About this file

This document is a Questions and Answers (Q&A) document for the Marine Corps Prepositioning Program (MCPP) with Notice ID M6700425R1301, providing clarifications on various aspects of a federal contract solicitation. The document covers a wide range of topics including key personnel nominations, Navy services, maintenance requirements, contract line items (CLINs), proposal submissions, past performance evaluations, and pricing terms. Key clarifications include that the contract will be a hybrid of Firm Fixed Price (FFP), Cost, and Cost-Plus Fixed Fee (CPFF) CLINs, with Travel, Other Direct Costs (ODC), and Overtime being Cost-Reimbursable with no fee permitted.

The government will provide additional supporting documentation to bidders, including a draft set of labor category titles and hours, a standardized Manning Document template, equipment density information by ship and ashore storage sites, and historical labor information. The solicitation requires a workload matrix with manning levels by labor category, and bidders are expected to use provided labor hours as a baseline but may propose alternative hours with justification. The government also confirmed that CLINs 0002, 0003, and 0004 are labor-only CLINs that will include both USMC and Navy requirements, and they will limit key personnel resume requirements to only the Program Manager, Deputy Program Manager, and Navy Manager.

MCPP Post Industry Day Question and Answers – Part 2

Marine Corps Prepositioning Program (MCPP) Notice ID: M6700425R1301

This Question and Answer (Q&A) document is provided for informational purposes only.

The responses herein are intended to assist potential oƯerors in understanding the subject matter and context but may not reflect the final or actual requirements of the Government. Only the oƯicial Request for Proposal (RFP) and any amendments issued through proper channels shall govern the solicitation requirements. In the event of any discrepancy between this document and the RFP, the RFP shall take precedence.

1. RFP Reference: 1.H.2.e (iii)

Topic: Key Personnel Nominations, to include required resume, shall be submitted in writing at least 15 days in advance and provide a detailed explanation of the circumstances necessitating the proposed substitution(s)/new hire(s) Industry Question/Comment: What is the 15 days "in advance" of?

Govt Response: The language is unclear and will be modified in the final RFP. The intent of the paragraph is to allow suƯicient time for Government review of a resume when key personnel rquire temporary or permanent replacment.

2. RFP Reference: 6.A.1.c

Topic: SOW Section 6.A.1 - Navy Services Industry Question/Comment: Occupational skill sets shall be marine technician in type and shall include at a minimum: Electrical, Electronics, Mechanical, Hydraulics, Corrosion Prevention and Control, Hull/ship fitting, and Craft Equipage. Some of these skill sets should also be licensed forklift, man-lift and organic equipment operators.

What work classification is Hull/Ship Fitting?

Govt Response: A shipfitter is a marine occupational classification used both by naval activities and among ship builders; however, the term applies mostly to certain workers at commercial and naval shipyards during the repair phase of a vessel. Shipfitters fabridate, assemble, and erect structural compinents of a vessel.

They perform grinding, drilling and "fit up" operations on a vessel.

MCPP Post Industry Day Question and Answers – Part 2

3. RFP Reference: 6.C.5.f Topic: SOW Section 6.C Navy Supply Chain, Logistics, and Warehousing Navy Services Industry Question/Comment: GA contents shall be approved by NAV-P then entered into RSupply. The MCMC shall maintain General Program Records.

Does this imply that NAV-P will approve all receipts prior to entering them into R- Supply?"

Govt Response: No, Section 6.C.5.f states "GA contents shall be approved by NAV- P then entered into RSupply. The MCMC shall maintain General Program Records."

This requiement is not "receipting" related, it is stating that the Government will approve the "contents" (inventory) of the Navy GA.

MCPP Questions and Answers – Part 2

4. RFP Reference: 6.F.34.b

Topic: SOW Section 6.F -Watercraft (lighterage) Ashore (Phase Bravo, Charlie & Delta) Industry Question/Comment: Watercraft and organic assets not designated or scheduled for depot level repairs on coating systems shall be maintained in the highest state of readiness to mitigate progressive corrosion, coating system degradation leading to depot level maintenance and an un-kept military appearance. Spot preservation after Depot Level coating system repairs may also be necessary in some cases to maintain paint system integrity.

Is maintaining watercraft in the ""Highest state of readiness"" the highest priority for

OST, MAT? "

Govt Response: Coating system maintenance requirements and priorities are detailed in the SOW Section C.6.F. OST and MAT work priorities will change throughout a Task Order PoP. The Contractor is responsible for managing resources to meet SOW requirements.

It is assumed these two underline items are typos. Did BICmd intend to include KBR and the AAV in the context of this section? Assumption of AAV being replaced by the ACV.

Govt Response: The reference to "KBR" vice "MCMC" was an administrative error.

With respect referencing "AAV" vice "ACV," it is anticipated that ACVs will be fielded to the prepositioning programs during the next 2 to 5 years, replacing AAVs.

However, a final decision has not been made by HQMC regarding ACV fielding.

Meanwhile, AAVs remain afloat on MPS at this time, and there is a plan to divest of AAVs as ships return to Blount Island for production through May 2028.

Adjustments have been made to the SOW to reflect "MCMC" and "AAV/ACV."

12. RFP Reference: 6.F.3.b

Delta) Industry Question/Comment: All authorized work shall be scheduled in a manner which describes the sequence of work and identifies significant task interdependencies required to meet the requirements of the program. 60. RFP Reference: Section L.6 Proposal Management

Industry Question/Comment: The RFP currently requires industry to provide approximately 30 “resumes and letters of commitment for key personnel” as part of the proposal. This requirement likely favors the incumbent, as many of the requirements are met by a very small population of individuals and requires a lengthy (12‒24 month) commitment of potential employees, as well as excludes current incumbent employees from being part of the competitive pool of candidates. This requirement, so early in the award process, will reduce the personnel competitive pool and restrict non-incumbents from potentially hiring the most qualified personnel.

Question: Will the USG consider limiting the letters of commitment and resumes to only the Program Manager, Deputy Program Manager, and Navy Manager?
