About this file
This document is a Pre-Proposal Conference presentation for a state and local contract opportunity issued by the Division of Capital Asset Management and Maintenance (DCAMM) for the Massachusetts Army National Guard. The project, titled "MIL1901E-EC1 MIL-Natick-Solar PV-Design/Build," involves the design and construction of a 205kW solar photovoltaic (PV) canopy and an electric vehicle (EV) charging station at the Massachusetts Readiness Center in Natick. The project has an accelerated timeline of 1 year for design, procurement, and construction. Key dates include a pre-proposal conference on August 7, 2018, site visits on August 9, 2018, and proposal submissions due by September 12, 2018, with a target award date of November 15, 2018.
The presentation outlines the required base ECMs, a required alternative for a battery storage system, and a replacement alternative for a 205kW rooftop solar PV system. Proposers must meet minimum threshold requirements, including DCAMM certification, and are subject to M/WBE goals of at least 10.4% combined participation. The Commonwealth will evaluate proposals based on a 100-point scoring system that considers factors such as schedule, technical approach, experience, pricing, and payback period. Successful proposers must support the commissioning process and guarantee the performance of the installed equipment.

XIII. Scope of Work Continued
Any changes to the Base Proposal such as changes in proposed equipment (not an ‘as equal’), level of design, or level of savings must be properly detailed in applicable responses in Attachment A and Forms BCD and Form E.
The proposed changes may not decrease savings, maintainability, standards of comfort or code compliance.
The Commonwealth, at its sole discretion will determine whether Proposer’s Alternative to the Base Proposal will result in a more favorable evaluation (i.e. shorter payback, increased savings, or technically superior design) and whether it will include these changes in its final contract.
See RFP, Page 5 and 6.
XIII. Scope of Work: Proposer Alternatives
For reference only, actual size and exact dimensions of the PV canopy system will be the responsibility of the awarded contractor.
XIII. Scope of Work Continued
Contractors will guarantee performance of equipment not energy savings.
To ensure the savings are achieved for this project, the Commonwealth will require Measurement and Verification (M&V) of the performance of the systems and installed equipment which will be compared to the selected Proposer’s savings submitted on Form as a condition of Final ECM/Equipment Acceptance.
The M&V Plan and supporting calculations will be used to test and verify the performance of installed equipment The awarded contractor shall support the 3rd party commissioning agent (Hired by DCAMM) in developing a commissioning plan during the design phase of the project.
It is the proposer’s responsibility to obtain Utility incentives, register early with the SMART program and ensure the Commonwealth receives the payments.
