrepancies?

No. ACI repairs may be accomplished at either a FAA FAR Part

145 facility or a Bell 206B Customer Service Facility.

Would the Government consider excluding the individual subcontracting reports from the suggested page count for Volume 3, Past Performance?

Individual subcontracting reports do not need to be included in the suggested page count for Volume 3, Past Performance.

Has a new CBA been negotiated for the TH-57 program at NAS Whiting Field? If so, could the

Government please provide industry with a copy of the updated document?

An amendment will be needed to the Final RFP once a CBA is finalized. Please continue to monitor FedBizOpps for applicable amendments.

Which CLIN does the Government intend for the contractor to charge labor hours against for ACI repairs exceeding 250 hours?

If the Over and Above work is performed by a subcontractor then the cost will be captured under Material and Subcontractor Labor, CLIN XX12. For a prime contractor, Over and Above charges shall be applied to the Depot Conditional Maintenance, CLIN

XX08, as a Labor Hour.

Which CLIN(s) does the Government intend for contractors to charge Engine Overhauls for catastrophic or major damage?

It is the Government’s opinion that the only time a complete engine needs to be removed is when the engine has metal contamination circulating throughout the oil system. If this does not happen then only the affected engine modules or components need to be removed and repaired/overhauled. Please review

Engine Overhaul due to Metal Contamination, SLIN XX05AA.

Is it the Government’s intent that CLIN XX08 can only be used for depot work accomplished by a prime contractor, and not by a subcontractor FAA part 145 repair station?

Correct, the subcontractor work would be charged under CLIN

XX12, Material and Subcontractor Labor.

Does the reference to PWS paragraph 5.1.1.5 mean that the prime contractor should charge labor hours to

CLIN XX08 when removing TBO items from the aircraft?

No, this paragraph reference under Depot Conditional

Maintenance, CLIN XX08. Component TBO removal is considered routine conditional maintenance. Since it is considered routine conditional maintenance, it should be charged under Fixed

Maintenance for NAS Whiting Field, CLIN XX01. Please continue to monitor FedBizOpps for applicable amendments.

Does the reference to PWS paragraphs 5.3.1 and 5.13.8 mean that subcontractor labor for component overhaul should be charged to CLIN XX08?

No, subcontractor labor for component overhaul should be charged to Material and Subcontractor Labor, CLIN XX12.

FINAL RFP INDUSTRY QUESTIONS AND GOVERNMENT RESPONSES

22 May 2012

Industry Question Government Response

Does the reference to PWS paragraphs 5.4.3 through

5.4.7 mean that the prime and subcontractor should charge labor for preservation and packing of engines, receiving inspections, and engine service bulletin incorporation to CLIN XX08?

All subcontractor labor charges associated with PWS paragraphs

5.4.3 through 5.4.7 (to include preservation and packing of engines, receiving inspections, and engine service bulletin incorporation) shall be applied to Material and Subcontractor

Labor, CLIN XX12. All prime contractor labor charges associated with PWS paragraph 5.4.3 through 5.4.7 when a subcontractor is performing the overhaul, modification and/or repair shall be applied to Fixed Maintenance for NAS Whiting Field, CLIN

XX01. If the prime contractor is performing the engine overhaul, modification and/or repair, charges shall be applied to Depot

Conditional Maintenance, CLIN XX08.

Does the reference to PWS paragraph 5.17.1 mean that the prime and subcontractor should charge preservation and de-preservation of aircraft to CLIN XX08?

Only the prime contractor charges aircraft preservation and de-preservation to Depot Conditional Maintenance, CLIN XX08.

Subcontractor preservation and de-preservation charges should be made to Material and Subcontractor Labor, CLIN XX12.

Does the reference to paragraphs 10.0 through 10.4 mean that the prime contractor should charge all time expended in applying for and obtaining Rapid Gate, CAC cards, and visitor access to CLIN XX08?

All costs associated with Sections 10.0 through 10.4 of the PWS shall be included under the FFP of CLIN XX01, Fixed

Maintenance for NAS Whiting Field. Please continue to monitor

FedBizOpps for applicable Amendments.

