About this file

This is a Solicitation Amendment for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for Marine Corps Prepositioning Program (MCPP) Logistics Services. The contract is a hybrid single-award IDIQ with flexible pricing arrangements including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and cost reimbursable CLINs. The Government anticipates awarding the contract on or about June 4, 2027, with a base ordering period of five years (Year One through Year Five) and an optional five-year ordering period (Year Six through Year Ten). The contract will be administered by the Commanding Officer, Blount Island Command in Jacksonville, Florida, with the Contracting Officer located at Marine Corps Logistics Command, Albany, Georgia.

The primary services required include comprehensive logistics support for the MCPP, encompassing program and risk management, maintenance production at CONUS and OCONUS locations, supply operations, medical materiel support, Navy-related logistics and maintenance activities, port operations, installation support services, and communication systems support. Key contract line items include: CLIN 0001 (Program Management FFP at 60 months), CLINs 0002-0003 (Maintenance Production CPFF for CONUS and OCONUS at 5,744,860 and 2,829,845 hours respectively), CLIN 0004 (Other Logistics Support CPFF estimated at $9.8M), CLIN 0005 (Travel cost reimbursable), CLIN 0006 (Other Direct Costs), CLIN 0008 (FFP Transition), and corresponding optional CLINs 1001-1007 for the option period. The minimum guarantee is $10,000 with the maximum IDIQ amount to be determined at award based on total evaluated price. Proposals must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) by July 10, 2026 at 3:00 PM. The Government will evaluate proposals based on six factors in descending order of importance: Management (Factor 1), USMC Technical (Factor 2), Navy Technical (Factor 3), Past Performance (Factor 4), Small Business Participation (Factor 6), and Cost/Price (Factor 5), with non-cost factors significantly outweighing cost considerations. Offerors must possess a SECRET facility security clearance at time of proposal submission, which the Government will not sponsor. The solicitation requires compliance with numerous FAR and DFARS clauses, including cost accounting standards, cybersecurity maturity model certification requirements, and small business subcontracting plans with goals of 30% small business, 5% small disadvantaged business, 5% women-owned, 3% HUBZone, 3% service-disabled veteran-owned, and 3% veteran-owned small business participation.

Section B - Supplies or Services & Prices or Costs

Additional Information/Notes

Additional Information/Notes

1. Minimum and Maximum IDIQ Amounts

a. Minimum guarantee: $10,000.00. The minimum guarantee of $10,000.00 is the minimum for the entire potential ten-year ordering period. It will be paid in the first year of the ordering period.

b. Maximum: TBD at time of award based on total evaluated price. The maximum represents the potential cumulative total of all task orders issued under this contract under all ordering periods.

c. Funds shall be obligated by issuance of Task Orders for precise quantities.

2. Task Order Pricing Notes

a. FFP Transition CLIN 0008: This is a FFP CLIN. All costs associated with the contractor's transition-in plan are encompassed in this CLIN value (direct costs, indirect costs, profit, any other costs, travel, ODCs, etc. associated with transition-in specifically). The first task order issued under this IDIQ will be for the FFP amount on CLIN 0008.

b. FFP CLINs X001: The FFP amount for program management is fully loaded; inclusive of all direct costs, indirect costs, profit, and any other costs associated with performing program management IAW the SOW. Task orders issued will utilize the FFP unit pricing included in Attachment #J-7 'CLIN X001' tab for the applicable year in which the task order is issued. For example, if a task order is issued during Year 1 of the Ordering Period, the FFP Unit Pricing for Year 1 will be utilized for the entirety of the performance period of that task order. The Government will not use blended rates for task orders that cross over 'Years' of the Ordering Period.

c. CPFF CLINs Labor: The CPFF CLINs on this contract are "Term" type IAW FAR 16.304-3(b) meaning the contractor will be required to work at a specified level for a specific time period. When the Government issues task orders utilizing the CPFF CLINs (X002, X003, and X004), the estimated labor rates established in Attachment #J-7 will be utilized on the task order award depending on which Year of the Ordering Period the task order is issued. As this is a cost type CLIN, ultimately it allows for the reimbursement of allowable incurred costs (see FAR 31.201-2 for allowability of costs). The task order will utilize these estimated labor rates for the purpose of obligating funds and establishing a ceiling value on each task order that the contractor may not exceed without the approval of the Contracting Officer. Note: FAR 52.232-20 Limitation of Cost (and FAR 52.232-22 Limitation of Funds) applies to these CLINs and any task order that includes these CPFF type CLINs.

