About this file
This document appears to be an audit template for the Accelerated Energy Program (AEP), which was established by the Massachusetts Department of Capital Asset Management and Maintenance (DCAMM) to accelerate the implementation of energy and water conservation projects across the Commonwealth. The template is designed for audits of all levels and provides instructions and data input sheets for auditors to record building information, utility accounts, and identified energy conservation measures (ECMs). The template includes tabs for the auditor to provide an overview of the audit, verify building and asset data, input ECM details, note code-related observations, and summarize the audit findings. DCAMM will use the information from the completed template to select which ECMs will be included in the energy efficiency project.
The project details indicate this is for a solar photovoltaic (PV) canopy and electric vehicle (EV) charging stations at the Massachusetts National Guard Supply Depot in Natick, Massachusetts. The project scope includes design and construction of a 205 kW solar PV canopy, with battery storage and rooftop solar as alternative ECMs. No specific details are provided regarding pricing, funding sources, set-asides, or the contract term.

Instructions
The audit template may be used for only one site at a time. The spreadsheet file should be copied and used for each new audited site. One site may contain many buildings. The template is designed so that all buildings in a site can be included in the same audit template spreadsheet.
- The audit template has 10 tabs:
- - 2 red instructions sheets
- - 4 green data input sheets
- - 1 brown Notes sheet
- - 3 blue output sheets
- The audit template is designed for audits of all levels. Not all fields are required for all audits. Specifically, auditors are only required to fill in data on the Measures Input tab based upon ECM opportunities identified during the audit.
- Each data input tab has an "Instructions" button in the upper left-hand corner that links back to this instructions page.
- NOTE: During data entry, auditors MUST either type manually, use the drop-down menus, or use "Paste Special - Values" in order to keep the template's formatting integrity.
- "Print Page" buttons send the current tab to your default printer. Auditors are encouraged to export to PDF files as needed: File -> Save As -> Choose "PDF" from the "file type" dropdown menu.
Individual tab instructions are as follows:
If the auditor wishes to track fuel usage in units that are not listed in the template (ex., Water in MCF instead of Gallons), please indicate this to DCAMM as early as possible so an adjustment can be made.
Reference
- Measures to be included in Utility Vendor Audits. All Measures must be audited, and if not applicable, noted in the table.
-Measures to be included in Utility Vendor Audits. This table highlights Measures that should be focused on for Whole Building Analysis and Simple Fix in BLACK. Other Measures that may be more appropriate for large, Comprehensive Audits are listed in GREY.
-Check List for Small Energy Conservation Projects. This table highlights potential code problems that could arise during or resulting from the installation of common measures for Simple Fix and Whole Building Analysis audits.
Site-Input
This tab is used to provide an overview of the audit being performed and record the which buildings were audited and the types of fuel and water consumed in each building.
- Start by entering the CAMIS Site Code into Cell G3. The CAMIS Site Code will normally be provided by DCAM. By entering the CAMIS Site Code, the template is able to pre-populate much of the data currently on record. Pre-populated data appears throughout the template in yellow colored cells, is protected, and cannot be modified.
- During the audit, the auditor should validate all pre-populated data. In the event of a discrepancy, the auditor may use the Site Variances tab to record needed corrections.
- All white colored cells require data to be filled in by the auditor. This is accomplished by either typing in data or using the pull down menus to enter requested information.
- For buildings not in CAMIS, there is an Additional Buildngs section to the right of the pre-populated section where Auditor can input building information.
- To the right of Site information table, Auditor should input primary utility rates to be used across the template. In cases where there is more than one rate per fuel, Auditor must manually override calculated cells.
Asset-Input
This tab contains additional building-specific data to be verified by the auditor when possible and applicable.
- Validate pre-populated building data in yellow cells.
- Enter data in the white colored cells where applicable and available.
- When available, add all baseline energy consumption and cost data in applicable white cells.
Utility Accounts Information
- These columns are used to verify all known utility account and meter information at the building level. NOTE: pre-loaded data may be inaccurate or incomplete. Verification of these cells is necessary.
- In the absence of utility account information, identify which meters serve which buildings.
Measures-Input
This tab is used to enter all identified ECMs in each building audited.
- Begin by using the drop down menu to select the Building # where the ECM is recommended. This will pre-populate the building name.
- Select the appropriate DCAMM Measure Category from the pull down menu
- Select the appropriate Measure Type from the pull down menu
- Enter all available or calculated information related to the measure including total estimated installed cost, estimated annual energy savings, and estimated annual cost savings for the measure. Data entered should be the total value for the measure installed and not the per unit installed value. E.G. If an ECM costs $5 and saves 200 therms per year and the quantity is two, then the auditor enters the total installed cost of $10 and the total estimated annual savings of 400 therms. These calculations should be done on a separate tab to be inserted by the auditor after the Report Outline Tables tab. If an ECM impact multiple fuels and/or water, then data must be entered in all applicable fields.
