About this file
This document is the attachment A: Response Form for the MIL1901E-EC1 MIL-Natick-Solar PV-Design/Build project, a state and local contract opportunity issued by the Commonwealth of Massachusetts. The project involves the design and construction of a 205KW solar PV canopy and EV charging stations, with battery storage and rooftop solar as alternative ECMs. The proposal requires an executive summary, an approach to the scope of work, a final design and construction schedule, technical design and feasibility services, an update to the baseline energy calculations, and information on the proposer's qualifications and experience, including prior military facility, solar canopy, and battery storage work. The proposal also addresses requirements for minority and women worker hours, on-the-job training, and other additional services and information to be included in the appendices.
The proposal must be completed within 365 calendar days of the ESA signing date, and the proposer must be DCAMM certified in the relevant categories of work. The Commonwealth is interested in proposers who demonstrate recognition and mitigation of existing conditions that may affect the installation, commissioning, or operation of the proposed equipment. The proposer must also confirm the potential of each ECM to generate the anticipated savings prior to finalizing their design, and agree to design the requested systems to maximize savings.

Provide an executive summary of the Proposal. Include in this summary the complete range of energy conservation services being proposed for this project (i.e., study, equipment selection and installation, metering, operation and maintenance, training, proper disposal of construction waste, and other services).
Please Respond:
2. Please summarize the Base ECMs and Alternatives the Proposer is proposing, providing an overview of the approach. Please label as shown in the Introduction. If preferred alternative is not included, please state why. Note, the set of measures & alternatives measures must remain consistent throughout the Proposal.
3. Please provide a brief overview of the Proposer’s company and the team that has been assembled to implement this project.
B. APPROACH TO SCOPE OF WORK
1. SCOPE (as detailed in Attachment B)

Please note: This table, once accepted, will be inserted into Schedule B-1 of the ESA.
b. Discuss your company’s approach to the ECMs during the required design phase.
c. Discuss any Proposer Alternative specifications and scope and explain rationale for each. Confirm the specific financial and savings impact, if any, are inputted in the appropriate place for Proposer Alternatives in the Price and Savings Form.
d. Discuss your company’s approach to the training that will be conducted.
C. FINAL DESIGN AND CONSTRUCTION SCHEDULE
Please note: If selected, the Proposer must provide a more detailed schedule based upon the accepted proposed schedule for all ECMs which will be inserted into Schedule A-2 of the ESA.
Please provide the proposed work plan for this project based upon an estimated ESA signing (start) date as stated on the front cover and duration should be a maximum of 365 calendar days from the ESA signing date. ALL ECMs must be completed 365 days from ESA signing.
Instructions for the project schedule are below:
a. Include major milestones and durations including the anticipated substantial completion date for all ECMs and use calendar days.
b. Provide a project schedule in the Appendix to demonstrate a practical plan to complete the work within the project parameters. Please refer to the ESA Schedules A-1 and A-2 and Attachment C. Part I of this RFP for additional scheduling considerations.
c. Please provide an estimate of milestones (major design, submittals, major equipment procurement, general conditions, demolition, 50, 90, 100% completion for all ECMs).
d. The schedule document shall be created with Critical Path Method (CPM) software (compatible with Microsoft Project preferred). Proposers will be required to provide the schedule in CPM and PDF format.
e. Preconstruction activities will be broken down by ECM and/or building based on the Proposer’s work plan. Construction activities will be grouped by ECM.
f. The activities will be sufficient to demonstrate adequate planning of the work with regard to design durations, procurement and installation durations, Facility operations, seasonal constraints, and working hours.
1. Please identify critical path issues such as equipment ordering, operating hours, or seasonal constraints.
2. Please discuss how the schedule incorporates considerations forwork in an active military environment, security constraints, shift constraints, etc.
D. TECHNICAL DESIGN AND FEASIBILITY SERVICES
1. Prior to installation, the Proposer will be required to complete and receive approval on a 50%, 90% and 100% design of all equipment and systems proposed.
a. Please discuss your (or your designer’s) design approach to the scope in Attachment B, demonstrating knowledge of the facility & design challenges.
b. Please see the list of permits expected to be required as part of the project in Attachment B-Part III. Please state any additional permits and briefly discuss approach to permitting.
2. PROJECT MANAGEMENT and DESIGN
a. For each proposed ECM please provide the designer of record, proposed subcontractors, project experience of the proposer or subcontractor, and who will be responsible for permitting with their experience.
b. Please confirm the categories of work the Proposer is DCAMM certified in. If you are not DCAMM certified in General Building Construction (GBC), please discuss your experience managing and overseeing subcontractors for a project this size. If you are not DCAMM certified in Energy Management Systems (EMS), please discuss your experience managing energy projects. Note size of projects, number of subcontractors, whether or not deadlines were met, etc.
c. Please explain Proposer's criteria for selection of subcontractors.
3. EXISTING CONDITIONS
The Commonwealth is interested in Proposers who demonstrate that they recognize and have considered existing conditions in their Proposal.
a. Provide a summary of existing conditions that may affect the installation, commissioning, or operation of the proposed equipment. Detail any issues that may have a significant impact on the proposed project. Please discuss how the identified issues will be resolved or mitigated by the Proposer’s services.
b. Are there relevant existing code violations that your Proposal will address? Please discuss. Are there code violations that your Proposal will not address? If yes, why?
E. OTHER SERVICES:
1. Computation of Baseline: As part of the preparation of the RFP, the energy/water baseline was calculated for this project and is contained in the audit template filename: MIL1901E_Audit_Template_Savings for reference only. Per the ESA, Schedule B-3, the awarded proposer will be required to provide an updated baseline as part of design. This is the energy baseline that will be used for purposes of verifying energy savings or for change orders pursuant to the ESA. Comment by Elizabeth Eromin: Please update this reference to the MIL1901E savings calcs
a. If there are any corrections or changes suggested to this baseline based upon the Proposer’s review of the information or based upon the Proposal, please discuss here or ask a question during Q&A. Otherwise, please confirm the baseline methodology.
Please Respond:
