TextField1: This requirement is for 100% contractor support as the Air Force Sustainment Center (AFSC) has no organic support capability for this E-3 Aircraft item. This SYNTHESIZER,ELECTRIC item function Item function generates aircraft Local Oscillator Frequencies in 1 MHZ increments for system timing.
Prior market research revealed repair of this item has not been awarded on a commercial contract. This acquisition is a sole-source effort with the actual manufacturer for this item. This market condition has existed since this item was initially fielded.
Previous Contract: The Boeing Company Contract Number: FA811715D0030 Date of Award: 30 Sep 15 Completion Date: 29 Sep 20 Basis of Award: Sole-source TextField1: These items require effective process control and the need for maintaining strict adherence to process parameter values and shop practices that optimize material structure and mechanical properties. Effectiveness is a function of quality of both equipment and tooling, shop practices, manufacturing techniques, knowledge of process-material interrelationships, and quality assurance imposed by industry standard surveillance. Unfortunately, the OC-ALC lacks the expertise and resources to assess these aspects in a pre-award survey and the transient nature of these aspects makes it impossible to assess with production sampling alone. Such testing is unsystematic due to time constraints.
The interrelationships between process parameters, material structure, and mechanical properties are very complex. The complexity is compounded by the fact that characteristics vital to component performance and reliability cannot be completely defined in a manner suitable for inspection purposes. Most manufacturers do not have access to such programs and do not realize the extent to which material structures can be altered and how seriously they can degrade the mechanical properties, life and reliability of a component. The OC-ALC does not possess a database to pull together all these aspects nor does it have the funding, resources, or expertise to conduct the testing required to verify the effectiveness of established process controls.
TextField1: Past contracts for these items have been sole source to The Boeing Company. Previous contracts #FA811715D0030 has a statement in the prior approved Justification and Approval (J&A) that the Government would utilize resources and manpower to remove barriers to competition on as many items as possible. On 19 Jan 2018, a Rough Order of Magnitude (ROM) price request was submitted to the Original Equipment Manufacturer (OEM) to estimate the cost for the Government to purchase Tech Orders and/or Drawings beyond the form, fit, and function or Operations, Maintenance, Inspection, and Test Data. To date, The Boeing Company, has not responded to this request. During this current procurement a Sources Sought Synopsis (SSS) was also conducted in an attempt to locate any competitive sources to repair, overhaul or remanfacture of this "SYNTHESIZER,ELECTRIC".
There is reasonable expectation that only Boeing will compete independently once a solicitation is posted to the Government Point of Entry.
A SSS was posted under "Multi NSN-6" on 19 Jan 18 and closed on 20 Feb 18 emphasizing the Government’s interest in all businesses to include Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses.
Another SSS was posted under "FA8117-19-SS-0017" on 10 Jul 19 and closed on 9 Aug 19 emphasizing the Government’s interest in all businesses to include Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses.
The SSS, which included the NSN, part number, and repair quantity, requested information pursuant to FAR 10 in support of market research to identify potential sources for repair of the subject. Blackhawk Management Corporation responded as an interested party. Further review of the company revealed no repair capability, only contract management services.
TextField1: The Boeing Cage code 05HA6, has existing unique repair capabilities, engineering skills, manufacturing knowledges, special tooling/test equipment and test data to repair the item. Government owns and has rights to level-II LRU/SRU drawings and TO 12S2-2AYR2-72 Intermediate-Level Maintenance Instruction w/ IPB. However, due to lack of organic repair capabilities, qualification of alternate repair sources will require aircraft flight testing or system-level test at OEM (currently awarded sole-source repair of this asset).
TextField1: The current AFMC IMT 807 (aka Recommended Quality Assurance Provisions and Special Inspection Requirements) states this requirement and associated technical data has been reviewed and does not appear to require the contractor to use Class I Ozone Depleting Substances (ODS) identified in Air Force policy. Additionally, the requirement is not written so that it can only be met by the use of a Class I ODS.
The Air Force team will address all security considerations, environmental considerations, safety, data rights, conflict of interest, labor laws, and site visits in the solicitation and Performance Work Statement. At this time, there are no known requirements or considerations. All Federal and State regulations will be enforced through standard contract clauses.
TextField1: This item is military unique , with no equivalent commercial products or services within the current marketplace.
TextField1: Referent Industry standards, and Commercial Business Practices for the repair of the subject item are owned by the OEM.
TextField1: There are no technology insertion opportunities associated with this product purchase due to not having data of the item. A technology insertion effort would have to be separately priced with the contractors.
TextField1: The government encourages the approved vendors to seek out small businesses for partnering or sub-contracting opportunities to satisfy this requirement.
The Government has no technical data. The acquisition must be made from the OEM, Cage code 32562, and is not eligible for a small business set-aside. Small businesses interested in this type of work should contact the OEM directly for potential sub-contracting opportunities. OEMs are encouraged to utilize small business opportunities for their sub-contract work.
TextField1: The Government contracting officer will lead negotiations for any resulting contract and will address: warranty options; maintenance support; financing and discounts; marking and packaging; inspection and acceptance processes; making a fair and reasonable assessment and determination; insured/bonded/licensed requirements; and payment plans. Standard Government business practices are applicable for this requirement. Standard Government terms and conditions are applicable for this requirement. Inspection and acceptance of individual tasks work efforts will be accomplished by Government personnel.
The standard commercial warranty is considered reasonable for this effort, and no financing or maintenance support is standard in the commercial marketplace.
TextField1: The research to date is that there is very little government leverage in the marketplace in regards to buying. A quick review of Google shows that the majority of postings for this NSN is by the U.S. Government (FBO listings) and most of those were for the procurement of new spare parts. As for other market participants, we here at the USAF AFSC act as the point of contact for Foreign Military Sales (FMS) allies.
This item is in the sustainment phase of its life-cycle; trends or technological changes in the marketplace cannot be leveraged for this item without additional engineering design effort.
TextField1: The market research conducted herein supports the acquisition strategy of procuring this supply from the OEM, as documented on the Contract Repair Screening Analysis Worksheet. Qualification Requirements apply and Government cannot provide data. Any interested vendor would be responsible for obtaining the data independently and would be required to submit a Source Approval Request (SAR) package providing proof of capability for consideration. Additionally, the government’s requirement is in support of a military unique application. Research has revealed that there is not presently an equivalent commercial item available in the marketplace. Historically, this item has been awarded on a commercial contract. Rationale for this has been documented on the Commercial Item Determination for that acquisition. The requirement cannot be modified as it is in support of a configuration managed item.