Does the Government intend for inspections due to over-limit conditions to be considered Fixed maintenance (PWS para 5.1.4.2), or Conditional maintenance (PWS para 5.1.4.3.2)?

Inspections due to over-limit conditions are considered routine conditional maintenance and are included in the Fixed

Maintenance for NAS Whiting Field, CLIN XX01. Repairs due to over-limit conditions IAW Section 5.1.4.3.2 shall be included in the On-site Conditional Maintenance, CLIN XX07.

Does the Government intend for the off-site repair stations for Engines and Avionics to be both FAA Part

145 certified and OEM Certified?

The Government intends for the off-site repair stations for Engines and Avionics to be both FAA Part 145 certified and OEM

Certified.

Does the Government intend for the contractor to prepare aircraft for shipment that are off-site as well as on-site? If so, is this considered fixed maintenance, routine conditional maintenance, or non-standard conditional maintenance?

The contractor will prepare on-site and off-site aircraft for shipment. This effort is considered routine conditional maintenance and shall be included in the Fixed Maintenance for

NAS Whiting Field CLIN XX01.

Inasmuch as the existing CBA provides for expansive employee benefits that are service time driven will the government please provide a copy of a current seniority roster or an equivalent documentation of the number of employees by years of service under the service contract at Whiting Field as well as a distribution of the percentages of employees who participate in the existing health care benefit plan by level of participation, i.e., employee only, family or allowance for opting out?

In accordance with FAR clause 52.222-41 Service Contract Act, paragraph (n), seniority lists are to be provided by the Government to the successor Contractor at the commencement of the succeeding contract. The Government does not possess existing health care benefit plan participation information.

In the Government Provided CRM, section 2.1.3 and

2.1.4 both indicate that PWS 5.10 will be addressed within each section. Please advise if this is correct and if so, please indicate the distinction between the two.

The CRM references are correct. In Section 2.1.3, the contractor should describe its approach to manage aircraft component obsolescence. In Section 2.1.4, the contractor should describe what part its subcontractors will play in obsolescence management and what monitoring and controls the contractor will place over their subcontractor's obsolescence management programs.

Industry Question Government Response

Volume 2 indicates mma#.pdf for PDF files, and tech#.doc for Word documents. This is not consistent with the other volumes. Is this correct?

This is an error. For the Word document, it should be mma#.doc.

Should there be a specific file naming convention for

Volume 2 Management and Maintenance Approach

Attachments, or do we use mma#.pdf?

No MMA Attachments are requested in the RFP.

Are the engine manuals going to be made available? All OEM manuals are proprietary and must be procured by the

Offeror.

The PWS requires an explosive ordnance program. Are there any CADs or other explosive devices on the aircraft? It is assumed this program is only utilized in

ALSS for pen flares.

The only explosive ordnance associated with the TH-57 program is the pen flares in the CMU-33 survival vests.

The 4790 allows a plus or minus 10% deviation for all scheduled flight hour inspections and a plus or minus three day deviation for all scheduled calendar inspections. The ACI specification (Appendix K) allows a deviation for scheduled hourly inspections of

10 hours or 2% whichever is greater and a deviation for scheduled calendar inspections of 5 days or 5% whichever is greater. Does the 4790 deviation standard or the ACI deviation standard apply to the TH-57 hourly or calendar inspection intervals during standard flying operations, or do all inspections need to be performed on the applicable interval with no deviation?

The CNAFINST 4790.2 deviations apply in all cases that are not specifically addressed in the TH-57B/C Maintenance Supplement

Manual (MSM).

Is it permissible to re-baseline airframe and engine inspections by performing all required maintenance in order to marry up the inspection intervals?

The Government encourages the contractor to use a cost effective maintenance approach.

Are there structures in place at Spencer Field and Area

8 to provide maintenance space or a work shelter for the personnel required to man the fuel pits?

Shelter is provided for personnel refueling aircraft only. The shelter is not intended for maintenance use.

The PWS Section II (Background) Para 2.3 states approximately 117 acft are based at NASWF. CDRL data for the 12 preceding months beginning in March

2012 indicates there are 124 aircraft. Is the number of assigned aircraft 117 or 124?

