About this file
This document contains a market research report and related federal contract opportunity. The market research report details an assessment of the commercial market for a Master Regulator Clock (B-2), with a projected period of performance from March 2021 through March 2031 and an estimated contract cost of $242,527.31. The research included internet searches, sources sought notices, requests for information, and contacting known sources through various databases to identify any vendors for the clock. Only one potential vendor was identified.
The related federal contract opportunity is a solicitation seeking proposals for the repair of various guidance and navigation components with multiple national stock numbers. Proposals are due on the date specified for repair services to be performed at the contractor's facility, including disassembly, analysis, troubleshooting, repair, testing and return of the items to the government in the same form, fit and function as originally procured. The contracting agency is the Department of the Air Force Materiel Command Air Force Sustainment Center.

TextField1: This item is used on B-2 aircraft and was repaired on previous Contract FA8117-15-D-0030 by Boeing which is due to expire 28 Mar 21. The new repair contract will be for seven (7) years.
TextField1: Vendors wishing to qualify as an approved repair source for the Master Regulator Clock must submit a SAR package demonstrate and prove technical capacity. The vendor must submit all test reports necessary to meet qualification and first article requirements. Due to the unique design capability, engineering skills, and manufacturing knowledge by the qualified source, new sources must qualify in accordance with the design control authority's procedures, as approved by the cognizant government engineering activity detailed in the associated Manufacturing Qualification Requirements (MQR). The Master Regulator Clock is a military unique application and no commercial manufacture or repair sources that satisfy the criteria set forth in the MQR currently exist.
TextField1: The approved repair source is The Boeing Company CAGE code 43999
Market research assessment should identify if there is a reasonable expectation that two or more responsible offerors, competing independently, would submit priced offers in response to the solicitation expressed requirement.
Determine if the services may be provided by the AbilityOne program. ( www.abilityone.gov )
TextField1: Government does not have in its possession HCI data, sufficient technical data, and system integration information to competitively procure this item or approve additional sources. On 17 May 2016, Northrop Grumman Technical Services Inc. (Cage 78JW8) provided a response to the Government's request for a rough order of magnitude (ROM) estimated to obtain proprietary data and information related to the 848 SCMG managed items. In the response, Northrop Grumman stated that due to lack of response or bids from OEM partners, with whom Northrop Grumman has an intellectual property agreement with, Northrop Grumman was unable to develop the ROM, and declined to offer additional access, sell, or transfer ownership of Northrop Grumman proprietary data.
TextField1: The Air Force team will address all security considerations, environmental considerations, safety, data rights, conflict of interest, labor laws, and site visits in the solicitation and Performance Work Statement. At this time, there are no known requirements or considerations. All Federal and State regulations will be enforced through standard contract clauses. The contractor is authorized to use a suitable substitute for any Class 1 ODS (Ozone Depleting Substance), which may be required by the specifications or Technical Data. In accordance with the requirements of FAR 23.404(b)(2)(ii), it has been determined that this package is exempt from the requirements of the Affirmative Procurement Program.
TextField1: This item is military unique, with no equivalent commercial products or services within the current marketplace. Repair of the Master Regulator Clock is limited to only the approved repair sources: The Boeing Company CAGE 43999, as delineated on the Contract Repair Screening Analysis Worksheet (form 762). Other vendors may qualify through The Boeing Company qualification processes.
TextField1: There are no industry practices or other commercial standards that require the same aircraft integration activities that the B-2 aircraft requires. The B-2 aircraft’s operational features regarding low observability and nuclear hardness have no commercial applications or governance. This item is military unique and there will be extensive design and testing efforts required to insure any potential replacement meets the requirements of NG proprietary drawing AA0744.
TextField1: There are no technology insertion opportunities associated with this product purchase due to the proprietary nature of the item. A technology insertion effort would need extensive testing efforts to insure any potential replacement meets the requirements of NG proprietary drawing AA0744.
TextField1: Source Sought Synopsis was posted on 10 July 2018 emphasizing Government's interest in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses.
TextField1: The Government contracting officer will lead negotiations for any resulting contract and will address: warranty options; maintenance support; financing and discounts; marking and packaging; inspection and acceptance processes; making a fair and reasonable assessment and determination; insured/bonded/licensed requirements; and payment plans. Standard Government business practices are applicable for this requirement. Standard Government terms and conditions are applicable for this requirement. Inspection and acceptance of individual tasks work efforts will be accomplished by Government personnel.
TextField1: The U.S. Government has little leverage for the procurement of this item due to the lack of manufacturing data, HCI data, and system integration data possessed by Northrop Grumman. NG also owns the data rights to drawing AA0744 needed to qualify a replacement item.
TextField1: In accordance with the contract team's market research efforts, The Boeing Company is the only existing qualified repair source for this item.