d. CPFF CLINs Fee: A single fixed-fee percentage for each CPFF CLIN in Section B will be applied. These percentages will be binding fee ceilings for all task orders utilizing the CPFF CLINs and will be applied to the allowable cost base for each task order. The same fixed-fee percentage (per CPFF CLIN) will be used for all task orders unless a lower fee is negotiated. In accordance with FAR 52.216-8 and Section H-8.3, the fixed fee amount will be expressed as dollars at the task order level and is subject to proportionate adjustment only when scope changes occur. See 'Level of Effort - Fee Adjustment Formula' Section below which will be included in each task order issued that includes a CPFF CLIN.

e. Cost type CLIN Indirect Rates: The indirect rate ceilings listed in Contract Attachment J-1 will be applicable to each task order issued under this base IDIQ contract, depending on which Year of performance the task order is issued. The contractor may not bill above the indirect rate ceiling caps established for this contract. This is applicable to any of the cost type CLINs that allow indirect rates to be applied.

3. Contract Ceiling Notes: For cost-reimbursement, CPFF, and Other Direct Cost (ODC) CLINs, the Government may adjust funding allocations and ceiling distributions at the IDIQ and task order level to reflect actual performance requirements, execution rates, and mission needs. Such adjustments shall not be interpreted as authorization to exceed the total IDIQ and task order ceiling or to perform work outside the scope of the contract.

NOTE: The following language will be included in each task order that contains CPFF type CLINs:

LEVEL OF EFFORT - FEE ADJUSTMENT FORMULA

(a) Subject to the provisions of the Limitation of Cost or Limitation of Funds clause (whichever is applicable to this task order), it is hereby understood and agreed that the fixed fee is based upon the contractor providing the below listed number of staff-hours of direct labor, hereinafter referred to as X, at the estimated cost and during the term of this task order specified elsewhere herein:

CLIN Total Staff-hours of Direct Labor (X)

X X

The contractor agrees to provide the total level of effort specified above in performance of work described in Sections B and C of this task order. The total staff-hours of direct labor shall include subcontractor direct labor hours for those subcontractors identified in the contractor's proposal as having hours included in the proposed level of effort.

(b) Of the total staff-hours of direct labor set forth above, it is estimated that [insert number of estimated direct staff hours identified as competitive (uncompensated overtime) hours] staff-hours are competitive time (uncompensated overtime). Competitive time (uncompensated overtime) is defined as hours provided by personnel in excess of 40 hours per week without additional compensation for such excess work. All other effort is defined as compensated effort. If no amount is indicated in the first sentence of this paragraph, competitive time (uncompensated overtime) effort performed by the contractor shall not be counted in fulfillment of the level of effort obligations under this task order.

(c) Effort performed in fulfilling the total level of effort obligations specified above shall only include effort performed in direct support of this contract and shall not include time and effort expended on such things as local travel from an employee's residence to their usual work location, uncompensated effort while on travel status, truncated lunch periods, or other time and effort which does not have a specific and direct contribution to the tasks described in Section B.

(d) It is understood and agreed that various conditions may exist prior to or upon expiration of the term of the contract, with regard to the expenditure of labor staff-hours and/or costs thereunder which may require adjustment to the aggregate fixed fee. The following actions shall be dictated by the existence of said conditions:

(1) If the contractor has provided not more than 105% of X or not less than 95% of X, within the estimated cost, and at the term of the contract, then the fee shall remain as set forth in Section B.

(2) If the contractor has provided X-staff-hours, within the term, and has not exceeded the estimated cost then the Contracting Officer may require the contractor to continue performance until the expiration of the term, or until the expenditure of the estimated cost of the contract except that, in the case of any items or tasks funded with O&MN funds, except the term of performance shall not exceed a 12 month period. In no event shall the contractor be required to provide more than 105% of X within the term and estimated cost of this contract. The fee shall remain as set forth in Section B.