Currently, the number of aircraft available to the contractor at

NAS Whiting Field is 117.

PWS Section V (Performance Requirements) cites numerous paragraphs i.e., (Para 5.1.1.2, 5.1.1.6,

5.1.1.7.1 etc) that require maintenance to be performed

IAW with Encl 3/Attachment 9 documents. In

Attachment 9 the applicable PWS tasks list Bell

Helicopter and Rolls Royce Maintenance Manuals.

The only maintenance manual currently available for viewing is the Supplemental Maintenance Manual

Revision 2 Dated 18 September 2005. Is there a more recent version of this manual available? Is the Bell

BHT-206A/B-SERIES-MM-1 manual, and the Rolls

Royce Operation and Maintenance Manual 10W2 going to be made available as described IAW

Enclosure 3?

The Maintenance Supplement Manual in the Competition Library is the most recent version. All OEM manuals are proprietary and must be procured by the Offeror.

Industry Question Government Response

Will there be Key Positions identified? The RFP does not utilize a key personnel clause; therefore key positions have not been identified.

Section L 2.1.2.a.6 Divestiture Management Support., directs the offeror to describe an approach to

Divestiture Management. Does the Government plan to divest TH-57 aircraft during the performance of this contract?

At this time the Government does not plan to divest any TH-57 aircraft during the performance of this contract.

Will the Government add the Maintenance Required

Cards (MRC) to the competition library?

The Government does not possess Maintenance Requirements

Cards for the TH-57.

Is the SE Depot level maintenance for the SE listed in

Enclosure 2 not performed at NAVAIRSEFAC

Solomon’s Island or one of their satellite facilities?

Support Equipment depot level maintenance is performed at NAS

Pensacola.

Currently there is no Aviation Maintenance Material

Management (AV-3M) historical maintenance workload data in the competition library. Will it be posted?

There is no AV-3M TH-57 data. All releasable maintenance data is currently located in the Competition Library.

Due to our recent company sale we had to acquire a new CAGE code. May we use both our current as well as previous cage code for this effort?

The Government will consider the past performance of any entity with multiple CAGE codes if the current and previous CAGE codes were created as a result of a corporate acquisition and refer to the same division in the same physical location. To facilitate the relevancy determination, an explanation shall be provided in the proposal why multiple CAGE codes are proposed, and all applicable CAGE codes must be identified along with their defined roles and responsibilities for the proposed effort, including a description of all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any past performance contracts provided.

Work proposed to be performed under the TH-57 CLS effort must be associated with the physical location of the Offeror (Prime, JV/SLE Team Member, or Principal Subcontractor) who will perform the work per the roles and responsibilities table

(Executive Summary - Offeror Summary Table).

Section L, paragraph 4.0 (Proposal Submission) “it is requested that Volume 4, Past Performance information in paragraph 3.2 and Volume 1, Executive Summary

“Offer’s Summary table, 1.0(1) be submitted three weeks prior to the submission date/time specified on

Block 9 of Standard Form 33 of the solicitation. One electronic copy in each format, plus paper original and

3 copies as per paragraph 3 instructions above should be provided." There appears to be a typo on the Past

Performance volume number. It should read Volume 3 vice 4. Also, is the paper submission requirement for original and 3 copies as stated, or original and 5 copies as instructed in paragraph 3?

The Past Performance Volume number referenced is incorrect and should read Volume 3 vice 4. The early Past Performance data request is correct as stated; one electronic copy in each format, plus paper original and 3 copies.

Industry Question Government Response

Section L 2.1.8 File naming Conventions - The last line on page 203 and the first line of page 204 of the RFP indicate Volume 3 is Corporate Experience, and

Volume 4 is Past Performance. This is contradictory to volume numbers and titles on the following pages of the RFP:Page 205, Section 3.0, Page 207, Section 4.0, Page 211, Section 1.0 Relevant Contract Table, Page

221, Section 3.0 and Page 227, Section 4.0.

The volume numbers referenced in Section L paragraph 2.1.8, File

Naming Conventions are incorrect and should indicate Past

Performance as Volume 3 and Corporate Experience as Volume 4.

File details come from the government source that posted it. Updated .