- If there is more than one ECM identified in a building, start a new row, and repeat all steps described above.
- DCAMM will select which ECMs will be included in the project, indicating selection in column BC.
- Insert tabs as necessary after the report outline tab for lighting line-by-line workbooks and other ECM savings calculations support. Then link totals back to the Measures-Input tab.
Form B-Input
This tab is used to enter cost figures for each proposed ECM.
-Information to be automatically imported or calculated are in YELLOW cells.
-Enter information in all WHITE cells, and RED cells as approved by DCAMM.
Code-Related Observations
This tab is used to note any work that is known or may be required to comply with building/construction codes, with due to the execution of the energy work or otherwise.
- Use drop down menu to select applicable building and fill in location within building (e.g. office)
- Note the type (e.g. wiring) and a brief description (e.g. knob and tube exists in walls, will require work to before insulation can be installed)
Contract ECMs
- This tab is a copy of the Measures-Input tab, and will automatically fill itself out as DCAMM selects which measures to be included in the project.
Audit Summary
This tab summarizes the data into a standardized report for printing.
- Auditor should indicate next to each ECM type in the ECM Summary table whether or not that type of ECM was considered during the audit.
- Press the Print button above to send the reports to the printer.
- When copy/pasting to the AEP Audit Outline, Auditor MUST Paste Special - As Picture.
Report Outline Tables
- This tab contains all tables that will be necessary for the AEP Audit Report Outline, pre-populated with data entered in the AEP Audit Template. The auditor is able fill in any missing information, and can copy/paste these tables from the Template into Part 2 (Executive Summary) of the Outline.

| Overview: The Accelerated Energy Program (AEP) was established in December 2011 to accelerate the implementation of energy and water conservation projects across the Commonwealth to comply with E.O. 484. As part of the Program, DCAMM plans to retrofit 700 facilities encompassing 4,861 buildings throughout the Commonwealth which have not been retrofitted since 2000. The AEP is a three year initiative from 2012 through 2014. | ||||||||||
| Purpose of this check list: The information presented here is intended for NON-building code personnel involved in developing small scale energy conservation audits and retrofits. It is not intended to be a replacement or substitution for the full range of code analysis and review that must be applied to all projects undertaken by a state agency, facility or consultant working on a Commonwealth project. All MA building and energy codes must be followed according to established code review procedures as required on all construction projects. | ||||||||||
| Reference to the FAMILY OF CODES: the particular scope and scale of an energy audit or retrofit project can entail many categories of the IECC and IEBC codes. For this reason, this checklist includes reference to several "family of codes" that may or may not apply to a particular project. For example, the MA Architectural Access board requirements may apply to a project if the 521 CMR thresholds are "triggered" by a project's scope and construction cost. | ||||||||||
| (1) Investigation and Evaluation: For existing buildings (with some exceptions) that involve Registered Design Professional (RDP) services and where the entire existing building is > 35,000 cubic feet as a condition of building permit application, an "Investigation and Evaluation" report is required. For reference purposes, the MA-amended IBC--2009, Chapter 34 is further amended sending the Reader to a MA-amended International Existing Building Code - 2009 (also known as MA-amended IEBC-09), Chapter 1, Section 101.5.4.0 and identified as "Investigation and Evaluation". | ||||||||||
| (2) Construction Control: When a building other than 1 and 2 family stand-alone buildings are involved and such buildings are > 35,000 cubic feet of aggregate volume and involve Registered Design Professional services, 780 DCMR classified such activity as "Construction Control" and establishes requirements for certain RDP services and Contractor services. These requirements are found in the 8th Edition of 780 CMR, Chapter 1, Section 107.6 inclusive. | ||||||||||
| (3) Registered Design Professional in Responsible Charge (RDPIRC): The 8th edition of 780 CMR consists of MA front-end amendments to the IBC-2009 and certain other International Codes (I Codes). Contained within the source language of the IBC-2009, Chapter 1 (not MA amended) is a requirement for a RDPIRC and this Code language is also in Massachusetts. This language reads: [107.3.4.1] When it is required that documents be prepared by a registered design professional, the building official shall be authorized to require the owner to engage and designate on the building permit application a registered design professional who shall act as the registered design professional in responsible charge. | ||||||||||
| (4) MA Architectural Access Board regulations for Existing Buildings: All additions to, reconstruction, remodeling, and alterations or repairs of existing public buildings or facilities, which require a building permit or which are so defined by a state or local inspector, shall be governed by all applicable subsections in 521 CMR 3.00 - JURISDICTION. | ||||||||||