(3) If the contractor expends the estimated cost of the contract, during the term of the contract and has provided less than X staff-hours, the Government may require the contractor to continue performance, by providing cost growth funding, without adjusting the fixed fee, until such time as the contractor has provided X staff-hours.

(4) If the Contracting Officer does not elect to exercise the Government's rights as set forth in paragraph (d)(2) and (d)(3) above, and the contractor has not expended more than 95% of X staff-hours, the fixed fee shall be equitably adjusted downward to reflect the diminution of work.

(5) Nothing herein contained shall, in any way, abrogate the contractor's responsibilities, and/or the Government's rights within the terms of the contract provision entitled Limitation of Cost or Limitation of Funds as they shall apply throughout the term of the contract, based upon the total amount of funding allotted to the contract during its specified term.

(e) Within 45 days after completion of the work under each separately identified period of performance hereunder, the contractor shall submit the following information in writing to the Contracting Officer with copies to the cognizant Contract Administration Office and DCAA office to which vouchers are submitted:

(1) The total number of staff-hours of direct labor expended during the applicable period.

(2) A breakdown of this total showing the number of staff-hours expended in each direct labor classification and associated direct and indirect costs.

(3) A breakdown of other costs incurred.

(4) The contractor's estimate of the total allowable cost incurred under the contract for the period.

(5) In the case of a cost under-run, the contractor shall submit the following information in addition to that required above: The amount by which the estimated cost of this contract may be reduced to recover excess funds and the total amount of staff-hours not expended, if any.

(6) A calculation of the appropriate fee reduction in accordance with this text.

All submissions required by this paragraph shall include subcontractor information, if any.

(f) SPECIAL INSTRUCTION TO THE PAYING OFFICE REGARDING WITHHELD FEE Fees withheld pursuant to the provisions of this contract, such as the withholding provided by the Allowable Cost and Payment and Fixed Fee clauses, shall not be paid until the contract has been modified to reduce the fixed fee in accordance with paragraph (d) above, except that no such action is required if the total level of effort provided falls within the limits established in paragraph (d) above.

Requirements The Marine Corps Prepositioning Program (MCPP) is designed to respond to unknown threats under emerging crisis scenarios across the full spectrum of military operations. To provide global coverage the USMC relies on the MCPP as a primary crisis response enabler. The MCPP currently consists of three functional segments: the Maritime Propositioning Force (MPF) which includes Maritime Prepositioning Ships (MPS), Marine Corps Prepositioning Program - Norway (MCPP-N), and MCPP-Philippines (MCPP-PHIL). The number of MPS and number / location of ashore sites may change over time based upon operational requirements. The functional segments of the MCPP provide the Geographic Combatant Commanders (GCC) combat capability sets, comprised of equipment and supplies, to support 30 days of operations by multiple types of Marine Air Ground Task Forces (MAGTF) up to and including a Marine Expeditionary Brigade (MEB) of 16,000 Marines and Sailors. MCPP capabilities are used in day-to-day campaigning and support the rapid response of Fleet Marine Forces (FMF) during contingencies. Equipment is issued to the FMF from one or multiple MPS and / or ashore locations and is reconstituted upon completion of assigned FMF tasks. Central to this operational deployment methodology and a major component of the MCPP is the requirement for specialized combat-readiness logistics services which are achieved through the MCPP contract which is operated under the cognizance of Blount Island Command (BICmd) located aboard Marine Corps Support Facility-Blount Island (MCSF-BI) in Jacksonville, Florida. MPSs rotate, one at a time, to MCSF-BI where the contractor performs the full range of sustainment, refurbishment, replenishment and specialized preservation logistics services to ensure the combat readiness of equipment and supplies for long-term storage. The ship rotation schedule includes time for maintenance of equipment associated with ashore prepositioning locations. After re-embarkation aboard their respective MPS or deployment to ashore sites the contractor will provide Care of Supplies in Storage and assists, as directed, in reconstituting equipment after use by the FMF.

f. Quality Assurance: The COTR helps ensure that the contractor meets required standards of quality and works within the scope of the contract. If the contractor fails to meet these standards, the COTR may take corrective action.

g. Issue Resolution: If technical problems arise or the contractor faces challenges, the COTR works with both the contractor and the KO to find appropriate solutions or to adjust timelines.
