About this file

This document is a Scope of Work form and related state and local contract opportunity for a design-build project to install a 205 kW solar PV canopy and electric vehicle charging stations at the Massachusetts Readiness Center. The base scope of work includes the solar canopy, EV charging station, and battery storage. The project also includes alternatives for rooftop solar and maintenance of the solar systems. The contract requires 50%, 90%, and 100% design documentation, commissioning and measurement & verification planning, and training for facility personnel. The contractor is responsible for extended warranties on major equipment. The facility will be responsible for preventative maintenance of the systems to maintain warranties and savings. The contract opportunity is for the Massachusetts DCAMM organization.

The contract opportunity does not provide details on pricing terms, set-asides, incumbents, or funding sources. The document indicates that the solar PV canopy and rooftop system are expected to have a 20+ year useful life, while the electric vehicle charging stations and battery storage are expected to have a 10+ year useful life. The contractor will be required to provide replenishable stock and replacement parts, as well as routine maintenance services for the duration of the contract.

Potential utility rebates $44,010 which would reduce payback to 16.4 years. Additional designs were considered which incorporate more low voltage wiring (19.9 years SPB w/o incentive and 7 years with incentive with a much higher material cost, as this incorporates daylight harvesting w/ dimming control). The design is ongoing to fine tune per space and wiring considerations. These numbers are for enclosed offices only, and do not incorporate common and open office areas. Costs could increase to include all areas in a total building light management system.
