MCPP Post Industry Day Question and Answers – Part 1

Marine Corps Prepositioning Program (MCPP) Notice ID: M6700425R1301

This Question and Answer (Q&A) document is provided for informational purposes only.

The responses herein are intended to assist potential offerors in understanding the subject matter and context but may not reflect the final or actual requirements of the Government. Only the official Request for Proposal (RFP) and any amendments issued through proper channels shall govern the solicitation requirements. In the event of any discrepancy between this document and the RFP, the RFP shall take precedence.

1. RFP Reference: 1.H.2.e (iii)

Topic: Key Personnel Nominations, to include required resume, shall be submitted in writing at least 15 days in advance and provide a detailed explanation of the circumstances necessitating the proposed substitution(s)/new hire(s) Industry Question/Comment: What is the 15 days "in advance" of?

Govt Response: The language is unclear and will be modified in the final RFP. The intent of the paragraph is to allow sufficient time for Government review of a resume when key personnel rquire temporary or permanent replacment.

2. RFP Reference: 6.A.1.c

Topic: SOW Section 6.A.1 - Navy Services Industry Question/Comment: Occupational skill sets shall be marine technician in type and shall include at a minimum: Electrical, Electronics, Mechanical, Hydraulics, Corrosion Prevention and Control, Hull/ship fitting, and Craft Equipage. Some of these skill sets should also be licensed forklift, man-lift and organic equipment operators.

What work classification is Hull/Ship Fitting?

Govt Response: A shipfitter is a marine occupational classification used both by naval activities and among ship builders; however, the term applies mostly to certain workers at commercial and naval shipyards during the repair phase of a vessel. Shipfitters fabridate, assemble, and erect structural compinents of a vessel.

They perform grinding, drilling and "fit up" operations on a vessel.

MCPP Post Industry Day Question and Answers – Part 1

3. RFP Reference: 6.C.5.f Topic: SOW Section 6.C Navy Supply Chain, Logistics, and Warehousing Navy Services Industry Question/Comment: GA contents shall be approved by NAV-P then entered into RSupply. The MCMC shall maintain General Program Records.

Does this imply that NAV-P will approve all receipts prior to entering them into R- Supply?"

Govt Response: No, Section 6.C.5.f states "GA contents shall be approved by NAV- P then entered into RSupply. The MCMC shall maintain General Program Records."

This requiement is not "receipting" related, it is stating that the Government will approve the "contents" (inventory) of the Navy GA.

4. RFP Reference: 6.F.34.b Topic: SOW Section 6.F -Watercraft (lighterage) Ashore (Phase Bravo, Charlie & Delta) Industry Question/Comment: Watercraft and organic assets not designated or scheduled for depot level repairs on coating systems shall be maintained in the highest state of readiness to mitigate progressive corrosion, coating system degradation leading to depot level maintenance and an un-kept military appearance. Spot preservation after Depot Level coating system repairs may also be necessary in some cases to maintain paint system integrity.

Is maintaining watercraft in the ""Highest state of readiness"" the highest priority for

OST, MAT? "

Govt Response: Coating system maintenance requirements and priorities are detailed in the SOW Section C.6.F. OST and MAT work priorities will change throughout a Task Order PoP. The Contractor is responsible for managing resources to meet SOW requirements.

MCPP Questions and Answers

6. RFP Reference: 6.A pgs 172-235 Topic: MCPP II is referenced 12 times in Navy Section of RFP Industry Question/Comment: What is meant by the term MCPP II as it is referred to throughout the Navy Section? It is not defined in section N.1 Acronyms Govt Response: MCPP II refers to the second iteratin of the Marine Corps Prpepositioning Program contract. MCPP would refer to the contract currently in execution, MCPP II would therefore refer to the next contract. The Government will clarify and change this language.

7. RFP Reference: SOW 3.A (para 1) Topic: SOW Section C.3 - Maintenance Activities Industry Question/Comment: The MCMC shall submit official correspondence to the Government identifying the negative trend(s) and the recommended corrective actions necessary to prevent the negative trend from re-occurring in the future. The Government will review and provide approval before the MCMC implements any recommended corrective action.

Government will approve prime contractor process changes that result from internal review derived corrective actions, i.e. HSE or HR related functions?

Govt Response: The language is unclear and will be deleted from the SOW.

8. RFP Reference: 6.E.3.b

Topic: SOW Section 6.E - Navy Civil Engineering Support Equipment (CESE) Industry Question/Comment: "The MCMC shall load bank Navy owned generators and record the results IAW NAVFAC P-300 and Maintenance Requirement Card. The MCMC shall notify the NAV-P QAR NLT 24 and 48 hours prior to load banking generators. The Navy has generator assets within the NSE and NCE which includes assets that are containerized. 50% of NSE and NCE assets will be load banked to 100% of their rated capacity and the remaining 50% will be load banked the following MMC. A Load Bank Form (CDRL 6037) will be used to record the load banking process. An example of the form is provided, see SOW Attachment C.6-023.

The completed form will be filed in the equipment folder/history file within five business days.

The Government requests two notifications, one at 24 hours and one at 48 hours.

Are there different requirements for each of these notifications since the CDRL form is the same?

Govt Response: Noted. Requirement is for 24 hour notification.

9. RFP Reference: 6.O.9 Topic: SOW Section 6.O -Navy Business and Performance Requirements Industry Question/Comment: The MCMC shall provide specific details for why KPIs covering cost, schedule, conformance and risk were different from those agreed to at the Ship’s Kick-Off Briefing.

Are there reasonable tolerances that are acceptable?

Govt Response: The requirement is provide details on differences.

10. RFP Reference: 2.A pg 81

Topic: OOA referenced twice: There are multiple types of plans generated at the squadron and individual ship levels. Squadron level plans are developed OOA P-180 and are only developed once following a Tailoring Cycle. Squadron level plans are posted onto MCPIC Industry Question/Comment: This acronym is not defined in the text or in the Acronyms/Definitions in Section 1.N, nor is it listed in MCRP 5.12C. Is the reference of OOA to mean "on or about"?

Govt Response: Yes, OOA is meant to convey On Or About. The SOW will be updated to avoid confusion.

11. RFP Reference: 3.A.16.c. Pg 117

Topic: Maintenance Operations Industry Question/Comment: In addition to fire extinguishers and the subject requirements for them, KBR shall also inspect and service all fire bottles contained in individual fire suppression systems (AAV, LAV, LVSR, MTVR, JLTV, ECV FOV, etc.) in accordance with the technical instructions contained in the individual equipment technical manuals. It is assumed these two underline items are typos. Did BICmd intend to include KBR and the AAV in the context of this section? Assumption of AAV being replaced by the ACV.

Govt Response: The reference to "KBR" vice "MCMC" was an administrative error.

With respect referencing "AAV" vice "ACV," it is anticipated that ACVs will be fielded to the prepositioning programs during the next 2 to 5 years, replacing AAVs.

However, a final decision has not been made by HQMC regarding ACV fielding.

Meanwhile, AAVs remain afloat on MPS at this time, and there is a plan to divest of AAVs as ships return to Blount Island for production through May 2028.

Adjustments have been made to the SOW to reflect "MCMC" and "AAV/ACV."

12. RFP Reference: 6.F.3.b

Delta) Industry Question/Comment: All authorized work shall be scheduled in a manner which describes the sequence of work and identifies significant task interdependencies required to meet the requirements of the program. Scheduling in a watercraft repair environment is of critical importance and shall be accomplished in conjunction with the systems employed to manage material procurement and assembly. NAV-P requires a Functional Area Breakdown (FAB) format (refer to SOW Attachment C.6-039) to support defined reporting criteria to external entities.

FAB has not been provided. Does this mean that the FAB always takes precedence when performing Phase C repairs or Phase D maintenance?

Govt Response: SOW Attachment C.6-039 will be proivided for the RFP. FAB is a standardization for reporting maintenance information.

13. RFP Reference: 7.F.2 pg 246 Topic: Corrective Maintenance priorities Industry Question/Comment: "Complete Priority Designators 02 (Deadline) repairs within ten business days from the receipt of required repair parts."
